Salutations and felicitations, fellow representatives of the common man. We're coming to you today to offer you something great. Like, really great. Trust us, you'll love it.

Being as we're an institutionally apolitical flag of convenience for a bunch of people not exactly willing to be stuck doing some uncaring mega-corporation's business for all eternity, we see an opportunity to ingratiate our associates and ourselves with you and yours via providing facilities and employment to your citizens in the shipbuilding and upkeep industry. Considering the level of the undertaking involved, what with the volume of materials that need shipping, we would be more than happy to run any supplies you may need to anywhere you may need them as part of our nefarious scheme to make friends. Furthermore, the overall increase to the GDP would look great in the eyes of other foreign investors willing to invest a chunk of cash into a chunk of real estate. Ultimately, we're going to be best buddies with you guys, because you too are willing to tell those pompous officials exactly where to stick it. But you say it with weapons fire, because you're bad boys like that.

If you got any fees, regulations, or anything we should know before we start putting down stakes, please let us know; we don't want to exactly step on anyone's toes here.

To recap,
We want to re-fit a shipyard in your turf, we're asking your permission, we have no problems with anyone, your GDP gets a nice increase from the whole shebang, and you get a nice reserved berth for any ships that need repairs. Additionally, if you guys need anything delivered in a hurry, you can drop us a line. Furthermore, if you have any questions, feel free to ask.

(Also, we got a couple friends in need of some honest work.)

First of we are pleased that companies seek to work and trade within Commonwealth space, a strong industry guarantees work and wealth for our citicens.


Now to the matter at hand. This landed on my desk since the Commonwealth deems construction permissions to be part of the militaries responisibility, mainly because of the possibility of hostile elements trying to hide behind a civilian facade.

Your request was discussed and we are inclined to grant you permission for this venture. You got our allowance to construct or reconstruct a space station within Commonwealth space, under some conditions.

These conditions are as following. We will be informed of the location of the installation and docking rights will be granted for all [HF]- marked vessels. The space of 15 K(licks) around any Commonwealth and Legion installation as well as the entirety of the Leniex Asteroid Cloud is off limits for construction, you will pay a one time construction fee of fifty (50) million sirian credits to the account [HF]-Armory, you will guarantee to not harbor enemies of the Commonwealth (such as Republican forces of any color, Gaians, Outcasts, Lane Hackers, Rogues, Gallic Royalist forces and assorted organisations) within our space and last but not least, you will not engage in slave or drugtrafficing within our borders.

If these conditions are met this might well be the start of a benefitial cooperation. But be aware that breaking the conditions set will result in the immediate desintegration of your station.

To whomever,

With time comes changes, and as of very recently, the Commonwealth saw fit to bring about a change in management. And for good reason, which I might add after reviewing this thoroughly and taking the matter up with numerous advisors employed by the Commonwealth in relevant fields.

I'm effectively quashing your allowance to reconstruct this shipyard for your own uses, Phoenix shipyard is sacred to us, so forgive me for being blunt, but.. no. You can't have it. This is not a negotiable term. Officially, the Commonwealth has only put the project on-hold for now, but be very certain in the fact that I'll 'passionately' oppose such an intrusion on our property.

Consider yourself informed and consider Smith's terms over-ruled.

Oh dear. Well, we'll just... pack our bags and leave a partially-finished pressurized hunk of metal there, I guess. You know where you can reach us if the situation changes.

The whole reason we even started moving in was because we thought you didn't want it, and it's not really doing much good as an ornamental hunk of station. But, as stated before, we get the message, don't let the door hit us on the way out. We kind of expected something like two weeks notice so we could just give the people we hired enough warning, but as it stands, we just finished dropping them off.
