To our allies in the Liberty Navy,

Following the successful initiation of Operation Union Flag, and the flurry of new diplomatic activity our joint training programmes have sparked, I have received instructions from the Bretonian Defence Ministry to commence a more offical formalisation of our current Treaty governing the security of the Magellan and Cortez systems. There is some debate amongst our lawyers as to whether the existing Independent Worlds' Treaty is still valid following certain constitutional amendments, and we therefore consider that the time is right to begin drawing up its successor, which has been provisionally titled the Treaty of Curacao.

This Treaty is hoped to be far more structured and in-depth than our previous agreements, and we would like it to aim to tackle 4 central issues;


1. The rights and limited juristictions of the BAF and LN in Magellan and Cortez, to fight piracy in those systems

2. The security of traders and other official vessels passing between Liberty and Bretonia, through the establishment of secure and escorted convoys

3. The protocols for joint BAF / LN military operations in those systems, with measures to enable organised cooperative operations, with a joint command system

4. The extention of our laws to ensure that anyone pirating trade in Magellan or Cortez is treated as a criminal and enemy combatant by both our Houses.


As a possible appendix to the Treaty, I consider it may be in our interests to discuss the question of extradition of certain specific criminals to face trial for their crimes in Bretonia and Liberty.


In order to discuss these matters further, and hope to come to a common agreement on what the text of this Treaty should contain, I cordially invite any senior representatives of the Liberty Navy and Government to a meeting and dinner onboard the Bretonian Embassy in New York, to be scheduled at a time convenient to yourselves. Provisionally I have booked the dining suite with the Ambassador for 22:00 GMT (Galactic Measure Time) on Sunday. Do kindly advise on which officials shall be attending this informal discussion meeting, so that a guest list can be compiled to avoid infiltration by terrorists or spies (or worse, journalists).
I may consider it prudent to change the time of the meeting in order to accomodate as many of you as possible. I am sure the LN High Command can decide which of its officers are suitable to attend, though I also feel I should tell you that His Lordship the Ambassador, as our honoured host, would expect good manners both at the dining and meeting tables from all of his guests.

Mr Solais (And all other concerned parties),

Naturally we recognise the influence of the IMG and Orbital Spa and Cruise in and around their facilities in Magellan and Cortez respectively. I am sure that I speak on behalf of the Liberty Navy as well when I say that we would naturally take both factions into great consideration during the drawing up of this Treaty, and will do our very best to ensure that any final settlement fully accomodates existing IMG regulations that are in place.

This said, I am sure that you will agree, sir, that any increased security in Magellan thanks to LN and BAF patrols is certainly in the interests of the IMG in that it will facilitate increased trade through the system, both protecting your vessels, and increasing the flow of trade to your Freeport there.

This is IMG director Syana Kyan. Due to communication difficulties, I have been unable to contact our guildmaster about this. However, I plan on being at this "treaty" if it is allowed by you good gentlemen. Freeport 4 is a very important base in our eyes. And our interests must be considered when you are discussing your "treaty".

I formally request that this treaty takes place either tomorrow at 2200 hours, or the next day at 2100 hours. Other times may be available to me, but the date and time you have suggested is incredibly inconvienient for me. I'm sure you understand.

Director Kyan,

Whilst I have nothing but the greatest respect for yourself and your esteemed colleagues in the IMG, I must confess that the nature of this Treaty is designed to be between the BAF and the Liberty Navy, and I consider it somewhat presumptuous of you to invite yourself to these strictly bipartisan negotiations. You have my personal assurances that I will press for the inclusion of a clause in the Treaty guaranteeing the 5K no-fire zone around your Freeport, but beyond this I cannot see that the IMG has any further need to contribute to the drawing up of the terms. These diplomatic discussions are designed to try and fight piracy in Magellan, and by its very nature the IMG Freeport acts as a haven to pirates. As I cannot envisage the IMG taking an active role in improving trade security in the system, I see no reason why IMG representatives should be present at these preliminary discussions. The IMG will however be consulted before the final draft of the Treaty is published, but I must point out that that stage is still a long way off.

Now, I would appreciate it if any other queries from non-Liberty officials could please be addressed to me on a different channel, as I am purposefully leaving this one open for the Liberty Navy to reply to my original transmission.

Dear Sir,

I appreciate the sensitivity with which you are approaching this important issue. I am not sure I will be able to attend the meeting, but in the meantime, allow me to offer a few thoughts for consideration:

1. Claus-Solais is mostly correct in what he says, although he is not authorized to say it. I am not sure what prompted his interjection here, but I will be your contact for any official dealings with the Guild.

2. There is a 5K spherical no-fire zone around Freeport 4, and that will not change. The only exceptions are self-defense when fired on within that sphere, and IMG forces enforcing the policy. No operations by BAF or LN should impinge upon that policy.

3. Also, we are instituting a ban on capital vessels being based at Freeport 4, with the exception of IMG personnel. Capital ships tend to invite trouble, and that is trouble we do not need.

4. Any intention of basing naval personnel from either navy at Freeport 4 would need to be approved by the Guild. At this point, I am not entirely sure we would approve that, but we are open to the discussion.

If I cannnot make the meeting, I would hope some provision would be made for communication with myself and consideration of our position.

Dear Sir,

My apologies for misunderstanding your initial posts; no presumption was intended by either me or my directors. I also did not see your last post before sending mine.

Our position still stands on the no-fire zone and the basing of capital ships and naval detachments at Freeport 4, though we will welcome whatever discussion you wish to have with us. As far as trade security goes, we have already rebuffed a rather one-sided offer by the Lane Hackers that would have made things decidedly more uncomfortable for traders in the system, and for you and you colleagues. I would submit that, while we wish first and foremost to be left alone, we are in a more strategic position than you might realize.

Nevertheless, I will wait for word on the negotiations.

Re: Operations in Magellan and Cortez

Please be advised that, should your governments concur in the issuance of bounties for the apprehension and/or destruction of the assorted ... to be blunt, scum ... that collect in Magellan and Cortez, that the Search/Destroy Agency stands ready to go to work in helping clean things up.

Quite frankly, I'm tired of having to travel between Newark and Sheffield in a heavily armed vehicle simply because anything less invites attack. This area of space should become civilized, and while I admit that some of our members are less than civilized themselves, we of the S/D Agency have always operated fairly in all spaces and in full terms of our agreements with both of your respective governments.

I simply ask that you keep us, and the thought of our assistance, in mind when you sit down at the conference table.
