Greetings,

this is Director Jacob Taylor of the Omicron Research Group.
I'd like to request permission to continue an abandoned project of the Order, the construction of a base and/or the terraforming of Planet Phoenicia.
With the current stand of things a Battleship as an Headquarter just is not sufficient and neither is our refitted Luxury Liner. There is not enough room to properly establish a command structure. A planet in that case, is something completely different...

The Project has received the title "Phoenicia Rising". Of course we'd also support the construction of regular Order bases and Facilities on the Planet.

We would currently be able to mostly carry out this project on our own, we however need additional personnel to construct and maintain the installation. Down below is a map containing the planned positions for the ORG Bases which have been marked red, possible positions for order bases where we'd be able to support the construction have been marked blue.

Phoenicia

Planet Phoenicia was as you may already know subject to unsuccesful terraforming project which ran short even at peak of The Order's reach and assets. You may still find terraforming pyramids and various research installations scattered around the planet to this day, some still in working order but shut offline. However, we have no permanent fixture on the surface and visits are non-frequent, limited mostly to Alexandria's R&D studying development of young systems and planets.

The Order Overwatch General Assembly will consider what can be spared to assist your project, however keep in mind the extreme barriers that grinded even giant behemoth of Black Squadron of old to a halt in Epsilon. Once potential Order homeworld world besides Toledo, it simply is a dead world with not even simplest lifeform found to date. It has potential, but I am afraid it's beyond our abilities to do it alone. This beatiful world has no functioning orbital elevator, making any production on site not prefferable to Carthage or Akabat's impressive as it is capabilities.

There is one safe launchpad for shuttles and ships equipped to survive atmospheric re-entry for Earth-like planets. Keep in mind, it is likely to be covered in snow or encompassed in ice relatively fast despite Alexandria's best efforts. Flying by instruments is crucial when commencing planet fall. If it does change anything within your grander scheme of development, it will be taken into account at next meeting of Convocation.
