Hello Kusari Dignitaries.

I am Francois Drake Général de Division - Commander of the Légion Étrangere. *He bows*

I believe this is the first time we have been acquainted, I am come to you this day as I believe ties between our two nations have been strained these last couples of years. I know the war with Bretonia and now Liberty has surely kept us busy and the civil crisis you face at home must be taking its toll too. That being said, things have remained stale for far too long, I want you to know we see the Kusari Republic as a true ally and loyal subject of his majesty King Charles XI.

Onto personal matters, I am sure you have heard about us, we are la Légion Étrangere. A detachment of the Gallic Royal Navy, with a conscript of foreign soldiers that serve the Kings cause. Our theater of operations are vast extending from Bretonia in the South all the way up to the Taus and Gallic Borderworlds in the North. We know you do a hard job too, protecting your borders must be a strain on resources as it is for us.

To cut to the chase mon amis I believe the distancing of our houses has done nothing productive but fuel more uncertainty and simultaneously strengthened our enemies resolve, you know we are both currently facing a huge dilemma in the Taus and that comes in the form of the Imperial Kusari Navy, Council and the Colonials and the threats they pose.

In particular, the 343 I believe these traitors pose a great threat to Kusari and Gallia, it is only a matter of time before their imperial ideas will infect the rest of Kusari and the last thing I want to see is another war between our houses. I have received reports that they now control much of the taus systems bordering Kusari and have even taken Kyushu itself!?

It would be a great shame if they were able to penetrate deeper into Kusari, there advance is also of a great concern to us. As the tau systems under their control put them within striking distance our supply lines. Already I have been hearing reports of more raids by fleets of imperial ships on gallic convoys.

We need a consolidated effort to help eliminate these threats before they reach crisis point.

I feel a new collaboration between the Kusari Republic and the Kingdom of Gallia will benefit our respective houses greatly. Much can be achieved if we work together.

You should know, there has been a major reshuffling within the Gallic Royal Navy high command, gone are the days of our arrogant up-stuck admirals driving the war machine to a halt with lack of vision or motivation! New life has been breathed into our ranks. I feel winds of change ahead.

I believe we could help you in achieving your goals and la Légion Étrangere is more than willing to assist Kusari in collaborative efforts.

Divisional general Drake François,

The Admirals circle is acknowledging with pleasure Gallia Foreign Legion general staff's desire to establish constructive relations with House Kusari military. A few unfortunate events indeed occurred within the last months, causing unnecessary tensions between House Gallia and House Kusari.

We are more than ever convinced a conflict with House Gallia would benefit nobody; thus, any initiative taken to maintain harmony between our two Great Houses is much welcomed.

However, it may appear a misconception would still be existing; perhaps a leftover from the previous Gallic Royal Navy high command, whose members, as you mentioned, tended to have a rather arrogant attitude :
Truly, Drake-dono, House Kusari is to be considered as an equal, according to the very treaties signed by our two Houses; not as a protectorate nor a territory of House Gallia. Thus, the Republic of Kusari's citizens can not be subjects of King Charles XI.

That being addressed, the Admirals circle is favorable to the idea of increasing logistic and operational cooperation in the Taus systems, for a start. The situation in those systems has been declining lately due to the difficulties encountered in Kyushu system; our patrols reported a significant increase of criminal activities, especially the frequency of smuggling runs from the Barrier pass.

Regarding the groups operating in the Taus :
- Imperials are indeed a problem, but their activities appear to concentrate in Kyushu system. Their priority clearly isn't to maintain operations against Gallia at this point; the remnants of their Navy is focused on the capture of New Tokyo system, and to a lesser extent, Shikoku system.
- According to our scouts, Colonial remnants hid deep inside the Barrier, most likely in Coronado system. Theis activities in the Taus has been minimal as of yet.
- As for Council, I'm afraid they have been a minor concern for us. Very few encounters occurred; All of them happening in Tau 29 system, none in Kusari sovereign space.
- Outcasts are by far the major concern in the Taus. They protect their interests by making sure the Cardamine highway to House Liberty using the Barrier pass is not under blockade. Their pilots are generally skilled which can be a concern for patrols in the area.

There is no doubt a joint effort would bring significant results in making the Taus safer for everyone. The Admirals circle is advising coordination personnel to be exchanged between our two Military, Intel gathering and sharing to be increased and proper means of communication established between the fleets operating in the area for better coordination.

It is great to hear from you, firstly I would like to apologise for potentially insulting you with the notion that Kusari is a subject of his majesty. You are right House Kusari is a sovereign nation in its own right and House Gallia respects her and her borders. May I reiterate in saying House Kusari is considered a most loyal friend of gallia. *He bows in respect*

Moving to the subject of joint collaboration, I believe La Legion Etrangere is well-positioned to help you with the Imperials in the Taus and Kyushu.

If you will permit me, I propose a plan for joint military patrols in regions under imperial control namely Tau 29 and Kyushu.

The Gallic Royal Navy has bases positioned in key locations within the vicinity of these systems so we are able to launch strike groups or send out patrols to any areas requiring reinforcements very quickly.

Surgical strikes against imperial positions would work well to destabilise the enemy in those areas.

Given that the imperials have already taken over the Kyushu system makes it much more difficult to cut off the headsnake for fear it will grow a new one if we do not hit them at the heart!

Aside from Tau patrols, I would suggest concentrating patrol efforts in the Kyushu system itself. Attacking the enemy head on so to speak. That coupled with blockades in the Taus and New Tokyo will cripple them further.

I am able to reassign a battlegroup from the Leeds front to the Taus to partake in any joint operations with the Kusari Naval Forces if you so desire it.

I look forward to any ideas you may have for a joint operation and of course, Any action that may take place within House Kusari itself will see assisting Legionnaire ships follow your command!

We appreciate House Gallia's desire to assist House Kusari in the suppression of the Imperial uprising in Kyushu system. However, in all honesty, the subject of large scale operations in Kyushu system is a tricky one, to say the least.

Imperials propaganda attempts to take advantage of the peaceful relation Republic of Kusari and Kingdom of Gallia built to picture Kusari government and Navy as people who sold themselves and their people in order to save their own lives. Their argumentation relies on perceived proofs citizens of the Republic are tied to Gallia's interests and ready to do anything for their new masters. The presence of Royal Navy units in Kusari would only give ground to Imperials accusations, and worsen further a situation already quite volatile.

The resolution of the troubles in Kyushu system is strictly a domestic affair, that must be resolved with minimum casualties, even within Imperials ranks, so that wounds can be healed faster for our people to be united once more.

The taus are however an area that must be better policed without doubt. We believe Tau 29 system requires a special attention, as it serves as the entry point of the infamous Barrier pass, used by criminals and smugglers since decades.

The Naval Forces are therefore ready to participate to joint operations in the Taus, in order to limit the influence of Outcasts and break the supply lines Imperials may have with their Council allies in the area.

The Admiralty believes it would be constructive to invite the other branch of House Gallia's military to that very meeting as well, in order to maximize its usefulness.
