Yesterday during patrol I met captain Hayashimura Kiyoko, commanding officer of the 66th Expeditionary Division, near Helgoland station in Sigma 13. It was suggested by her that we share our concern about the recent hostile activity the Gas Miner Guild has undergone, as shown in the Rheinland Imperator in its last 3 articles. Said articles present enough evidence to warrant an investigation on the Guild, as we can not allow for the suspicion of ties between them and the Red Hessian Army or the Sirius Coalition. With this in mind I questioned the self proclaimed Guildmistress Yukari in person in Sigma 15 and forwarded the possibility of clearing up the situation. This was met with harsh rejection, and it was made evident it was more important for them to reassure they did not want the Rheinwehr involved, rather than to stablish the lack of ties between them and assorted terrorists. Furthermore, I thereby give you read-only access to our current negotiations. We have nothing to hide. In the same line, the Guild declared Helgoland station had recently been raided by unioners, suffering heavy damage. Honoring the Sigma treaty, I personally led a patrol of no more than eight wraith class fighters to secure the vecinity and provide assistance. As you will have found out in the conversation I've sent you, the Guild has declared the treaty null and void, however not before opening fire on my personal ship with their gunship, which may have resulted fatal if I hadn't engaged evasive maneuvers, and declaring war on Rheinland, due to the Guildmistress being unaware of the existance of the Sigma treaty and taking our good will as an insult. In all honesty, their public declarations about how they "used the Red Hessian Army to scare the unioners away" does not make any sense, as they were perfectly able to read this declaration in the Sigmas newspapers and resume their activities if the threat had led them to stop. It deeply worries us that this Gas Miner Guild party disregards the Sigma treaty, as not only would it make our trade route unviable, it would also make our own treaties regarding Frankfurt and Honshu impossible. More than ever, House Kusari values greatly its privileged relation with House Rheinland, and I personally believe more could be done between the armed forces of our both Houses to promote synergy and increase military personnel experience in our both Navies. But this can be saved for later. The events you mentioned are indeed concerning. The Admiralty has been discussing this very matter; a clear consensus could not be reached, which lead me to personally make a trip to Frankfurt system, via Sigma 13. I had the pleasure to meet the appointed leader of Gas Miner Guild along the way, namely Yukari Kara. The conversation that followed was rather long and uneasy. Yukari-san appeared to be quite afraid of your intentions, and prone to make assumptions; that House Kusari had already forged an agreement with House Rheinland to invade Gas Miner Guild space, for example. That new Guild-master sadly seems to have a tendency to listen to her emotions, which may explain the unpleasant interactions you had with her as of late. Our relations with Gas Miner Guild have been uneasy since Kurile crisis. Indeed, GMG unilaterally declared Aomori treaty - the regulation treaty between House Kusari and Gas Miner Guild - as void during the crisis, and has not bothered since to negotiate a new treaty with the Republic of Kusari, despite the openings made.
I can therefore relate with your frustration when it comes to interacting with the Guild. I am convinced our both Houses have all interest in maintaining the Sigmas buffer region as stable. Therefore, the ideal solution would certainly be to find a compromise with the Guild. I'd suggest House Rheinland, House Kusari and Gas Miner Guild to begin joint negotiations for an unified regulation to be agreed on by all parties. There is several issues that require clarification :
- The existence of Rheinland Military and Kusari Naval Forces Co-operative treaty, allowing each to respectively enforce Kusari laws in Honshu system, and Rheinland laws in Frankfurt system. For this regulation to work, Gas Miner Guild would have to agree to guarantee free transit and protection for military assets in Sigma 13 system. - The status of Aomori station, Honshu system. - The status of planet Kurile, Sigma 17 system. - The status of the recently chartered Sigma 21system, including planet Saigon. - Cooperation regulations - military and civil - between the two Houses and Gas Miner Guild. These are at least the points of contention House Kusari need to clarify with the Guild. I'm certain House Rheinland has its own matters of concern. Allow me to be blunt: The Guild refused diplomacy a total number of three times, in the third opening fire on the head of the Military of Rheinland and declaring the treaty between the Republic of Rheinland and the Gas Miner Guild as "too old" and void, not before declaring war on us when we assisted them in securing the stations they incompetently endangered, which in turn would have compromised the Sigma 13 route between our nations. In addition, our investigations began due to presumed ties between the Gas Miner Guild and the Red Hessian Army and the Sirius Coalition, which they have made no effort to clear up. If the leader of this organization acts as a terrorist and a child due to "her feelings", I can hardly consider that a mitigating condition, neither her paranoid attitude regarding the Rheinwehr. Nevertheless, the Bundestag has already imposed a token sanction on the Guild in regards to their actions so that they may show some good will. Upon the fee being paid, we will be ready to discuss a treaty with them, that, in addition to the points you have forwarded, should clarify the ties between Gas Miner Guild and assorted terrorist organizations, albeit more points may arise. We are always ready for further cooperation with the Kusari Naval Forces and look forward to it, and we wish to maintain Sigma 13 stable and the most excellent relations with the state of Kusari, which is why we are ready to continue negotiations with the Guild despite their continuous insults and grave acts of hostility towards Rheinland.
