New PC - Mao - 09-27-2017
Hello, guys! Long time no see
I'm thinking to upgrade my PC this year on black friday. I have a budget of around €400 and 3 options:
1. Keep my old motherboard and go for older but better parts than the ones I have now;
2. Make a new AMD PC from scratch;
3. Make a new Intel PC from scratch;
I personally prefer AMD because it does its job and it costs less than Intel. What I want from this new configuration is to allow me to play games like Fallout 4, Mass Effect Andromeda, Just Cause 3, on medium-high video settings. My old PC doesn't allow that. I have very low fps. I also need it to be able to run some CPU demanding software for my work (Photoscan, ArcGis and so on.)
Right now I have:
Motherboard: GA-780-D3L (PCI-Ex 2.0, AM3+) (Gigabyte)
Processor: FX-6100, 3300 Mhz
Videocard: AMD Radeon HD 6850 (Gigabyte)
RAM: 4GB Corsair Vengeance DDR3 x2
Harddisk: WD Caviar Blue 500GB
Option 1

Processor: AMD Vishera, FX-8370 4.0GHz Wraith cooler, box
Video card: ASUS Radeon RX 560 O4G Gaming, 4GB GDDR5, 128-bit

Harddisk: WD Caviar Blue 500GB, a new SSD for Windows
Option 2
Motherboard: haven't decided yet
Processor: AMD Ryzen 5 1400, 3200 MHz, 8MB, Socket AM4
Video card: ASUS Radeon RX 560 O4G Gaming, 4GB GDDR5, 128-bit
RAM: 4GB Corsair Vengeance DDR3 x2
Harddisk: WD Caviar Blue 500GB
Option 3
Motherboard: haven't decided yet
Processor: Intel Core™ i5-7400, 3.00Ghz, Kaby Lake, 6MB, Socket 1151, BOX
Video card: GeForce® GTX 1050 Ti OC Low Profile, 4GB GDDR5, 128-bit (Gigabyte)
RAM: 4GB Corsair Vengeance DDR3 x2
Harddisk: WD Caviar Blue 500GB
Any advice?

Replace that harddisk with an SSD. That'll be an extremely noticeable upgrade. Next up is a new videocard. While that CPU is somewhat old, it's not bad. SSD and GPU are the way to go here.
If you do need some CPU power, I think Ryzen is the best option for your budget and usecase

Soooo, you're saying I could just slap something like this SSD Intel 545s Series 512GB SATA-III 2.5 inch and the Radeon RX 560 videocard and I should be good to go?

Basically, 50% of your budget needs to go into your graphics card. I would highly suggest opting for a 1050Ti and the rest you can dump into used parts. A Ryzen 3 CPU is currently a performance-nearing the i5 on Intel, which if you are planning to game is more than enough. i7 is needed if you plan on doing livestreaming and you need the extra cores for encoding the exported video feed on the fly.
Otherwise I would suggest you try searching for a use i7-3770, at around 150$ if you are lucky. Pair it up with a Z77 (if you can find one) LGA 1155 mobo. You can also find one of the older Xeon E3s for the same socket at around 100$.
Alternatively, post in https://linustechtips.com/main/ and they will set a rig up for you. They have a section updated for 2017, where you can look at community-voted prebuilt systems for your chosen budget limit.

@sindroms I'm not going to buy used parts. Everything needs to be fresh out of the box. That's just... me. But from what you wrote there I get it that the AMD build I made is above the Intel one? (because it has Ryzen 5)

8 GB RAM is really low, go for 16 gb otherwise this will be a bottleneck.

One of my friends also said that I should get a new video card and more RAM and that should be enough for another year.
What do you think? Will I be able to play Just Cause 3 or Fallout 4 if I only buy for example Radeon RX 570 O4G Gaming OC, 4GB GDDR5, 256-bit and 16 GB of RAM?
That means I would buy better (expensive) CPU, motherboard and SSD in the near future.
