Kusari Government,

I go immediately to the topic of the discussion. Our Guildmistress Enma Loyola has declared war to the Gas Miners Guild Corporation; this means that our military activity in Sigmas will increase of more, hunting the responsibles of the Fulda attack until they will be forgotten from the existence. Their actions have consequences! Since this could worry some other innocent trader, we inform you that your corporations, Samura, Kishiro etc... won't be touched by the Imperium Omicronae War Machine into your Sigmas. Your lines of business are free from Core authority. Guildmistress orders and I just execute them.

"Konbanwa, Sentinel Sogan, could you please redirect our message to one of the Guildkeepers by any chance? I suppose they are taking some weight of your Guildmistress in this complicated situation, hai? Thanks in advance. Now:

First of all, let me introduce myself, watashi wa Miki Uyehara, second head of the Republic of Kusari. Unfortunately the Minister for Foreign Affairs is currently unavailable due to a meeting with some of our own agents who were sent out to take a look at the situation in the Frankfurt system.

We appreciate that you went to contact us prior to sending troops to the Sigma Cluster but we believe that a war declaration is not yet appropriate. The attack on Fulda and the Jumpgate connecting Frankfurt to Sigma-13 is a horrible terroristical act for sure but it is still to be clarified who has done this. The very obvious facts state it was the Gas Miner Guild who directly attacked the Bundesrepublik. GMG vessels striking against everyone around the station, even our agents. What bothers the Republic of Kusari is the public statement of who appears to be a Gas Miner Guild member or representative. No real data could be obtained about that person's name or the sending location, it is only sure that the signal source is somewhere in the Sigma Cluster. The same goes for the question why the Guild would directly attack an entire House. There is no reasonable answer for this so far, especially considering the at best paramilitaristic strenght the Guild has, it is very doubtful that this was a plan decided on by a sane military strategist.

There are too many options for the real mastermind behind all this left. Is that a small radical bunch of Miners who somehow managed to obtain NEMP-typed warheads? Was it the act of a terrorist organization to destabilize the Sigma systems? What does the Guild try to gain from that situation if they are really the people behind it despite their denial in the recently appeared statement of their Guildmistress? Who would gain something from this messed up situation if not the GMG?

I hope you see that going for an open conflict at this point isn't a wise choice until further investigation brought more light into the dark that surrounds this attack.
Instead of watching you war an entire organization over what maybe just a few hundred people caused, we offer the Core to join up with our and possibly the Rheinlanders agents in order to gather more evidence on this case and according to said evidence find and trap the responsible people as soon as possible. If we manage to find out that it was indeed the Gas Miner Guild's act and they all can be made responsible for this we will find our own way to express our thoughts about their foolishness but until this is proven, we will only assist the casualties and repair teams in Rheinland without getting involved in any agressive moves against the Gas Miners unless in defense of our humanitarian forces.

Hopefully the Core is willing to work on a proper solution in cooperation with all of us.

Sincerely,
Miki Uyehara,
Chief Secretary, Republic of Kusari

Senora Uyehara.

I am not the fan of cospiracy theories. If GMG ships are coming from GMG space; doing something that is 'securing GMG insterests' and openly proclaiming it, then it's GMG. At this point It doesn't really matter how much actual GMG Guildmasters are involved into this. I am pretty sure they are aware on what is going on and just trying to play a fool card. But even if they have some radical brunch that they are not able to control, then it's even more dangerous. Our actions are only to ensure stability in Sigmas by establishing more strict control over the cluster.

We have sent a couple of message to Rheinlanders, however there is no reply yet. So I have to act on my own, of course it won't be easy. As for the late GMG denial, it would probably work if I was a little girl in the third grade. But I work with facts and we have de-facto happened GMG attack. Does it really matter what words criminal says after hitting your best friend? Does it really matter, senora? But we respect you as our dear partners. If your comission will eventually manage to prove that it was not the GMG, then for sure we will turn back our forces. Until then we will act along the chosen strategy.

"Guildmistress Loyola.

War never brings longterm stability into an area, all it does is causing casualties and destabilizing anything further until the point one side wins and takes everything they can, usually leaving the area with less stability than it had before afterwards. But let us put this aside, I understand your unwillingness to wait and gather evidence, seeing how quickly the agressors managed to cause considerable damage to the area. No matter if you decide to actively move against the Gas Miner Guild or not, we would appreciate to see the Core taking their part in the investigations that are happening all over the place and not solely focus on your war efforts.

More Kusarian forces gathered up in Honshu already by now to keep our borders secured, we would be able to quickly react to any agressive strikegroup in the Sigmas due to this as well if the need arises. Let's all hope these are really just some radicals and not an whole organization so we can put an end to all this quickly without many civilian losses. Oh and concerning every valuable information regarding the agressive Gas Miner's strenght you find out before us, I suppose this would be something to be shared between Rheinland, you and us, hai? The same goes vice versa for whatever we might find out sooner than your forces for sure.

Sincerely,
Miki Uyehara,
Chief Secretary, Republic of Kusari

War brings stability and security when it's a war against destructive forces. For example your Naval Forces will eventually bring stability to Nogano and other areas that are being attack by the Order-backed Blood Dragons. Your Naval Forces will also resotre order in western sectors of your honorable House.

The Core is not used to underestimate the threat and make preventive strikes. Recent news about moves of the Gas Miners Guild forces in Sigma-15 only confirms our fears. [::NeuralNet hyperlink-937593fd::]

I assign Sentinel A. Sogan to your investigation comission as Core representative. Data exchange might be useful indeed and after all it's a big honor for us to be invited there.

"Guildmistress Loyola.

There is no instability in Nagano to begin with. The Dragons attempt is just a pathetic last breath of a raging beast before it dies, soon.

Now, to the more important topic. This broadcast was taken into account, if the Gas Miners truly moved a warship of that size to the Sigma-15 system and plans to assault Rheinlanders, the Republic of Kusari will act accordingly once we saw the first evidence of an attack having been delivered by the Rheinland Bundestag. For now we will keep defensive forces close to the Sigma Cluster and keep working on our investigations, Sigma-15 will be just another place to search for clues and information of strategic value then.

About your Sentinel, he may contact the Naval Forces directly and explain that he is the one assigned to help out as agent.

We thank you for the new information you brought up this day.

Sincerely,
Miki Uyehara,
Chief Secretary, Republic of Kusari

"Sentinel Sogan.

The recent war declaration caught the Republic of Kusari with surprise. We did not expect things to escalate that quickly while all sides were still investigating. Anyway, the Republic of Kusari acted accordingly already. This was already pointed out towards the Rheinland Bundestag in reply of an communication regarding this war. The secretary of our Minister for Foreign Affairs summarized our current stance in a very good way. Have the extract of her message to Rheinland:

While we do not require the Core's help in securing this new passage through the Sigma Cluster, we will contact you once need arises and would appreciate it if the Core's agents in the meantime keep searching for the responsible persons who provocated this war. All this war will bring are losses, economically and otherwise for the involved parties.

We hope that the Core will prove to be a reliable helping hand in this mess.

Sincerely,
Miki Uyehara,
Chief Secretary, Republic of Kusari
