Is it possible to have the master password for a POB reset please?

Yes, there is an option to change password on the base commands.
However, you must have the old password to perform the change.

What i ment was can the admin do it manually as the master has been lost due to a pob admin going missing

Losing the master password is fatal, as everyone will be using the same tier of authorization for base management.
I'm not sure if admins can and will assist in a master pw reset, and probably will only act upon a very comprehensive and complete player request. Got to justify why it has been lost in the first place, and why should a new one he given to someone who's not the founder or main owner.

i have a admin pw and when i use it ti list pw's only viewshop and admin ones are listed not the master pw. a pal who used to play built the base while i was there and we shared running the base together.
