Is there anywhere I can get a bribe for the Kusari Imperial Navy, or any bribe that'll make them neutral?

You can get them on any IKN battleship, Planet Kyushu, or the Bretonia owned part of Planet Leeds.

Ah! that's a problem.
I need a bribe, cos they're hostile to me - so I can't dock on their bases, and I'm in a transport, so I can't dock on Leeds.

If you can dock on their stations you can dock on Suzuka Station in Tottori and get a bribe with them which should help you.
You could also try get a bribe with the Council.
