Avery,

We've had breakthroughs with the Vergil Project, and the first tests of the units have gone well. I'm unaware of the technology that the Agency makes use in their own ships, but if compatible, the potential of the Vergil networks will be well worth the effort of integration.

We are reluctant to release large numbers of the prototypes without further testing, and as such it makes sense to allow the 404 pilots to be among the first to receive the implants as we continue stress testing and development.
