Hi folks iv been to several ship yards to pimp my ship and its not available on any. has this been disabled?

You might try New Haven in Connecticut, as there is a pimpship facility there.

Have you asked at the ship dealer shop of each shipyard ?
"This system allows the player to customize the lights on their ship. It can only be used at ship dealers on stations whose names end in the word Shipyard."

Have you switched to the ship dealer on the station? You need to do so.
