Gunboats, but then again xenos have no access to gunboats and I bet they would love to use a nemp

A powercore restriction would be the way to handle it. And in the even that it must be class based, giving xeno's a nemp mountable on a bomber, restricted exclusively to them, would allow Gunboats to be the delivery means while keeping the xeno's included.

Just a friendly reminder, the nemp can only kill up to 5 items, including NPCs and destructible solars such as supply depos. Trade lanes, stations ''take a hit'' and absorb the damage. The more populated the area is, the less player casualties.

Also as part of this, last night's NEMP didn't even kill the ship it collided with, and only scored 4 kills of the 6 ships clustered around the target. I don't know if thats an intended effect or not.

That is how it works. Anything within a 5k radius has an equal random chance to get obliterated. In your case, the RNJesus favored whoever was unlucky enough to be the target.

What about jetissoned cargo/ammo, torps, mines and CDs? Do they count too, or are they excluded?
