Right, so, first off, you may or may not know this (you should, at any rate), but we don't actually like the Outcasts tromping around in our space. We let you pass through in deference to our mutual friends the Red Hessians, but you're supposed to be passing through, or escorted by someone we can trust (Junkers, Hessians, etc.).
Most certainly we don't plan on tolerating a whole family of Outcasts parked by our base, shooting each other up for giggles- might I remind you that we'd like to keep our location a secret, something not so easy with a pile of gunfire going off all the time- and generally acting like you own the place. Well, sorry, but you don't. We own that particular area of space, and we keep the rest of Rheinland safe from foreigners and other cretins.
I'm giving you a chance to bugger off without incident, a pleasantry afforded only because of our mutual friends. Stay clear of Bruchsal unless we let you near, and start giving me reasons why we should let your family so much as pass through Rheinland. Do I make myself clear?
