It takes on energy put into it and self-sustains until acted upon, similarly to a capacitor, which stores energy in a static (unmoving) state, where a current or transfer of this energy (dynamic/moving) would be like a conductor or super conductor. We write infocards for the purpose of clarifying the gray area, and in many cases these infocards dictate (even within the rules) how items are interpreted. To say it is "pure energy" isn't wrong, as long as the energy absorbed was also pure, but "pure energy" is a theoretical, and unobtainable (unless otherwise stated elsewhere). Yes, it is a bioluminous protein. It explains the Nomad blue jellyfish colour, as well as the Cammu AI green fluro colours in their ship drives. It is biochemical and uses very little energy, and as it is directly linked to the neural pathways you could call it a 'brain' of sorts.
