To start with - i bring you my apologies for not providing you any information regarding Projekt Himmel and it's upcoming construction at Fort Carthage. We are quite in a hurry, time is valuable, and i had no time to follow all the formalities. Excuse me for this actions if they have offended you, through, i herebly ask you to blame all the responsibility on me and not my faction -
no matter the cost, the alliance between our factions should be kept intact.
Now, if you don't mind, Admiral - i will explain you the purpose of enforcing projekt Himmel. You should be well aware of Munich system and the disaster that struck the system and formed two clouds of Dark Matter that are slowly but steadily tearing the system apart. Despite the words spreaded by the Bundestag, for the last years The House of Rheinland was the one who cared the least about the destiny of their people, left alone to fight the upcoming disaster. Nowadays, planet Nuremberg lies on the edge of the Dark Matter cloud, and it's atmosphere is significantly suffering from the direct contact with the agressive matter. Until this moment we were only taking refugees away from Munich - in numbers we are capable to do this, but it is clear that we can and we should do more, this is where i have engaged the start of Projekt Himmel. It's main purpose is further discovery of nature of the Dark Matter and finding possible ways to dispose of the cloud, along with extracting some artifacts that, as we suppose, were one of the reasons that have caused the appearance of the Dark Matter clouds - and might be the way to get rid of them.
The first step of the project - the construction of brand new vessel, packed up with equipment and onboard assets capable of operating inside the extreme conditions of Dark Matter clouds, which is clearly impossible without our allies help since Bundschuh have no facility capable of constructing the vessel of such class yet.
This is where we turned to Omicron Research Group, seeking assistance on this ambitious project.
But now, as the circumstances force us to this dead end - i herebly request you to grant this project 'green light', so the construction of our vessel would finally be commenced.
I await your response and hope you will be kind enough to cooperate, not mentioning the circumstances this comm is sent to you.

I pressume that matters of acquiring adequate Corvo class chassis for your project had already been taken care of, as well any further modifications down the line you intend to incorporate. Failing to do so will prolong the project but we may spare some individuals in posession of skills adequate to aid you and ORG teams in altering the blueprints. The ship, its tonnage standing in area between fully sized cruisers and heavy gunboats excludes neccesity of using any of the primary docks of Carthage which will remain taken by our heavy hitters. Instead, we will grant you "B" of the smaller drydocks sized and tooled for efficient overhauls and construction of warships sized Resheph-class or smaller. Before we can begin, there were few facts ommited from the arrangment that you may want to like to clarify first:

⧫ Once Himmel is commisioned and leaves the vincinity shipyard, what are Bundschuh end game plans for continued maintenance and repairs of Himmel? Are we to expect ship to merely be constructed on our facility or maintaned by The Order alike? If the latter is the desired option, what are DWR contingencies for rewarding Carthage time that could otherwise be spent towards Resheph cruiser or Hathor escorts? While I pressume it is not meant to face armed conflict and therefore sustain direct damage, dark matter clouds are evident and documented cause behind rapid detoriation of ships integrity in the long run.

⧫ Does the request involve equipping any of The Order licenced hardware, be it any internal components, subsystems or weapon arrays associated to us? If yes, our requisiiton office will need a list beforehand to prevent any delays in construction. While DWR has great concessions under Sigma Alliance Treaty, we would like to know first.

Providing the above mentioned inquiry be solved, HC will allow to devolve the matter to ORG if so desired. If any further organization has to be involved in the process, it is by our personnal request that personnel in question be first approved by The Order Overwatch's Clearance control and if neccesary, transported to destination via DWR or The Order official shuttles. Security of Carthage is paramount and classified highly upon our list of priorities.

Here i am going to provide the information you have requested on your reply.
First of all - i am grateful for your cooperation, besides the fact we have made a mistake by attempting to avoid your direct involvement and providing you any information regarding our plans.
Exactly, the Corvo assumed for the modification regarding to our needs have already been acquired and delievered to Carthage, as the conditions of our agreement with Omicron Research Group implied this.
  • So far, Weiße Rose and it's allies in Rheinland have no facilities capable of maintenance of such scale vessels along with it's altered equipment that is going to be installed during the reconstruction, so it's maintenance will either involve Blood Dragons, who have already sent me a word with an offer of their help, but i consider involving them will inevitably decrease an overall maintenance quality in terms of equipment that will be installed on it. So i do count on The Order in maintenance of Himmel, it's terms we can discuss later on, when such necessarity will come as needed.
  • As far as i am concerned - no internal components or weapon arrays associated to The Order, is going to be installed during the reconstruction, as the reconstrution is mainly involving the deconstruction of existing survey and control systems and installation of more advanced ones, theoretically durable enough to operate inside the extreme conditions of Dark Matter storm. So, i suppose, it involves the usage of Order-certified hardware, but, honestly, only the Omicron Research Group representative has the full list, i assume, since i was never informed of any specifications of the hardware that is going to be installed, not even it's project name.
    I guess you will have to request this information from director Taylor directly.
Any personel we expected to take a part was already dispatched from our side as well in the person of my colleague, Albert Weis,
that is going to supervise the reconstruction process. No any other faction or people is going to be involved.

The Order Overwatch has agreed to loan you drydock under following conditions:

⧫ Himmel's maintenance will be entirely funded by Bundschuh, either monetarily or though delivering all required ressources themselves or though their proxies.
⧫ Repairs and maintenance that require use of Carthage shipyard will be subject to prioritizing. In events of crisis, our shipyard may be overloaded with requests to serve Order warships first and foremost taking precedence before servicing "foreign" vessels.
⧫ Himmel per request may be equipped with some of The Order's scanning, Ewar and CnC systems technologies fit for the hull that are otherwise not classified for Order's sole use.

The Order Overwatch also extends new year's wishes to Volksrevolution as a whole.

To start with - i, on behalf the Weisse Rose, extend our New Year's wishes towards The Order, even through the celebration have already passed and i am a bit late there.
Furthermore - all the conditions provided are certainly accepted, your cooperation after the petty accident at the very beginning is much appreciated. Now, that everything is clarified - i presume, the works on the vessel have finally begun? Or is there anything else we need to do?
The resources have been provided, the project supervisor is in place, and everything from our side is ready.

Seeing from my own window, what is supposed to be "Himmel" (or whatever name you insist on the hull) had succesfully completed the initial pre-fabrication phase and had been laid down at the designated cruiser dock. You may witness the construction process with your own eyes at Carthage, either by taking a shuttle from Akabat or using your own assets to visit Omicron Epsilon. Be mindful of increased security measures in place in-system.
