Greetings, I am Rick Tiltman the current Arbiter of the Junker's Congress. It is disappointing that our business relations have cooled to such a chilly level. Seems all that we do these days are move people around and the occasional cardamine deal.
We are both busy men so I'll skip right to the point, not sure if you remember but we re-pressurized an abandoned DSE depot in Cassini named Foster Station a while back, and all has been fine up until now. We contacted the University of Cambridge shortly after the anomaly underneath the station began to emit heightened amounts of radiation. The Chancellor of the University has agreed to send some professors and students out to make sure the anomaly under it isn't about to turn Cassini into a super sized Grande Negra or at least give us some forewarning before hand to prepare. Now if you can assure that the Universities personnel will not be harassed by any of your boy's I may be able to get some sort of lucrative business going with the University, I imagine having some sort of Underworld University, where criminals from across Sirius can come and learn. In peace. Think about this, this "Campus" get's set up in your back yard them young people are going to want to party think of all the sweet cardamine and SynthWeed sales. I am not promising this, but what I am saying is that if you let this happen, then you could see a sizable increase in drug sales with little risk from the law.
This is going to have a price no doubt, all favor's do. Name your's.

You're right, it has been quite a long time since we actually sat down to talk. The Lord would be here in person to see to that but he's currently in the borderworlds seeking to secure more friends in dark places as well so he's left me and Dwayne to feed the wolves.
Foster is an interesting topic, ever since we ran DSE out and away from it and you chaps came on in and took it over it pretty much became a forgotten relic. Now I know you're aware that the Boss doesn't like outsiders in Cassini and it is a sentiment I have always shared. But if you are meaning what you are saying, then a legal precipice to peddle our Orange Dream out there to those seeking the high then I think we can definitely arrange something.
Gimme a while to holla at the Boss about this and I am sure he'll be in touch real soon about it.
