To whom it may concern,

I don't want to deal with this, and I'm sure you don't want to, either. So, allow me to simplify this. Today, an Ensign of he Liberty Navy intercepted two Kempeitai agents within New York. When questioned, they claimed to be hunting for a terrorist, and could not return until they had completed their objective. When informed that they were in fact, no longer within their jurisdiction, and therefore in violation of the Laws of Liberty, they refused to comply with orders, and instead began to evade Liberty Navy forces. When intercepted, they continued their retreat, and engaged Liberty law enforcement.

I don't need to say much to make it clear that this is not fine in any regards whatsoever. If these agents were operating in any official capacity for the Kusari Government, we expect a statement regarding this. If this happens to be a rogue unit operating on it's own directive, then I suggest that there is a revision on how officers are accepted into your intelligence agencies.

To quote the Laws of Liberty:
(05-19-2008, 10:26 PM)The Republic Of Liberty Laws, Section Four, Subsection Three Wrote: III. Foreign Militaries and Intelligence Agencies

- The Republic of Liberty does not allow foreign militaries to access to its space for any reason.
- The Forces of Liberty will ask the entities to retreat from Liberty space once. Failure to comply with such will result in unconditional arrest or shooting down of said entities.
- The Forces of Liberty have the right to unconditionally arrest or shoot down any ship found to be operating within Liberty space under a Foreign Intelligence Agency.
To simplify this, any and all entities that will enter Liberty will be pacified using hostile, and potentially lethal force.

These agents have been considered hostile elements, and will be detained by force, should they enter Liberty again. Something that shouldn't happen.

You did not introduce yourself Vice Admiral, I can see who you are only by your banners, so let me go in and show you, how it's working: My name is Irukai Obyoto, I'm Colonel of the Kempeitai division Koa.

After your interaction with those Agents, you have been left with many questions. Some of them I can answer right now. Those people could not return to the Republic by only one reason - the death, which was awaiting for them here. You state they claimed for hunting 'terrorists' in the Liberty space? There's a little true of it, I asume they were talking about themselves in 3rd face to get blurry of your vigilance.

And actually now I'm going to make a clear statement of what happened. Those people were belonging to our operatives until actual threatment to the Republic. Not many of Imperial people agree with the ally intentions to the Republic. More interesting fact, our interceptors were chasing them right toward the Colorado. When they passed the border, our Sub-Colonel ordered to stop chasing and was about to send a formal message to your government about Kempeitai exiles. There's also a note, by looking through your attachment file I do miss for 3rd exile ship - the Kusari gunboat named Fokuoka.

As well, I'm going to ask what happened to those people. They had clear understanding they are no more within Kusari jurisdiction plus couldn't return, because they were already hunted by us. So they did engaged your forces? I do hope they did not brought you many problems over there? I also pray they did not escape this time, if you have those pilots aboard, we'd like to ask to return them home. If you decline it, we'll understand and accept your possition.

As you probably know, the civil war that divided House Kusari citizens is no more. Negotiations between Republican and Imperial elements within our society are still on going. Meanwhile the current elected Republican government is maintaining its prerogatives during this transitional period, yet uneasily.
For this very reason, I have been tasked by Defense Ministry Tanigaki Kobayashi to answer your legitimate inquiries regarding this peculiar event.

We can very much understand Liberty Navy's Admiralty displeasure, especially since House Kusari suffered similar violations of its sovereign space by elements belonging to Liberty Security Forces in the past.
Such violations are indeed inexcusable as they could endanger the peaceful relations our both Great Houses enjoy since centuries.

I hereby confirm you the Ministry of Defense has not sanctioned any operation in House Liberty sovereign space. If the identified perpetrators indeed belonged to a Kempeitai active cell, they would have violated Ministry of Defense directives, thus exposing the incriminated cell to arrest and dismantling.
That said, it is fair to note there is a likeliness the vessels detected by Liberty Navy might have been used by a group wishing to impersonate a Kempeitai cell's members.

In order to begin an investigation on the matter, the Admiralty would be grateful if Liberty Navy was kind enough to provide a copy of all the evidences pertaining to this very case.
