Mr. Hideyoshi, I apologize if I use the incorrect title, my access to the Order database has only recently been restored. 5 years of change is quite a bit to catch up on, especially when you've been offgrid for all of that time.

Regardless, my name is Major Kell Tainer of the Order. I have only just recently been reinstated into my former organization by the order of Michal...I mean Grand Admiral Golanski. Even when writing communiques old habits die hard, though that is a story for another day.

Approximately six years ago, prior to the fall of Toledo, I was the Director of the Order intelligence division known as the Wedjat. I am given to understand that the Blood Dragon's structure has changed considerably since then, and that the terms of the treaty render much of my purpose moot.

However, I would like to open discussion over the use of certain Blood Dragon facilities and cooperative development in certain areas of technology. Would it be amenable to meet on Kyoto Base?

Heung Hideyoshi will do fine. I can see from our records that you were already given access to Blood Dragon stations and this has never been revoked, this level of access allows you to fly any vessel class throughout Kusari and dock on Shogunate bases such a Kyoto and Mito Shipyards.

Although it's very unlikely that you would be denied docking rights on any of our other stations the management of them has been delegated to the Daimyo and they do not have access to legacy records such as this one. Yet, all Order agents are currently accepted by all Dragon bases.
