To who it may concern,
The Congress has entered into a restoration project of sorts with the University of Cambridge. Short term goal is to bring Foster back up to livable levels, make it safe and secure. Long term study the anomaly underneath Foster Station. As of right now no personnel have moved to the station due to Cassini's remoteness. Instead of the university rallying of Navy support(or worse Bounter Hunter's) to aide them in Cassini, why do we not welcome them as guests? Here is my proposed University Exclusion Zone.
University Exclusion Zone: Any ships hauling Scientists, Passenger's, or Construction Materials moving to Foster would be exempt from piracy unless they instigate the situation or are outside the following exception zones.
Area of Exceptions:
10k Around Foster
5k Wide Stretch of space connecting the two jump holes to Foster.
I hope these terms meet your liking,if so then construction will begin. and the movement of personnel as-well.

So if I get it right, you invited some bunch of lawful guys into our Cassini without our prior knowledge and now you are saying that they may use Naval Forces and Bounty Hunters against us if we don't welcome them as guests? Without any profit for us?
How would you feel if I just asked Hogosha to make a party in Puerto Rico and if you refused to accept them as guests, I would call Xenos to help us. Jeeeez Junker and here I thought Rogues are dumb.
I am willing to listen to your "new" proposal however, make both sides happy. If you cannot come up with something special then I will have to ask for something in return for the blind eye.

Rogue and Hacker representitives,
I believe my statement regarding the Liberty Navy may have been misunderstood, allow me to clarify. This was no threat, instead a precaution. They only asked for me to ensure their safety. Which by suggesting a worst case scenario, of them calling on the Navy or worse, the Bounty Hunter's to defend them. Reality being, we would likely simply escort them or simply leave them to their work.
Furthermore, we have two reasons for calling the University out here. Firstly, and the highest priority, is the anomaly located directly below Foster. It is unstable and emitting dangerous levels of radiation. We called them out here to verify that this thing won't turn Cassini to the next Munich. Unfortunately initial surveys didn't come back with anything conclusive and the University was hoping to utilize the installation to further study the thing.
I wasn't planning to request this with no payment obviously. Money aside, I think I have a far more profitable long term plan. First if I can leverage this right, assuming Cassini isn't turned into the next Omega-41 or worse, I want to have the University set up a branch on Foster. A University here can be absurdly profitable. The easiest example is College kids and parties they want drugs you have drugs they want Amber, and for you Thackery, an opportunity to make a few extra credits teaching the skills of Technology and even the ability to recruit promising students from the school. Not that we'll tell the University that of course, better to keep it between ourselves.
I get it this might not be exactly what the two of you want, and if that's the case I am prepared to give enough credits to your organisations to keep you relaxed but I want to promise you this: I will split all profits from the students (should we get that far) with both of you. Of course this all hinges on that Anomaly not making Cassini look more like a massive version of the Grande Negra.

While we're certainly not currently active in the direct vicinitiy we were still messaged.
I assume this is for the worst case of Navy or Xenos raiding your installation in which case we certainly might support your operations in return of one of the deals offered.
We've lost many of the Navy's resources in regards to engineering and other fields that typically require years of study.
If the University proves itself trustworthy we'd like them to finish and start some of our people's education that we cannot do ourselves.
Until then.
