Canberra Star City | Indestructible Core 1 Forgotten Vault - Natio Octavarium - 05-29-2018

Natio Octavarium

2. What exactly are you requesting?
Forgotten Vault in Tau-44 to be renamed Canberra Star City, marked indestructible, assigned Freelancer IFF, admin control given to Natio Octavarium.

Benefits:
Canberra Star City will be indestructible.
Canberra Star City will be owned and operated by the player faction Natio Octavarium.

Restrictions:
Canberra Star City will be permanently set to Core 1.
Canberra Star City will still require 200 Crew plus the requisite Food, Oxygen and Water to keep them alive.
Optional, if the Administration Team feels it to be balanced - Canberra Star City may have up to two (2) Storage Modules for a total of 100,000 units of cargo storage. This will be used for the economic purposes of the station and will be constructed by the player faction Natio Octavarium.
Regardless of whether or not the above is granted, Canberra Star City will have no other POB modules.

4. Why is this request necessary for the continuation of this character's roleplay?
Natio Octavarium has been working for the past two months with several factions, including the Amalfi Directorate, the Covenant of Auxesia, the Junkers Congress, the Temporary Autonomous Zoners, the Crayter Republic, and Med Force Enterprises to restore the Forgotten Vault in Tau-44 sufficiently to be used as a civilian residential and commercial installation and minor freeport. The roleplay we have been doing around it influences and is influenced by the factions in the Tau border worlds. There are several factions, both unofficial and official, who have spent numerous hours roleplaying both in game and on the forums around the construction effort and it would be devastating to see its conclusion.

5. What short-term and long-term goals are you planing to achieve on this character?
Short-term: Canberra Star City will be open to the public, so long as they are not hostile to Natio Octavarium. The station will be actively participating in the dynamic player economy and is intended to bring a new avenue for interation to the Taus in the form of a part of the game world that is shaped by who uses it and what it's used for.

Long-term: This is our home now. Natio Octavarium lives here. It is our capital and our homeworld of sorts, as we have no want for habitable planets, and even less for ones that need significant amounts of work to make habitable. We as a faction exist around this station, its roleplay, its purpose, and what it represents. We want it to be the site of diplomatic exchanges, declarations, economic events, booms, rushes, and maybe even the backdrop for a good old fashioned slugfest or two. It will be just like any other station with lore significance for a faction, except in that it's a part of the evolving economy, it's not an NPC station, and it looks vaguely like Earth Spacedock.

Canberra Star City will NOT be used for POB equipment creation. There will be no factory modules on Canberra, and no storage modules unless the administration team decides that it would not be a detriment to dynamic economy balance for Canberra to have storage modules. This is a civilian installation on which people live and work, not a military installation, a shipyard, or a research and development institute.

6. Provide links to the relevant forum roleplay.

Phase 1: Rediscover
  • Natio Octavarium Internal Affairs, entries 9, 11, 12 - The Forgotten Vault, codenamed Pillar, is discovered by the Fourth Octavarium Fleet and is secured after a battle involving extra-Sirian hostiles and a Valor-class battleship.
  • Escher's Files, entry 3 - Pillar is initially surveyed by the Fourth Octavarium Fleet command ship OCS Repentance and the Octavarium Intelligence Commission.
  • Natio Octavarium Internal Affairs, entries 15 and 16 - The Octavarium Intelligence Commission takes over operations regarding the Pillar installation and begins in-depth surveys.

Phase 2: Reclaim
  • Project Codename: PILLAR, entries 1-2 - The Commission enlists Aquila Defense Systems to recon and begin powering up the station, and hits a few interesting snags along the way.
  • To: IRG | From: Natio Octavarium | It's only mildly toxic, it's fine, this is fine. - The Octavarium Intelligence Commission reaches out to the Ingenuus Research Group for help dealing with any potential biotoxic nanobots lurking aboard the station.
  • Reconstruction, entry 3 - Meanwhile, in a hangar bay on Melbourne Station, Harold Kane contemplates his people's past as the Vagrant Raiders and their future as Natio Octavarium.
  • Natio Octavarium Internal Affairs, entries 21, 26, and 27 - Interactions between Auxesia and the Fleet and Commission, and the rogue ex-Order vessels Amenhotep and Montu and the Fleet give the Natio some ideas on sterilizing any potential biotoxins and nanobots still lurking in the Pillar installation.

Phase 3: Refit
Phase 4: Relaunch
  • Reconstruction, entry 4 - Harold Kane spends a few hours at a pub trying to come up with a name for the Pillar installation (chronologically part of Phase 3).
  • Reconstruction, entry 5 - Plans for the installation of residential and agricultural sections are put in motion. Minister of Services Ellen Rey informs Kane of some potential developments for the future including on Malta.
  • Natio Octavarium Internal Affairs, entry 36 - The announcement is made to the civilian population that Canberra Star City will begin move-in shortly.

7. Provide a cliffnote/summary for the links provided above.
  1. Natio Octavarium discovers a Forgotten Vault in Tau-44, clears its airspace of extra-Sirian activity, and has some witty banter with a Valor-class battleship.
  2. The Octavarium Intelligence Commission codenames the restoration project PILLAR, enlists the help of the Natio corporation Aquila Defense Systems for reclamation of the station, and asks Ingenuus Research Group for a hand with any potential extra-Sirian nanomachic bioweapons like the samples they retrieved from the shot down extra-Sirian drone command ship. After a lack of responses, the group turns to Med Force Enterprises and Yuma Robotics and devises a plan to use the station's life support system to do the bulk of the sterilization.
  3. Materials for refitting the Pillar installation and furnishing it are sourced from the Junkers Congress and the Temporary Autonomous Zoners. Cleanup begins floor by floor using a combination of disposal drones and modified xenobiotic filters on the station's life support system. Aquila Defense Systems completes the refit and the citizenry begin preparing to move into the station.
  4. The Pillar installation is named Canberra Star City and is prepared to be opened to the public.

8. How long has this character been building its backstory?
Natio Octavarium has been developing roleplay on and off since 2013. Harold Kane (played by Kazinsal), the character leading Natio Octavarium, has been a part of Discovery and of the Vagrant Raiders and their lineage since early 2010. Victor Delacroix/Escher (played by Thexare), the character who is the deputy leader of Natio Octavarium and leader of the Octavarium Intelligence Commission, has also been a part of Discovery and of the Vagrant Raiders lineage since 2010. Natio Octavarium has been an unofficial faction since 2018, and the story of Natio Octavarium was an official faction under the Vagrant Raiders from 2009-2011 and 2013-2014.

The story of Natio Octavarium has been intending to construct a proper civilian colony since 2013. In roleplay, they have been hoping to find a place to settle down since being exiled from the Kansas system four years ago, and the deep Barrier cover of Tau-44 combined with the sudden appearance of a Forgotten Vault has given them true hope for a stable environment in which they can live as a self-sufficient micro-nation. Canberra Star City is intended to be the heart of Natio Octavarium, existing not as a military entity but as a civilian "world in a can", with decks for thousands of small but adequate homes, businesses, factories, and hydroponics bays, and room to expand and flourish.

Canberra is a core 1 pob with 2 storage modules. It doesn't suffer wear and tear, nor does it require FOW. However, it is not invincible.
