Honestly - i am surprised with how fast the word is spreading across the colonies about our initiative. I take it that we indeed have passed the word to the right people, given the sensitive matter you are contacting me about. The clan so far is merely a group of enthusiasts that believe a democracy establishment in Kusari would be the best thing that would happen to our Home, stuck in corruption, puppet government and Gallic intrusion, which are, in my opinion, are hazardous for Kusarian society.

Our current position veils us from any prying eyes. However, we have our neighbors with which we prefer to uphold friendly relations of mutual benefit, but, as long as you have no issues with Crayter Republic and Natio Octavarium - we will gladly ensure further collaboration between Ouroboros and Ando, given the fact we chase pretty much the same goals.

As such - i would like the meeting with your superior to be arranged, to see if this might go further than a formal greeting. Do this favor for me, Kobayashi-san, and organize that meeting.

Supreme Commander Hanamura has been informed of your response, and to say she is pleased would be a understatement.

However, there are three things we wish to make clear before we proceed - these come from the Supreme Commander herself.

Firstly, Supreme Commander Hanamura has personal connection to the Covenant of Auxo, and as such, we are aware of the.. slightly abrasive nature of the Crayterians. However, let this not dissuade you - Ouroboros is not their enemy, nor do we have any interest in becoming their enemy - What Crayteria does is neither our business or our interest unless they decide to make it our business - which chances are - it will not. So in conclusion on this topic - You have nothing to be concerned of when it comes to the Crayterians. As for Natio Octivarium, we have been looking forward to deep collaboration with them on the Gallic front.

Ouroboros' priority AO is Kusari, however, we have two other AOs - the Central and Upper Omicrons, as well as the Gallic frontline, consisting of the Tau Corridor, Upper Bretonia and vicinity.

The former AO of which.. brings us to our.. biggest concern.

Secondly, Ouroboros does not take kindly to The Order - more specificially, Order Overwatch - and more specifically ergo, Michal Golanski.

Our reasons for having a campaign against Golanski and his command are out of respect to his predecessor's goals and motives, and disdain at what he has corrupted the Order into.

Ouroboros has many persons who are, be it by our leader, or of their own motives, intent on striking the Overwatch and supplanting it with more suitable native command structure.

An example of one of the complaints about the Overwatch raised was due to its' leader threatening the destruction of all Zoner installations, including Gran Canaria within reach of the Order Overwatch for the sole purpose of demanding the disposition of then-Administrator Kyu Akibara of Freeport 11.

Ouroboros is aware that this was caused in turn by the Zoners of Freeport 11 making peace with the Core after years of bloodshed, caused by Erik Nodtviet. We are not going to start with them - I think we are both on the same page when it comes to those Opportunists.

However, we do realize that the cause of the Order declaring this threat is because of the establishment of a joint trade annex just outside of Freeport 11 - this is not justification for an attack on Zoner Society at large, who do not have say or are responsible for the people of Freeport 11 or their administrator, and is utterly unacceptable from Order Overwatch. Not to mention the stories being told by defectors that have left the Order left and right over the past several years go into deeper detail, Not to mention the Order has on numerous occasions, during where Nomads were obviously of higher priority, turned their guns on the Core. Again, we do not tolerate the Core - but the fact that when Humanity's biggest threat is aiming their guns at the ones who are vested to fire back at them - decide to fire upon, albeit overly capitalistic and in nearly every other situation, people on the same side as them - is unacceptable from our standpoint. If the Order wishes to kick the Core out of the Omicrons, they can do so when they are not facing imminent destruction. This is why we believe the Order Overwatch is in need of a external coup d'etat, if it is to do its' job effectively.

Now, we understand you and your subordinates may have differing opinions on the Order - rest assured - we take favorably to the Order's earlier years under Orillion, as did we with the Blood Dragons' actions to aid them under Lord Hakkera, may they both rest in peace. Our goal is to reform, through internal coup or external overthrow, the Order - into a efficient machine capable of taking on the threat of the Nomads, which they have sadly lost over time as Golanski and what other corrupting elements in the order have come to be in the intervening years since 800 AS.

As long as your actions with the Order, if Clan Ando chooses to take any, do not interfere with our objectives in the Omicrons pertaining to Overwatch, we will not have any issues - Before you do decide to react to this, I wish to remind you that Ouroboros does not wish to make any enemies in Kusari, as with the steep opposition to ideas such as ours, we need allies internally and externally wherever we may be able to recieve them. So please acknowledge this before making any final diplomatic decisions. We do not ask you to partake in our operations against the Overwatch - all we ask is that you do not interfere.

Thirdly, There is the subject of the Keiretsu, and to a lesser extent, external threats to Kusari, such as the Outcasts. Although we hold no major quarrels with Samura, Kishiro Technologies has gained quite a lot of our Ire, of which our leader would like to discuss with you in detail at the meeting. Briefly, We believe not only that the Keiretsu should be made entities of the state, but that any kind of corporate espionage or acts to manipulate the state to the benefit of corporations should be dealt with severely. They have abused the political situation in Kusari for far too long, and too many have suffered at their oppressive hand. Ouroboros seeks to remedy this by putting an end to the cold war that has plagued Kusari for years.

Meanwhile, the Outcasts peddle their drug to the houses that drives slavery. Although our opinion is currently mixed on Cardamine itself, we do pursue it as contraband and interdict vessels carrying it.

Finally, Supreme Commander Hanamura has requested to see you at a location of your choice, as our main mooring point is within Auxesian space, and the Auxesians do not take kindly to the presence of foreign capital ships without prior authorization from their Inner Phalanx.

Please declare a time and location, and we will dispatch the ODS Amicable Bias there to meet with you, with Hanamura-sensei, her adjutant and some of her subordinate commanders aboard to discuss specifics.

Allow me to clarify something: Ando is yet young, with it's allegiances is being still developed, and, given the fact the Clan is not recognized by The Shogunate - it leaves us more freedom in terms of picking our allies and enemies all by ourselves. At this point, and given our location - i doubt we will be establishing any ties with The Order at their current state of affairs, however, should one of our goals push us to that necessarity - we shall not hesitate to use that opportunity. Unless Hanamura-san secretly has a superiorly capable scientist who could possibly find a way of removing an incubi without killing the host... i understand how bewildering it sounds, but pursuing such an insane endeavour is justified by one of our goals.

Speaking of Cardamine - The Shogunate has made it's stance towards that scourge of humanity pretty clear: while it does not prohibit it's presence in meager amounts in one's cargo hold for personal usage - it's shipment through Shogunate influenced space is strictly prohibited, unless performed with prior agreement with The Shogunate or is done by our allies to one of their bases. I think we are going to maintain the equal stance towards the aforementioned drug.

And the latter. Time and location of the meeting. Given we have already dispatched our asset close to Liberty borders - i would recommend grid square 7B of Baffin system, 15.06.825 A.S., 14:00 SST. I hope that shall suffice.

As for your concerns pertaining to the Order and scientists, Ouroboros' Sanzu R&D has persons experienced with Nomad Counter-Infection, namely Commodore-Major Elena Graham. We do have Gaijin in our ranks, yes - but I assure you, their aim is as strong as us natives when it comes to Kusari. Hanamura-sensei has entrusted Commodore-Major Graham with leading this project, as she is both very young, and talented. An example, pertaining to Nomad biosciences, is the experimental Gorgon Electronic Psychological Warfare Device.

According to third-hand dossiers on the hardware - We have yet to fully intake Major Graham (We usually shorten Commodore-majors to just majors since they are considered division/team leaders as opposed to regular majors) into our ranks, but we do have first hand reports on the subject matter -

Gorgon, in briefest terms, was an experimental psychological warfare device developed in a attempt to 'jam' or 'confuse' Nomads in the combat zone, mainly lesser forms, such as incubi and snubcraft-equivalent 'voidrunners', as we have come to call them. It utilized Theta wave radiation - similar to human thought - in a attempt to disrupt ad-hoc communication between the Nomads. If used properly, it could effectively engage in Electro-Psychological warfare against them. However, it has had many.. inherent issues, namely due to the fact that it was power-inefficient, as well as it had high risk for the operator and anyone in close proximity to the device itself, causing short-term brain damage at best when a malfunction occurs, and at worst, possible coma or death. I do wish to make a note pertaining to this - Gorgon was constructed prior to her joining of Ouroboros, and was backed by a small amount of private funding, hence I believe with more money put into the effort, we may possibly be able to help you with your endeavor, however..

After overgoing the message sent to Kiyoshi-san, we found that you mentioned Miss Sakurai Augus, which Ouroboros has confirmed through contacts that were originally with Auxesia, as an infectee. I hate to say this.. as I assume she was close to you, but so far, after nearly a quarter of a century of research, there has been extreme difficulty in convincing infectees to cooperate with experimentation and analysis. And those that are captured often if not always attempt suicide with a surprisingly high causalty rate.

I am not saying it is impossible.. but the odds, according to what others have reported publically, are not in our favor. That is not to say Ouroboros will not make a best attempt to aid Clan Ando. We will try to the best of our ability, which given we have been able to afford some of the smartest minds both Kusari and Sirius have to offer, is most likely on par if not exceeding the Order Overwatch. Yes, this may be unbelievable, but, using partial obtained Ingennus Research Group schemata, our Second in Command, Mieko "Honya" Iekahara, was able to develop a synthetic body development system for 'shells' for AI such as Herself and her 'sister' to use as their own physical bodies, rather than relying on hologram technology such as the Doppeganger Cloak Manipulation interface that was created by Miss Graham. The Body Development system, Codenamed Rachmiel, is based on one originally requested by our leader a while back in late 824 AS from the now missing Dr. James Erzie of Ingennus, the schemata of which, was found hidden in the documentation for Iekahara-sama's shell. We also are collaborating with Major Graham on the development of large-scale mechanized power armor that can be useful in combat situations to both Ouroboros and Clan Ando.

These latter examples may not be relevant to your pursuits to help recover and save Sakurai Augus, but we wish to show these examples to you as a testament to Ouroboros' technological prowess.

As for Cardamine, after a brief review with the Command Operations Directorate, they have come to near total consensus on adopting the "dragon standard", as it was billed. If would be so kind as to disseminate this list of "authorized distributors", we would be fine with ignoring those groups. However, we do wish to attempt to try and drive back the influence of Malta on Kusari through the "orange dream" as some put it.

Finally, Supreme Commander Hanamura once again, has stated she is looking forward to meeting you. I personally, wish to have further discussion with you as well. May this be a strong first step towards the birth of a new, greater Kusari.

You might blame me for this, but i can not just leave my elder sister in her misery.

As requested during our talks earlier, we have released logs of the incursion from Clan Kijima's Victor Kijima. The following debrief was given by Hakugyokurou to the Command Operations Directorate:

At 1446Z on June 16th, 825 AS, during communications between Clan Ando and Ouroboros, a Kijima Clan vessel, callsign "Victor Kijima" was reported entering extended radar range of the BDV Kirishima.

At 1349Z on June 16th, 825 AS, as a result of concerns pertaining to the security of diplomatic affairs from interference from other Blood Dragons clans, An emergency jump was instigated by the BDV Kirishima. Due to constraints on her jump drive, the Kirishima could not jump the ODS Mendicant Didact. Subsequently, left without her escort, the Mendicant Didact fled from the general area, heading north on the astronomical plane. Victor Kijima pursued.

At 1350Z on June 16th, 825 AS, ODS Mendicant Didact was brought under attack from Victor Kijima, who had 30 seconds before activated weapons radar, through multiple attempts to instigate electronic warfare against our cruise engines via a series of disruptor missile vollies. After several failed attempts, the Mendicant Didact's engines were disabled temporarily, and as a result of Hakugyokurou HVT Protection protocols, was required to bring our guns to bear on the aggressor, Victor Kijima. For the next six minutes, the Mendicant Didact had exchanged fire with Victor Kijima, resulting in minimal damage to the Mendicant Didact, as well as reported light damage to the aggressor's spacecraft.

At 1356Z on June 16th, 825 AS, Victor Kijima disabled his weapons radar and disengaged the Mendicant Didact, which had proceeded to flee to Tau-29.

At 1401Z on June 16th, 825 AS, ODS Mendicant Didact rendezvoused with BDV Kirishima outside the Tau-29 jumphole in Baffin, and returned into formation with the Didact's escort. Following this, the aggressor proceeded to flee the area.
