Honored representatives of the Republic of Liberty,

just today a rather unfortunate event has occured, that, if unsolved, has the potential to cause lasting damage to the relations between our nations.

To the matter at hand:
One of the Republics transport vessels belonging to the state-owned Integral Systems Engineering company has been stopped by a vessel commanded by an agent of the Liberty Security Force.

The Colonial vessel, despite being a civilan ship, was asked to pay a fine, based on Section Four, Article III of the Libertonian laws. Even though the mere reference to this article appears to be unjustified due to the civilian nature of the vessel, the Crayter Republic does consider itselt to be excluded from this part of the legislation due to the long-termed alliance between our nations as referenced in the aformentioned article.

While I do hope that this is merely a misunderstanding, I would prefer if incidents such as this would not repeat in the future. There is an ongoing war and stopping civilian vessels with unjustified claims, such as this, is a loss of ressources for both of our nations.

It is indeed rather unfortunate that such an issue has emerged between our republics. However, after discussion it has been decided that the actions committed by the Liberty Security Forces in this case are appropriate. The Crayter Republic, while looked upon favorably by the Republic of Liberty is not at this time considered an ally. It is also the opinion of The Republic of Liberty that the vessel involved was not a civilian ship.

The Republic has however found that restricting your vessels from its space entirely is not in either republics best interests. To that end if you deem it agreeable the laws will soon be amended to allow access to our space, provided that an escort from one of the Primary Fleets is present at all times. It is felt that this exception should foster greater cooperation between our two republics and see us through the dark days ahead.

It seems like we had another "incident" today and it is really getting out of control.

I believe i will need to remind you some critical points. Like your own laws and our treaties.

And your own laws states:

And those ships were simple transport vessels. Allowed in Liberty Space totally.


As per written in section 4, even if our transports were military, which is a simple IFF transponder error that is yet to be fixed, would be allowed as the statement says allied nations are allowed, unless Crayter is yet to be considered an ally despite having a treaty with Liberty, i do not see any reason to distrupt trading between nations of ours.

Also as per section 4 states, there is no fining process mentioned during the protocol of "foreign militaries". They are simply demanded to leave Liberty with no further fines.

Yet, let's take a look at our transport captain that got stopped and demanded a fine of 4 million according to logs sent from the ship before the dismantlion of it. The other transport in the scene paid the fine and got away from what i know.
I would like to know what is the meaning of this? Treating our civilians as if they are military personnel and going as far as corrupt extortioning them with "fines" of nonexistant laws. I wouldnt think Liberty officers becoming so greedy for Money, turning on their allies that helped them to fend off Gallic incursions countlessly in the times of needs. If that is how you repay our "alliance", i must say i am really disappointed.

For compensation as stated in the Treaty, we demand 600.000 Sirius credits to be forwarded to =CR=Treasury, paying back the fine paid by =CR=ISE-Ashanti and repair costs of =CR=ISE-Flame.of.Hope which totals at 25 million.

Thank you for your timely response, we are satisfied with the results and i must say that will suffice. However, i must object to whole escorting business. That will bring both parties many hassless and pointless complications. What i would propose is a compromise.

-Crayter Military vessels of Snubcraft and Transports are allowed within Liberty Space, however Gunboats and above is restricted and allowed vessels will not cause aggression unless self defense needed to be enacted within Liberty Space.

Dear Mr. McKay,

while I do appreciate your answer, it leaves me puzzled to some degree.

You are likely aware that the Crayter Republic is fighting the war against Gallia at the direct front lines in the Taus. Thus most civilian ships are registered with Military paperwork, so that they can be inducted as soon as the need arises. This does not change their civilian nature and does not make them warships, which indeed raises the question on how the Republic of Liberty defines 'civilian vessels'.

There have been certain instances of issues like this in the past and they have been solved in a much more target-oriented approach.
For reference see the previous communications between our two republics, where the Liberty Navy, namely Fleet Admiral Jones, explicitely excluded civilian vessels from these problematic sections of your law.

While I appreciate that you attempt to suggest a solution to this issue, this appears both, unnecessary as the issue has been solved previously, and inefficient, as both, the Primary Fleet and our transport pilots, especially in times of war, have better things to do than to carry out or wait for escort duties in friendly space.

I would be glad if we could solve this whole issue by sticking to the agreements made with Fleet Admiral Jones. Agreements which have been prosperous for both our nations for a long time, until a single pilot, obviously without any bad will, accidentially misinterpreted a part of your laws.

Your objections have been discussed and I am afraid that I must disappoint you both. At this time the exception that has already been offered is the only one the Republic is willing to make. Regardless of what has been said by others, the words of a single person do not invalidate the law. Should you have any further issues regarding the laws I suggest you bring them forward as you have done so now, so that we may avoid any future incidents between our grand Republics.
