Honored representatives of the Republic of Liberty,
just today a rather unfortunate event has occured, that, if unsolved, has the potential to cause lasting damage to the relations between our nations.
To the matter at hand:
One of the Republics transport vessels belonging to the state-owned Integral Systems Engineering company has been stopped by a vessel commanded by an agent of the Liberty Security Force.
The Colonial vessel, despite being a civilan ship, was asked to pay a fine, based on Section Four, Article III of the Libertonian laws. Even though the mere reference to this article appears to be unjustified due to the civilian nature of the vessel, the Crayter Republic does consider itselt to be excluded from this part of the legislation due to the long-termed alliance between our nations as referenced in the aformentioned article.
Quote:An exception from this policy are Militaries and agencies of Allied Nations
While I do hope that this is merely a misunderstanding, I would prefer if incidents such as this would not repeat in the future. There is an ongoing war and stopping civilian vessels with unjustified claims, such as this, is a loss of ressources for both of our nations.
I have included the audio-logs for reference:
Quote:[22.06.2018 12:41:16] =CR=Ashanti: Greetings
[22.06.2018 12:41:59] =LSF=TS.Nunavut: Halt at once.
[22.06.2018 12:42:03] =LSF=TS.Nunavut: You are in violation of Liberty law.
[22.06.2018 12:42:07] =CR=Ashanti: What?
[22.06.2018 12:42:13] =CR=Ashanti: Who? Me?
[22.06.2018 12:42:26] =LSF=TS.Nunavut: Foreign militaries are not permitted inside Liberty space.
[22.06.2018 12:42:45] =CR=Ashanti: We're a trade ship.
[22.06.2018 12:42:56] =LSF=TS.Nunavut: That does not matter.
[22.06.2018 12:43:04] =LSF=TS.Nunavut: You are a foreign military and are in violation of Liberty law.
[22.06.2018 12:43:36] =LSF=TS.Nunavut: You will pay a four million credit fine and leave Liberty space at once.
[22.06.2018 12:44:08] =CR=Ashanti: We're not a military ship. We're a transport on a trade mission.
[22.06.2018 12:44:24] =LSF=TS.Nunavut: Your IFF is displaying as Crayter MILITARY.
[22.06.2018 12:44:36] =LSF=TS.Nunavut: The law does not differentiate between ship classes.
[22.06.2018 12:44:41] =LSF=TS.Nunavut: Only the nature of the organization.
[22.06.2018 12:45:20] =CR=Ashanti: Well that must be an error.
[22.06.2018 12:45:31] =LSF=TS.Nunavut: Please pay the fine and leave liberty space at once.
[22.06.2018 12:45:38] =LSF=TS.Nunavut: Otherwise this will be escalated.
[22.06.2018 12:45:53] =CR=Ashanti: We're a civilian trade ship from the Crayter Republic.
[22.06.2018 12:45:59] =LSF=TS.Nunavut: You are not a civilian.
[22.06.2018 12:46:13] =CR=Ashanti: What ever. I'll talk to my boss about this.
[22.06.2018 12:46:20] =LSF=TS.Nunavut: That is understandable.
[22.06.2018 12:46:27] =LSF=TS.Nunavut: Please forward the fine and then depart.
[22.06.2018 12:46:51] =CR=Ashanti: Are you sure a transport should be enforcing liberty laws? Doesnt seem to be your job
[22.06.2018 12:47:05] =LSF=TS.Nunavut: It is the duty of everyone.
[22.06.2018 12:47:32] =CR=Ashanti: Let me read up on Liberty law then. Because this seems extremely fishy.
[22.06.2018 12:49:13] =CR=Ashanti: The law talks about foreign warships, not transports.
[22.06.2018 12:49:51] =LSF=TS.Nunavut: Section four subsection three.
[22.06.2018 12:51:38] =LSF=TS.Nunavut: Now please do as instructed.
[22.06.2018 12:51:49] =CR=Ashanti: It doesnt say anythings about fines.
[22.06.2018 12:52:28] =CR=Ashanti: But I'll gladly leave and consult with my superiors
[22.06.2018 12:54:15] =LSF=TS.Nunavut: You are now in violation of another liberty law.
[22.06.2018 12:54:23] =CR=Ashanti: I said I'm leaving
[22.06.2018 12:54:31] =LSF=TS.Nunavut: You left before paying the fine.
[22.06.2018 12:54:46] =CR=Ashanti: The law you mentioned didn't mention fines.
[22.06.2018 12:55:01] =LSF=TS.Nunavut: That's because it's left to officer discretion.
[22.06.2018 12:55:14] =LSF=TS.Nunavut: Or in this case, agent discretion.
[22.06.2018 12:55:43] =CR=Ashanti: You seem more like a trasnport capting tryin to make a buck

Alicia Young; Ministry of Foreign Relations of the Crayter Republic,
It is indeed rather unfortunate that such an issue has emerged between our republics. However, after discussion it has been decided that the actions committed by the Liberty Security Forces in this case are appropriate. The Crayter Republic, while looked upon favorably by the Republic of Liberty is not at this time considered an ally. It is also the opinion of The Republic of Liberty that the vessel involved was not a civilian ship.
The Republic has however found that restricting your vessels from its space entirely is not in either republics best interests. To that end if you deem it agreeable the laws will soon be amended to allow access to our space, provided that an escort from one of the Primary Fleets is present at all times. It is felt that this exception should foster greater cooperation between our two republics and see us through the dark days ahead.

Goverment of Liberty.
It seems like we had another "incident" today and it is really getting out of control.
I believe i will need to remind you some critical points. Like your own laws and our treaties.
From Treaty of Curacao
Clause 2: Free Trade is to be fully open between Liberty, Bretonia, and the Crayter Republic. Any act considered to represent an Obstruction to Free Trade shall be considered a criminal offense in the eyes of Liberty and Bretonia. Obstruction to Free Trade shall carry an attached fine of two hundred thousand credits per offense, collectable by any lawful agent of the Liberty, Bretonia, or Crayter Republic Government, payable to the government of each nation.
And your own laws states:
No warships except those in service within the ranks of the Liberty forces are permitted within the house of Liberty. Warships are classed as any ship of destroyer, cruiser, or larger.
And those ships were simple transport vessels. Allowed in Liberty Space totally.
- The Republic of Liberty does not allow foreign militaries to access to its space for any reason.
- The Forces of Liberty will ask the entities to retreat from Liberty space once. Failure to comply with such will result in unconditional arrest or shooting down of said entities.
- The Forces of Liberty have the right to unconditionally arrest or shoot down any ship found to be operating within Liberty space under a Foreign Intelligence Agency.
An exception from this policy are Militaries and agencies of Allied Nations,.
As per written in section 4, even if our transports were military, which is a simple IFF transponder error that is yet to be fixed, would be allowed as the statement says allied nations are allowed, unless Crayter is yet to be considered an ally despite having a treaty with Liberty, i do not see any reason to distrupt trading between nations of ours.
Also as per section 4 states, there is no fining process mentioned during the protocol of "foreign militaries". They are simply demanded to leave Liberty with no further fines.
Yet, let's take a look at our transport captain that got stopped and demanded a fine of 4 million according to logs sent from the ship before the dismantlion of it. The other transport in the scene paid the fine and got away from what i know.
[26.06.2018 20:35:00] Viviana.D'Zelra: Another one?!

[26.06.2018 20:35:26] Viviana.D'Zelra: You aren't authorised to be here right now.
[26.06.2018 20:35:39] =CR=ISE-Flame.of.Hope: How is that so? We are just simple traders.
[26.06.2018 20:35:42] 5th|LNS-Asheville: Cleveland: Another one... Gosh.
[26.06.2018 20:35:51] Viviana.D'Zelra: Your foreign military hasn't recevied permission from any of the Libertonian enforcement.

[26.06.2018 20:37:11] =CR=ISE-Flame.of.Hope: Should i remind you that Liberty Laws also say that ALLIED militaries and intelligence agencies are exempt from that particular
[26.06.2018 20:37:24] =CR=ISE-Flame.of.Hope: section of law.
[26.06.2018 20:37:32] =CR=ISE-Flame.of.Hope: And paying a fine is not stated there.

[26.06.2018 20:38:22] =CR=ISE-Flame.of.Hope: I will submit and leave. But i absolutely refuse to pay a "fine" that is not stated in the law.
[26.06.2018 20:38:22] Viviana.D'Zelra: I do not see 'Crayter Military' listed as an allied force.
[26.06.2018 20:38:36] Viviana.D'Zelra: Am I hearing this correctly?
[26.06.2018 20:38:39] =CR=ISE-Flame.of.Hope: After all the things we have done for you?

[26.06.2018 20:39:33] Viviana.D'Zelra: Repeat, are you going to submit to the fine?

[26.06.2018 20:39:36] =CR=ISE-Flame.of.Hope: I will leave in peace as i said.
[26.06.2018 20:40:20] =CR=ISE-Flame.of.Hope: It is not stated in the law. Therefore, I. Wont. Pay. It.
[26.06.2018 20:40:36] =CR=ISE-Flame.of.Hope: Go read your laws.
[26.06.2018 20:40:55] Viviana.D'Zelra: You lot have been caught twice today.
[26.06.2018 20:41:01] Viviana.D'Zelra: You are testing my patience.
[26.06.2018 20:41:10] Jared.Huckabee: Well. What's our protocol?
[26.06.2018 20:41:12] Viviana.D'Zelra: You will pay the fine, or your vessel will be detained along with your crew.
[26.06.2018 20:42:02] =CR=ISE-Flame.of.Hope: As i said, i will not pay the fine. It is not stated in the law. I am a law abiding citizen and i tried to explain my situation

[26.06.2018 20:42:11] Viviana.D'Zelra: You are a foreign military personnel.
[26.06.2018 20:42:14] Viviana.D'Zelra: Last chance.
[26.06.2018 20:42:19] Jared.Huckabee: This much is true.
[26.06.2018 20:42:23] =CR=ISE-Flame.of.Hope: You are simply doing a corrupt extortion.

[26.06.2018 20:46:42] =CR=ISE-Flame.of.Hope: I am dead better than corrput!
I would like to know what is the meaning of this? Treating our civilians as if they are military personnel and going as far as corrupt extortioning them with "fines" of nonexistant laws. I wouldnt think Liberty officers becoming so greedy for Money, turning on their allies that helped them to fend off Gallic incursions countlessly in the times of needs. If that is how you repay our "alliance", i must say i am really disappointed.
For compensation as stated in the Treaty, we demand 600.000 Sirius credits to be forwarded to =CR=Treasury, paying back the fine paid by =CR=ISE-Ashanti and repair costs of =CR=ISE-Flame.of.Hope which totals at 25 million.

Thank you for your timely response, we are satisfied with the results and i must say that will suffice. However, i must object to whole escorting business. That will bring both parties many hassless and pointless complications. What i would propose is a compromise.
-Crayter Military vessels of Snubcraft and Transports are allowed within Liberty Space, however Gunboats and above is restricted and allowed vessels will not cause aggression unless self defense needed to be enacted within Liberty Space.
With my utmost respect.

Dear Mr. McKay,
while I do appreciate your answer, it leaves me puzzled to some degree.
You are likely aware that the Crayter Republic is fighting the war against Gallia at the direct front lines in the Taus. Thus most civilian ships are registered with Military paperwork, so that they can be inducted as soon as the need arises. This does not change their civilian nature and does not make them warships, which indeed raises the question on how the Republic of Liberty defines 'civilian vessels'.
There have been certain instances of issues like this in the past and they have been solved in a much more target-oriented approach.
For reference see the previous communications between our two republics, where the Liberty Navy, namely Fleet Admiral Jones, explicitely excluded civilian vessels from these problematic sections of your law.
While I appreciate that you attempt to suggest a solution to this issue, this appears both, unnecessary as the issue has been solved previously, and inefficient, as both, the Primary Fleet and our transport pilots, especially in times of war, have better things to do than to carry out or wait for escort duties in friendly space.
I would be glad if we could solve this whole issue by sticking to the agreements made with Fleet Admiral Jones. Agreements which have been prosperous for both our nations for a long time, until a single pilot, obviously without any bad will, accidentially misinterpreted a part of your laws.
Regards
-A.Young

Your objections have been discussed and I am afraid that I must disappoint you both. At this time the exception that has already been offered is the only one the Republic is willing to make. Regardless of what has been said by others, the words of a single person do not invalidate the law. Should you have any further issues regarding the laws I suggest you bring them forward as you have done so now, so that we may avoid any future incidents between our grand Republics.
