His hair is tinged with grey, but he carries himself with a straightened back as he speaks. His hands remain tucked behind his back throughout the message, and his accent paints him as being a native of New Tokyo. Honorable members of the board of the Admiralty, and mister Seiichi Ōkubo, I am Katayama Tetsu, prefect commander of New Tokyo. While all the precture commanders sit equal to each other, I have been chosen as senior officer to speak on behalf of the Kusari state police. As you most likely have heard, the KSP recently lost one of its destroyers, the Ikazuchi. The man nods to someone off screen, and his hologram is replaced by what is clearly combat black box images. A rheinland battlecruiser moves silently out of the dense fog of a blue nebula, while exchanging fire with the unseen ship the camera is attached to. The image blurs and cuts to static after shaking heavily under the assault. We were lucky more lives were not lost. The man reappears. The captain is an old wolf, and knows how to play a cunning game. But it does bring us to a hard realization, especially in the light of this surprise war. The Kusari State Police is in no position to be able to handle assaults on Honshu, nor against the depredations of the heavily armed pirates taking advantage of the situation. The civil war left us battered. The loss of the Ikazuchi, which was frankly an old warhorse ready for retirement anyway, is a serious wake up call not only to the diet but I hope to you as well. The man brings his hands forward, tenting his fingers. We have managed to salvage many pieces of the Ikazuchi. While Samura handles the heavy weight and demand of the war effort in the Sigma's, as the representative of the police authority, I am requesting that the Shogun and his admirals consider putting aside a certain amount of destroyer chassis and frame parts to help us rebuild the Ikazuchi, using a mix of the salvaged parts, and new ones. To the honorable gentleman of Kishiro, this is a formal request by the Kusari Police Authority to come up with a long term retrofit on our entire fleet. We may not have the raw firepower of the navy, but I, and the other commanders, all agree that we must out-tech our enemies in every way we can, even more then we already are. The smugglers and pirates are growing more tech savvy by the day, and some have dared to enter our core space in heavily armed and armored capital ships. The KPA awaits your response humbly, and may our fleets continue to fight well in the front lines. He bows politely before the message ends. |
