Until the recent events have erupted and the war at Sigma-21 have escalated - we have stood dormant, maintaining a low profile and gathering our assets. What are we? Unlike the Blood Dragons, from which we descend - we are a progressive political opposition seeking to be integrated to the government as an instrument of upholding and preserving the interest of the people of Kusari. There are flaws, we both know there are, but these matters could be discussed on some other day. Aside from that, during the time of active operations The Initiative have maintained more or less civil stance towards Kusarian lawful entities and corporations, especially Samura - a lot of our activists still see it as an issue that should be altered, however, they have acknowledged that the path of violence will not lead us anywhere but to more violence, unnecessary blood spilling and weakening of our mutual Home. This is not something we can afford, not at the times like this. When Kusari should rather stand united as one rather than separating itself or remaining dormant before the Rheinland aggression. Through force we have proven our solid point of view to the foreign aggressors - they are not welcome here, and it is better for them to turn back rather than insisting on their cause - not only on one occasion, but in multiple other combat situations as well - our ships have fought along with the Naval Forces - to repel the foreign intrusion. However, until the present point in time we have only had the non-aggression pact with Hyono battlegroup command, granting us neutral status on the war theater - as long as we aim to seek and destroy Rheinland assets within the system; it was the first step, but now, as the time passed - we would like to discuss an extension of that minor agreement with the following conditions: Assets of the Initiative are to be treated as neutral within the Kusari Sovereign space - unless caught in direct violation of Kusari lawful code - these are to be treated as per the laws state. Initiative is obliged to treat Kusari Naval Forces, Kusari State Police, Kishiro Technologies and Samura Heavy Industries assets in accordance to this agreement - as neutral. Initiative will be allowed to actively search and eliminate Rheinland intruders within the borders of Honshu system, as well as to request information about their disposition from the Kusari law enforcement. Initiative will be allowed to actively target Rheinland corporations - Republican Shipping, Kruger Minerals and Daumann Heavy Construction - and to tax them in accordance to the conditions stated in the public announcement. The Hogosha and the Farmers Alliance are not to be treated as neutral by Initiative assets - each encounter with these entities is to be dealt with in accordance to the circumstances of the encounter. Initiative assets will be allowed to actively hunt and eliminate targets belonging to Rheinland Military, as well as any entity intentionally claiming to be siding with Rheinland Military - within Sigma-21 and Honshu systems, and Initiative assets are to be treated as neutral during the their presence on the war theater. Upon the conclusion of the conflict, some of the present conditions will be lifted or altered, and, in the addition, the possibility of Initiative setting their minor settlement on Saigon and the conditions of it's existence will be discussed separately.
