I want to create character one of the hostile by default faction. where i can buy that thing? or it was decommissioned and i must raise reputation by myself?

It's a lot easier now, you can just do /restart. Use /showrestarts to list the commands, and find the one for the faction you want.

Just keep in mind, /restart is a restart, not an adjustment. It overwrites your rep/ship with a template. Don't use it if you have anything valuable on that ship.
