Home Background

Political structure

Sirius People’s Republic (aka Coalition) is a small faction in Western Omegas, isolated from most of major stellapolitical actors of the Sirius sector. State structure - Federal Republic, state ideology - autocratic socialism. Controlled space encompasses New Moscow system (aka Omega 52) with two colonised planets - Jiangxi and Volgograd, partly controlled New Beijing System (Omega 55), and recently colonised Anatolia system with planet Istanbul, that is arguably controlled at the moment. Aside from that, there is a smaller fortification in Stuttgart system, and Tauport extension in Newcastle system. Partial influence is preserved on planet Gran Canaria in Omega 49 system due to sizeable Coalition population there.

Population and Army

Total population figure is not disclosed and is a mystery to most neighbouring factions. Most of citizens are concentrated in equatorial belt of Jiangxi and subterran cities of Volgograd. Due to compulsory military training provided to every citizen of the Coalition at some point of life, total number of armed forces in case of full mobilisation can reach 75% of the total Coalition population.

Caring for the population and securing its maximum capabilities for the benefits of the State, the government provides free medicare for every citizen and resident of the Coalition alongside strong social welfare system in case of disability, maternal leave, service in the military, dispatchment to distant space, etc. Labour standards are also observed at the highest possible level to ensure continuous ability of the citizens to contribute to the economy in circumstances of small population. Because of this, life expectancy of an average Coalition citizen reaches 120-130 years with inability to work manually coming at the age of 70-75. Elderly are actively encouraged to engage themselves in public activity, local politics and activism, education and other mental labour to share experience with the younger generations.

Economy

Economy revolves around manufacture of different goods, mostly of industrial, military, and agricultural value. Coalition uses planned economy and is not subjective to economic crises. However, planned economy has caused stagnation during certain periods due to officers responsible for planning being incapable or falsifying real numbers to please the higher ranking officers. At the moment the economy is on the rise in view of New Economic Policy (NEP) allowing for elements of market economy and wider freedom for private property and small and medium businesses. Major exports - weaponry, mining equipment, various filters, agricultural machinery, robotechnics, vodka. Major imports - industrial samples, knowhow, alien organisms, food supplies. Labour automatisation is heavily promoted and implemented.

Science & Education

Coalition makes major effort at securing the highest achievable literacy level for the population. In view of this, education is compulsory and free. After school citizens are to enroll into either vocational education or universities. Intensive re-orientation courses are also available to every citizen of the Coalition should the latter decide to try themselves in different profession. Realising the small size of the population, Coalition leadership puts maximum effort in securing the advantage of every individual over possible rivals in terms of education and variety skills. To realise the idea, a wide network of educational institutions is supported throughout all Coalition-controlled space, even on remote stations. Automatised self-education with the use of AI assistants, virtual reality simulations, and robotic servants is widely accessible and promulgated. Coalition also promotes opportunity to study for free at its best institutions to allies and establish itself as a major education hub. In view of high standards of education, Coalition can boast to have a high number of scientists per 100,000 population - [REDACTED] and general high quality of scientific advancement. Managing to survive in isolation from the rest of the Houses for 500 years with capabilities to build its own space fleet, colonise planets, build space stations, and remain undetected while doing so proves this statement. Coalition is very strong in advanced sciences and is not restricted by public opinion and ethics in certain research fields, allowing to gain the upper hand in those. Science is tightly linked to military and industry, as well as to the field research. Expeditionary Corps is the militarised branch of scientists to assemble research materials from all across Sirius by any means available. High level of scientific and technological development serves the ground for technological supremacy of Coalition military technology in certain aspects. Although being quite often referred to as “crude” and “simple”, Coalition technologies serve the purpose well, are cheap and easily manufactured, and gain increasing popularity among factions with limited finances or access to House technologies.

Fleet

Coalition shipline encompasses a wide variety of ships from smaller personal spacecrafts to over half kilometre-length carriers. Spacecrafts are built on module-based principle, allowing to customise the design for peculiar needs. This is necessary in the view of shortage of materials, frequent repairs, and necessity for versatility due to small number of ships and lack of materials for their construction.

Major fleet bases:
  • Zvezdny Gorodok - orbital station over Coalition’s capital serving as major civilian port and production centre, as well as a part of planetary defence system.
  • Mykolaiv - a research station and a shipyard serving as the primary R&D space facility of the Coalition and the only orbital construction set for capital ships.

II. The Doctrine

Analysis

In view of the aforementioned advantages and disadvantages, a conclusion can be incurred that Coalition is in constant peril of being overwhelmed by more numerous hostile factions. In case of such an event, Coalition will be able to provide a limited guerrilla-style resistance with predominantly hit-and-run tactics that, unfortunately, will not prevent but postpone the defeat. THe only hope in this situation is the assistance of possible allies that can create additional front and cut off the lines of supplies of possible enemies. Although the scenario is not likely at the moment because of possible invaders of valid force being engaged in their own affairs and are too far, the threat should never be discarded as the lesson of 817 proves.

With the change of leadership and the adoption of a more realistic approach to foreign relations, the gaze of Coalition has been turned from achieving its goals by military precision strikes to non-violent methods. Coalition cannot waste precious human resources as well as small fleet and thus has to recourse to diplomacy and other means.

Foreign Policy Goals

In view of the information above, the following goals are to be considered while representing Coalition:
  • Seeking Allies. In order to survive, Coalition is to secure prospected allies in case of large-scale hostilities. The more allies, the more chance of survival in case of a defensive war. Allies also increase our ideological pressure and stellapolitical gravity, allowing to enforce our demands. They also extend our trade range and open new technological possibilities.
  • Seeking to conclude a peace agreement or a truce. Coalition is too small to wage war against everyone and everything. In order to prosper and achieve our goals later on, we need to secure the safety of the imminent neighbourhood of our State. This does not apply to strategic rivals that infringe the achievement of our short-term goals of high importance by their interference. This also does not apply to factions that can threaten the relations with our trusted allies (for instance, a truce with the Corsairs and Rheinland is hardly possible as this will considered a hostile move by the Red Hessians who are our closest ally and seek the same goals).
  • Actively engage in subversive activities against larger hostile factions. This implies to engage themselves in conflicts with other such factions, sow instability in domestic politics, promote alternative ideologies of any sort to disrupt the main state narrative and covertly support pro-socialist movements.
  • Promote immigration and permanent residence for Coalition sympathisers. Within Coalition borders immigrants are to be entitled to all the benefits of a regular Coalition citizen. The necessity to increase the population is of strategic importance. The background and ethnic origin does not matter, only loyalty to our cause and the regime.
  • Creation of supranational integration. A creation of a Union/Confederation/other forms of supranational structures are beneficial to the Coalition and reflect the origin of the Sol Coalition that arose as the union of major powers to attain the same goals while preserving their own path. prospected members are likely to be ideologically close, also seeking to increase their influence, and be stellagraphically close. Such factions as Mollys, Red Hessians, the Apostatas are the most promising in this direction. It is paramount that the initial stage of the integration is not heavily centralised to underline its voluntary character and not to scare opossible members.
  • Claiming new strategic territories. This is important due to the sheer gravity of claiming itself that creates the image of the Coalition as of a powerful and expanding force. However, the targets for claiming are to be chosen meticulously as we will need to protect them and their loss will be a reputational blow against the Coalition.

III. “Omega House” Doctrine

The previous foreign policy goals link to the obvious goal of creating a supranational entity. The main idea behind it is to spin up the gravity of the factions involved to the House level and be on the level playing field during any diplomatic interactions. The logical place for a House-like entity is Omegas. Omegas provide enough habitable places with enormously rich concentration of natural resources.

The current iteration of the idea is “Omega Confederation” involving the Coalition, Red Hessians, Mollys, and Apostatas. The involvement of the factions should be motivated by greater benefits for all of them as the Union of them should present a serious threat even to a House.

The Confederation should presume a supranational Directorate with a member of each faction to be included on the board. The Confederation is to have a dedicated fleet for mutual purposes and marine corps. It also extends the exchange of technologies, free trade, mobility of the population.

The concept is in a state of limbo and will be discussed during the negotiations.
