Is it possible to get a POB with an other "design" than the normal POB?
Something like a BS or a Shipyard?

Yes, you can either SRP it or, depending on whether the devmins simply take over the Scientific Data reward system, buy a model change for 2500 Scientific Data if you have a Core 4 or Core 5 base. Nichols Trading Station in Omega-49 is the bext example of SRP model change. It used to look like a regular Core 5 PoB.

In theory, yes, you can request a new model at a cost of 2,500 scientific data as per this post: https://discoverygc.com/forums/showthread.php?tid=145777&pid=1844529#pid1844529
The administration of the server has just changed, however, so while I don't see any reason this would not be upheld, it might be worth getting comment from a developer or gamemaster on the subject.
