Without offense, your efforts in Omega 49 are practically meaningless to our organization, as we basically have no stake in the system, however, we have agreements and regulations that must be followed in order to offer you offices or headquarters on Bethlehem. First, your operations based on the station must be of peaceful intent. Even if you do not have completely peaceful intentions in your organization, your primary use must be civil. Beyond that, your residence and operations will be forfeit if authorities see to it that you are criminals of the House of Liberty, as the Treaty of Bethlehem does not allow us to provide haven to the Enemies of Liberty when evidence of uncivil activities are provided. Procurement of weaponry, military vessels, or military training must occur off-site.

To put it plainly - Don't make a mess, and keep your nose clean, and you're welcome to hold a temporary office near and on Bethlehem. As for pricing, you'll have to provide more details as to what your exact operations and plans entail. Once we get through that, we'll talk.
