Ladies and Gentlemen

The Ancient Romans of old Earth had two sayings which may be relevant for the subject at hand: "Hannibal ante portas" and "Divide et impera". Like when the general was knocking at the gate of Rome, a tyrant is now knocking at the gate of Sirius. We have let him divide us.

The Kingdom of Bretonia is a constitutional parliamentary monarchy and we consider ourselves the wall between despotism and Sirius. However, it has come to our notice that some of you might consider Queen Carina a tyrant for the Kingdom's actions in the Omega-3 System.

In 826 AS, Southampton Shipyard was scuttled to avoid capture by the enemy, and access to Scarborough Shipyard in Newcastle was cut off by the Gallic possession of the jumpgate, and the station is currently only sustaining the Ark Royal Fleet. The Admiralty assessed the situation and concluded that further resistance to the Gallic Royal Navy would be crippled. Several possible solutions were taken into account:
  1. A new shipyard would be built. However, this was rejected due to the necessary time.

  2. A shipyard in Liberty or in Coronado would be leased. However, this was rejected due to their distance to the front and, in Coronado's case, inaccessibility as well. As an addition, same as for your parties, copyright and patent laws apply in Bretonia as well, and only the BMM has the license to produce BMM designed capital ships.

  3. The Manchester-Magellan jumpgate would be towed into the correct position and connected with the former Newcastle-New London jumpgate. However, such a sensitive and large scale operation would be unfeasible so close to the front lines.

  4. An existing shipyard would be nationalized or taken. However, this would demand deployment of additional forces and would potentially deteriorate relations with the party who owned the shipyard.

The Parliament voted and the option number four won. That was the will of the democratically elected representatives of the Bretonian people. Naturally, our institutions were immediately employed to carry out the decision of the Parliament. Secretary Alexander East failed us at diplomacy and he resigned following the destruction of the HMS Gwent. Now, the ~14,100,000,000 people of Planet New London, who might be about to come under orbital bombardment within months if not weeks, confide that the Norfolk Fleet will do their duty. They pray to God that the ships that now protect them will soon receive a shipyard to repair and recoup their casualties.

The resistance of the IMG was admirable. It has cost us some good men and some good ships. It has also cost you some good men and some good ships. It is probable that King Charles XI rejoices at this. The Kingdom of Bretonia, despite its ceremonial name, is factually a constitutional state with a rule of law, and we are willing to offer peace to appease all parties. This is our proposal:
  1. Aland Shipyard will be handed to the Bretonian Crown peacefully.

  2. Falster Station will be dismantled, or moved, or handed to Gateway peacefully.

  3. Hostilities with the IMG and the ALG will cease.

  4. Cardiff Mining Facility will be returned to the IMG peacefully.

  5. The Kingdom of Bretonia agrees that no other IMG stations within its borders will be nationalized should this agreement be abided by.

  6. Due to the proven cooperation between the IMG, the Kingdom of Gallia and the Red Hessian Army, a marine detachment will be stationed on every IMG station within our borders. This includes: Cardiff, South Shields, Hood. Their task will be to prevent spying and usage of the stations by the enemy, but will not interfere in the IMG's daily business. The detachments will be removed once the war with Gallia has ended.

  7. No Royalist Gallic ships or Red Hessian ships will dock with any IMG stations within Bretonia (this includes Omega-3). No Royalist Gallic personnel or Red Hessian personnel will set foot on any IMG stations within Bretonia.

  8. ALG ships will be allowed to resume trade, but will not be permitted to open new businesses within Bretonia. They will openly denounce and condemn the Red Hessian Army, and initiate hostilities with them, or Bretonia will launch an investigation together with Rheinland about their witnessed cooperation with the Red Hessians.

  9. The Kingdom of Bretonia is aware that the IMG is at the mercy of Gallia in the Taus, and is willing to publicly refer to this agreement as forcefully imposed upon the IMG rather than accepted.

  10. The destruction of HMS-Gwent is an event which Bretonia can forgive only under the most favourable conditions, and the hostilities with the Red Hessians will continue.

These terms are open for negotiation, but we have very little time and the Norfolk Fleet is under way. Should they be rejected, the Norfolk Fleet will, with avoidable regrets, undertake any necessary action to acquire Aland Shipyard, no matter the cost, for it is vital for our nation's survival, and for that of our people

In service to the Crown,

James George Hacker
Prime Minister

To PM Hacker;

Your transmission has been acknowledged, and we are currently in extensive discussions regarding it. We will respond as soon as a general agreement is formed, but given the gravity of what is at stake here, we cannot rush this decision. Please be aware that until a concrete peace agreement is signed, we will consider the state of hostility to be ongoing.

Prime Minister.

Konnichiwa. I am Kirigiri Kyoko, Guildmaster of the Independent Miners Guild.
It is relieving to see Bretonia learning their lessons.
It is disappointing to see your Kingdom misunderstanding their real meaning, still trying to play in position of force.

However, there is a statement in which you are correct: time is essential for you.
The Guild's analytics have done their job perfectly, and performed a thorough analysis of the current situation, and it's looking rather grim for the Kingdom of Bretonia.
And let me be straight with you - Aland Shipyard is under no circumstances going to save you from defeat.
It is not equipped for construction of IMG warships, much less Bretonian ones, and refitting it will take enormous time and resources - you have got neither of these. Even if the Kingdom of Gallia will give you enough time - in the end, you will get an unnecessary long and vulnerable supply line composed of one of the longest Trade Lanes in Sirius.
Norfolk battlegroup will not be able to cover such a huge distance, patrol and secure all of the lanes separating New London and Omega-3.
Trust me, with the resonance caused by your actions you've got more than enough entities willing to burn every single crippled warship that will be making it's way for maintenance and repairs.

As you have probably realized at this point - handing the shipyard in question over is out of the question, and it is not going to happen. We are perplexed that your peace offer contains this, since our refusal to do so was central to our position from the very start.

However, we have considered giving you a different option.

Construction of the ship maintenance facility at a different location, and i see Cardiff to be a perfect installation to fulfill that role.
We are aware that you have used a huge logistical fleet for the deployment of the troops to Gran Canaria.

Instead, all the aforementioned factors can serve a more peaceful goal - resource transportation to the construction site. The station is already under control of the Crown, and no one knows Cardiff better than we do.

With the consideration of the prelude - we propose the following:

  1. Peace will be signed between the Kingdom of Bretonia and IMG as well as ALG; Battlegroup Norfolk will immediately relocate to Cambridge to ensure the security of the construction site.
  2. Cardiff Mining Facility will remain under control of the Bretonian Crown until peace is achieved with the Kingdom of Gallia, but Guild engineers familiar with the station will assist in the construction program.
  3. The Kingdom of Bretonia will not lay any further claims on any of the Guild's assets within the Bretonia Sovereign Space and will not dispatch any marine garrison to the mentioned installations.
  4. Whether or not the Kingdom of Bretonia and the Red Hessian Army sign a truce or peace treaty as well is likely beyond our direct control, but we will urge both sides to do so and offer to act as mediators.

With the collective efforts of the mentioned parties accomplishing this project will be possible.

As a closing word - i am going to address yet another your concern - and it being the Red Hessian Armee.
I believe that The Kingdom of Bretonia might have a degree of understanding of the alliance between the Guild and the Armee.
In the times of need we are willing to accept any help, especially the one that is offered voluntarily.
To outline the best possible exemplar of the similar treaty - we would have to look back at the formal ceasefire treaty between the Kingdom and the Maltese Nation.
You have opened the doors to the archenemy of The Guild, and have not received a single complaint on our side. Furthermore, the Maltese have assisted Bretonia on numerous occasions, certainly playing their role in the current stalemate in the orbit of New London. We are well aware that wartime means a need for any possible ally, and you should be too.

Our situation in Omega-3 has a lot of similarities with the one in New London, even if they are not obvious at a first glance.

I will make this clear for you: pushing in a desperate attempt to claim Aland Shipyard will not get you anywhere.
It will thin your forces even further. And you have got no way to maintain the damaged capital assets, mass production of snubcraft that is still possible on the surface of Cambridge and New London - is not a panacea.

The Guild have presented you their terms, and a possible solution for your situation.
Should you accept them - and you may rely on a degree of assistance from our side.
Should you deny them - the fighting will continue, and The Guild will make sure you will not lay your hands on Aland Shipyard. Should you ever succeed - you will receive a pile of scrap that will take you months to restore and repurpose.

Pick your options wisely, Prime Minister.

~Kirigiri Kyoko.
