Dear High Commissariat and Comrade, Novikov:
I've been sitting in our offices here on Planet Volgograd, and after taking care of some back logged transmissions, I have been able to begin to focus on some special projects for Volgograd Industrial. Currently, I've been working on the exterior of the Coalition, finding new trade allies, establishing new trade routes and so forth; fortunately we have been good on that front, but the home front is one I haven't had time to properly focus on.
Therefore, with surplus funds I have been able to allocate I have been drawing out a couple of plans. For one of them I'd like to collaborate with you and your scientists, and it would deal with improving our productive capacity in producing equipment of which to arm our Coalition fleet - you know; Cloaks, Scanners, Drives, and so forth.
It's time I start funneling some of our earnings into more interior efforts. Let me know what you think and we can discuss in further detail.

It's nice to see that you have time to speak. Expeditionary Corps engineering department in past year already tried start this projects, but we failed due big supression of hostile forces. This is why we turned to idea of mobile laboratory, which invincible, because always in movement.
But after, when we again tried to launch experimental manufacturing line, it stuck by logistical reasons. This something, what your ministry could solve for sure.
I think, with power of Volgograd Industrial we could launch manufacturing facility in New Moscow. For station engineering details, i suggest comrade Wang Shan, who lead our own logistical sub-division... It was hard to keep him in our department, when VI started expand again.
About equipment itself, i guess comrades Anton Shweik and senior-engineer Garcia could provide their expertise.
They will report to this channel soon, comrade Minister.

I do believe that after our recent success at one of our operations, it is fair to say that Volgograd Industrial is ready to move onto to more demanding problems that need solutions. So let me know the financial burden for the building of this new manufacturing facility and I will cover it. Furthermore, I will ensure that Volgograd Industrial will use it's full capacity for the time being to assist you in these endeavors but, there may be a possibility where we will need to divide half of it to focus on some external project I have in mind for Volgograd Industrial.

As well our scientists speak that they could set up *he is looking somewhere down* meta-space metric analysers and piercers manufacture lines...Think its how they call Jump Drive technologies. While its possible, i see how it require big import of needed materials.
