Esteemed Blood Dragons,

I bring word of the Matriarch. The Blood Dragons are indeed our allies and have been for generations. However, Volgograd Industrial are not. We are not obliged in any way to let Coalition roam around in Kusari.

The Coalition group known as SCEC aproached us before and tried to negotiate a No Attack Pact with us. The concerns we had regarding this NAP haven't been addressed by them. We didn't receive any reply at all. The Gen'an Chrysanthemums thus are suspicious of their activities and their goals within Kusari. We will observe their activities and we will not guarantee their safety. The Blood Dragons will be wise to reconsider their own stance to these outsiders.

Well as i see Coalition approach you with NAP but they still didn't answer that doesn't mean you can attack them if they didn't attack you, as i told you before we are working on a secret project and Coalition allies helping us, i see you are still not interesting to not attack them so i will consider this act of treason from your side for attacking ships that help us, at least Coalition ships will have full access to Chukogu, Okinawa, Nagano, Tohoku, in systems that belong GC they will have escorts of most skilled Blood Dragons, if in this dark times we heard from another attack you will be considered enemy of Blood Dragons and will be terminated.
