As you may know, with the recent conflict in Hamburg, Vierlande Prison came under attack from Hessians, Coalition and Unioners. Rheinwehr and RFP engaged the forces but were outnumbered, and with the turn of events, Unioners were attacked by the Hessians and Coalition.
Since that event happened, Unioners have taken control of Vierlande Prison.
We have analysed Vierlande, and Hamburg system as well as the method of seizing the prison. After much deliberation, we have decided not to reclaim Vierlande but rather at this moment begin construction of a new prison. We have laid out the New Berlin system, identified best locations for the new prison which best meets our criteria, and now would to start this project.
We know DHC can handle this task with ease, so we would like to set up a meeting to discuss the new prison. We as Rheinland Federal Polizei can tell you what we want and highlight certain areas, and you can give us an estimated cost and a timeline.

No doubt like yourself and the whole Bundespolizei, Daumann grieves for the losses at Vierlande. Like you however, we know the power of looking forward into the future and building a better Rheinland. Of course the Polizei can count on our full support in this endeavour. I am returning to the Neu Berlin system for business in just a few days; I will have my secretary make an appointment with your department. I have no doubt my design team and I will be able to fulfill your expectations!

Direktor Zorn stands up as his guest, the CEO of DHC, walks in. Guten tag Mr Mannlicher, I am glad you could make it so soon. Please, have a seat. He points to the chair on the other side of his desk. He sits once Mr Mannlicher. As you know, I have asked you to be here to discuss the new prison, seeing that Vierlande was attacked and now taken over by the Unioners.

I have been personally tasked to start this project, provide oversight and to ensure that it is completed to the highest standards. You may know, that before joining the polizei I was in the Rheinwehr. Vierlande was a strategic nightmare waiting to happen. It was waiting for something like this to happen in all honesty. It had very little defence and a distance away from supplies.

I would like to bring my military experience into the design of the new prison. So naturally I have some ideas that I would like to see come to fruitation, it will be your job to tell me how it can be done. I don’t want excuses, or an answer to say it’s impossible. I present you a problem, and you give a solution are we clear on this?

So now let me not waste more of your time, and get straight to it.

The new prison needs to be somewhere accessible from multiple points, so if it had to come under attack, interceptors can be sent from different locations to cut off any escape. I am going to propose in the system New Berlin, as close as possible to the systems star.

It needs to be able to lock down the prison part but still be dock able for maintenance and any deliveries. So maybe a two part station. The back of the structure I want the prison. Moving towards the front of the structure, there must be service passage. This will be used to move the prisoners from offloading and into the prison.

Attached to this we need a Biodome in order to produce our own food. We are going to make the prisoners work for their “luxury” accommodation. We need as well a solar panel array. We will need a docking area and possible a shipyard for our Cruisers.

We will also need a command station so in the event of any unrest, attacks or even maintenance, we can lock down the prison part.

Externally I want two or 3 weapon platforms in the front of structure facing the entrance. Oh yes, that reminds me. The entire prison structure must be surrounded by mines. One opening in the minefield

I don’t think I have left anything out. Ill speak to the Rheinwehr to give us one of their old warships to added defence to the prisons entrance.

I know this is a lot to take in Mr Mannlicher, but you may now proceed. He leans back in his seat and locks his fingers together.
