My name is Daryl Ogden. I have the honor and distinct privilege of serving the people of Natio Octavarium as Minister of Relations. You may be familiar with me already, as I served as our fair nation's Ambassador to the Kingdom of Bretonia. Now, on to the reason for my call. Our primary defense contractor, Aquila Defense Systems, is currently in the process of restarting a previously stalled project to expand Canberra Star City with a modest shipyard facility. While acquiring the necessary materials isn't a major problem for us, we have a shortage of experienced, qualified zero-g construction and shipyard workers. Since the destruction of Southampton Shipyard and the inability to send relief crews to Scarborough Station, you've had an overabundance of unemployed workers with the skills we seek. From what my sources tell me, a good number of them have found their way into the Police Authority's custody, idle hands being the devil's workshop and all. We'd be willing to take some of them off your hands. I'm proposing that you grant pardons to 2,000 low-risk inmates with the experience we're looking for, and who are willing to take the job. One of our ships will pick them up at Newgate and transport them to Canberra, where they will be assigned residential quarters, receive a good-paying job with Aquila, and the option to become citizens of Natio Octavarium should they wish it. Anyone with a family that wishes to bring them may do so. The Bretonia Police Authority will gain 2,000 empty beds to house more serious offenders, the workers will receive gainful employment and the opportunities a new life on Canberra affords, and Natio Octavarium will benefit from their experience. That being said, I am required to conduct due diligence. Your mini-state is located within the Tau sector I am being told, while Tau-31 is ours by right, the rest are quite frankly a hellish nightmare I would not send my mother in-law to, even when she is in one of her moods, ranting about my dress sense, never-mind frankly unfortunate shipyard workers who have been detained due to public safety. They are good people, and if I had a job to give them, I would consider requesting they be pardoned immediately. As such, I must demand in the strongest terms; 1. A promise of their safety, bound by legal contract (with appropriate consequences for failure) 2. Compensation to their families, in advance, particularly with danger related pay 3. A guarantee their Bretonian citizenship be respected, and they all be returned upon request, regardless of their desire to stay (if they wish to rejoin your "state" they can do so after they are returned to Bretonia) 4. A full list of work content, the purpose of the shipyard, what ships are to be produced, and for who (including future contracts, to be relayed to the SIS) 5. Facilitation of regular shore leave/return to families in Bretonia, at your cost Also I must insist you not make assumptions of our circumstances, you "taking them off our hands" is not a favour from you to us, us providing you with considerably skilled workers is us giving you a very large favour. The majority of shipyard workers out of work due to the loss of access to one, and the physical loss of another, have been re-purposed in planet-side ship construction. Though yes, some were out of work as you mentioned. Of the 2,000 unemployed workers, only a small portion were actually imprisoned, as you may or may not be aware, we don't throw people in to prison for anything. This is not Liberty. Your suggestion of transportation from Newgate prison can be arranged, we will however need to move the workers from New London first. Newgate is primarily a high-risk convict prison. An alternative embarkation point you can perhaps think up and suggest to us. If you can meet these requirements, the men and women can be provided. I leave this with you. A guarantee their Bretonian citizenship be respected, and they all be returned upon request, regardless of their desire to stay. Natio Octavarium respects the citizenship of all foreign nationals residing on Canberra. However, it is not the policy of the Octavarium Government to force anyone to go anywhere against their will. Any who choose to answer the Bretonian Government's call will be transported home promptly, but we will not force the issue. 4. Sharing the details of ships under construction would compromise the operational security of the Fourth Octavarium Fleet. 5. Facilitation of regular shore leave/return to families in Bretonia, at your cost As members of the Octavarium Mercantile Guild make regular trips into Bretonian space, it would not be difficult to facilitate shore leave arrangements. Please note that, as stated in Minister Ogden's initial communication, any workers who choose to accept this job are free to bring their families if they so choose. One more thing I'd like to add before I close this communication. We understand that requesting 2,000 highly skilled workers is asking quite a bit from you. Aquila's initial plan called for putting out a call for workers on the Tau Freeports and throughout Crayter space. Hiring unemployed workers from Bretonia was Consul Riley's idea.
