To the Bundestag of Rheinland, and the states' military commands;

The Liberty Security Force has highlighted a particular increase in operations of the Alster Union and the Libertonian traitors Battlegroup Harmony within the system of Bering. The LSF has started military operations in their own in pursuit of stopping these hostile elements before they grow beyond the capabilities of our local garrisons, and severely threaten the trade corridor in Hudson. However, the LSF has identified that the vast majority of these groups' operations take place within the Rheinland-administered section of Bering, and due to the current state of the Rheinland-Liberty peace treaty, Liberty peacekeeping officials are unable to conduct their operations at peak efficiency.

For the indefinite duration of LSF operations in the sector, the Department of Defense wishes to see the Bering protocols of the peace treaty indefinitely suspended, such that law administration of our Republic can take place over the entire system, and our heavy assets may be deployed freely in such a manner to pacify the threats that these dissident elements pose to both our houses. We will continue to respect Rheinland's sovereignty, and under no circumstances will Liberty forces enter into Rheinland sovereign territory (i.e. Hamburg) without permission, so long as Rheinland forces maintain Liberty's sovereignty as well. We also intend for this to be temporary, and to affect no other portions of the peace treaty. Certain laws (such as those regarding foreign warships and intelligence agencies of Rheinland) would of course be suspended, however the embargo of goods entering Bering would be extended to the entire system, save those entities that applied for exemption through the Republic, so that we can ensure that supplies reaching these hostile elements are effectively curtailed. The specific application of other laws over the joint zone can be discussed more in depth at a later date, once initial operations have started.

We ask you respond with rapidity; our forces are already preparing for operations within the system, and must act as to the defense of our house. Sincerely,

Guten Tag, Sehr geehrter Undersecretary of State Hatherway. My name is Laura Caspers and I am staatssekretärin of the Bundeskabinett Sekretariat.

I apologize that the reply took so much time, but such issue of the highest importance as changing part of the peace treaty which regulates control over half of the whole system required a lot of discussions, consultation with representatives of the law-enforcement and considerations.

The conclusion is that your proposal cannot be accepted in the proposed form because there are several very important issues which either are not acceptable for the Rheinland government or are not solved, what definitely should be done before any changes will be made regarding jurisdiction or control over the system.

On the other hand, the government is well aware of the very problematic nature of the Bering system, which basically turned into both war zone as well as a nest of criminals and terrorists, and has the interest to cooperate to change it. Thus it is willing to negotiate about possible changes of policies and regulations related to the Bering system and defined by the peace treaty. At this moment we are working on the counterproposal which we will deliver shortly and which should help find terms agreeable for both sides and possibly could be a basis for an amendment to the peace treaty.
