Reason why we are contacting you is because we, as Kempeitai cell, would like to start a project to construct a Battleship class of 'Tokugawa', and use it for our Kempeitai cell and certainly when the opportunity comes, for our Empire and allies. Another Battleship constructed in our Empire will mean a lot, but even more to our cell. There a lot of ways our cell could use such ship, it's not a problem to share you some. Such ship class for the Kempeitai will be used to have an extreme security for our Kempeitai bases, as well as to use it as an extreme protecting for our allied and friendly bases in the Kusari. We doubt there be ships to dare threaten such ship, and certainly there will be a great use out of it in this first condition. Another reason is more for Kempeitai itself, and that is to launch special operations depending on where we order, and use the ship for our notorious professions in the Kempeitai.
When considering construction of the ship itself, we would like to ask you for help. This would include to share with us list of components we would need for construction of the ship. In regards of place where it could be built, we would like to ask Kusari Naval Forces to allow us to build the Dreadnought on the Kure Shipyard, if rooms aren't already taken. We would completely understand if you are a hurry, and you have our word we will make supplies as fast as possible, and help with its construction.
Our cell has departed an enormous convoy of transports that is ready to supply the shipyard and help construct the Dreadnought. We certainly hope you will allow us and help us start this project. We are quite intrigued by your suggestion, not having expected the Kempeitai to expand so rapidly.
Nonetheless, we are of course interested in our partners being as strong as they can be and will gladly assist however we can.
You must understand however, the situation the Naval Forces are in. We can't spare anything that would weaken our own efforts in the Sigma systems and elsewhere.
As you requested, you will be able to construct this ship in the shipyard of Kure as we have currently no order of this size open.
All resources required for this shall be paid for and sourced by the Kempeitai themselves, this is not something we can help you with.
It seems that Samura already has shown their willingness to support you with that.
On the other hand, you will have access to all our know-how and experience on Kure, in any way you will require.
For the specifics, please contact the shipyard directly.

I'm thinking if this operation turns out to be fully successful, to send the ship immediately to protect our forces and punish those villains that dare threaten us.
For deliveries. If it wouldn't be a problem, all suppliers of involved parties can share all deliveries in this channel with evidence of the successful delivery of supplies we need. We've opened a special channel for all involved parties to see. There, you will see progress of the project, and see which supplies we need. Once certain deliveries are made, we will update it, and let you know certainly. Don't worry, our cell will be paying each delivery made.
