PoB eating again everything (base maintain materiel). More base has no crew and no wear & tear (W&T) & FOW but base is still working.

I dont understand, why you decided there is not W&T?
Its indeed was turned on again, so base take wear and tire damage.
EDIT: If there some strange bug with base, adress it to GMs.
EDIT2: in normal mode afaik, facilities work without crew, but repair work only with crew.
