My name is Jonathan Seabourne and I am the captain of the passenger liner OSC Breezewood. At approximately 14:00 on September 1, we were stopped near Shinagawa station in New Tokyo by a Farmer's Alliance bomber with the callsign NK|Akane:Sato[Ssa]. The vessel demanded to know our business in Kusari space. I explained that we were restocking the Breezewood after returning from the refugee evacuation on Leeds and were trying to procure Sake for our clients. The bomber seemed pleased in our taste, but still demanded that we offer 5 of our crew over to them and then leave Kusari. After several failed pleas and further assurances about their intentions, I asked for volunteers among my crew and complied with the demand. Several of our zoner crew stepped up since the vessel indicated their intention to return them to Freeport 6. We exchanged the crew with the bomber, and in return they provided us with some propaganda pamphlets. We managed to make it back to Liberty space without further incident.

I am asking for clarification of the current security situation in Kusari with regards to OSC operations and your advice if such trips need to be temporarily suspended until this and any other concerns can be resolved. We were lucky in that we were only carrying crew and cargo on this run. I do not intend to have any passengers abducted, and I hope I can trust in the might of the honorable law enforcement factions of Kusari to ensure the safe and free flow of commerce.
