Planet Pygar is administered by Jerard Voncloud Livadia Shipyard administered by Bob "Bulldog" Bobberson The following general guidelines apply to Zoner installations supervised by The Velvet Organisation: 1. Each administrator is responsible for any decision regarding their administered station.
2. Station administrators can request rules be changed for their station via official Velvet channels which will be explained to them by the heads of the Organisation. 3. Stations which do not have an administrator or administration team will be administered by the Organisation itself, represented by Melissa Jones or Jerard Voncloud. 4. The No-Fire Zone (NFZ) covers a 10 kilometre sphere around each station. It is enforceable by Velvet members, OSI members and appointed individuals. (Link will be given for appointed individuals thread) 5. The No-Fire-Zone is an area in which no offensive or hostile actions against any vessel are allowed. This includes attempts at piracy/taxation, the use of weapons (Guns, missiles, mines, and cruise disruptors), intentional ramming and the malicious redirection of weapons fire. Acts of piracy within the No-Fire-Zone are also prohibited. Usage of cloaking devices will be seen as a hostile action. a. Combat or attempts to induce others to combat of any kind within the NFZ is prohibited as it endangers the station. And will be fineable at a minimum rate of 1,000,000 credits or the revocation of any access to the station.
b. Vessels may fulfil bounties from The Velvet Organisation or Omicron Supply Industries if given clearance by the station administrator or an appointed representative of the administration team. They may only engage the bountied vessel and are to immediately report the bounty to the station administrator, copying in Velvet Organisation as a whole. 6. Use of Velvet stations as a means to base attacks against any group is prohibited. The only exception to this rule is agreed forces to terminate Nomad forces. Clearance for this must be submitted to the Velvet Organisation for clearance. 7. Only Zoner IFF and ID capital vessels may be present at the No Fire Zone. The only exception is when a specific capital vessel has been given express clearance to be within the No Fire Zone by the station administrator or the heads of the Velvet Organisation. a. Capital class vessels include Destroyer, Cruiser, Battlecruiser, Carrier, Battleship and Dreadnought class vessels. The Bustard Liner, Civilian Explorer (Corvo), Gunboat and Gunship vessels are not included in this limitation, but may be asked to leave should the administrator request them to do so.
8. A ship that runs to the Freeport under fire and docks is as guilty as the pursuer for bringing the fight to the base. The person chased will be fined or in extreme circumstances denied docking rights based on the severity of the offence and the vessels used in the altercation as well as the pursuer. Pursuing a ship into the NFZ for the purpose of combat or bounty collection is prohibited, unless otherwise noted below. a. Any Zoner vessel that initiates hostilities and then attempts to run to the NFZ for cover shall be held in contempt and will be treated as any other pilot.
b. Zoner vessels that enter combat not of their own accord shall not bring said conflict towards a Zoner station, and if attempts are made to enter the NFZ while in combat will not be exempt. 9. Those deemed criminals or hostile towards Zoner installations as determined by the station administration and their associates will be denied docking, and if necessary, have their vessel destroyed. 10. No base or other installation may be built within 15k of any Velvet supervised base without expressed approval from the administration of said base as well as of the Velvet Organisation. a. Pre-approved installations are the exception to this rule, however authorisation will be revoked immediately should Velvet operatives not be allowed to doc.
11. Fines, penalties and restrictions will be placed accordingly by the station administrator. Should an individual wish to contest the fine they have received, they are to get in contact with the station administrator as well as the heads of Velvet in a communication so it can be resolved amicably. Should hostilities arise because of any violation, the group in question can have it's access revoked. 12. Nomad Sympathising of this kind are banned on Velvet stations:
