Background


War is what drove people towards research of new technologies exploiting the weaknesses of their enemies. This practice has existed since the dawn of our species a time when we attacked each other with sticks and stones, eventually evolving into bows, rifles, tanks and nuclear devices capable of obliterating entire cities with millions of souls. As long as there's war, the research and development of new technologies will continue.

Maltese Military Research Institute, is officially a specialized assortment of Maltese, devoted to scientific research, development and warship construction. State of the art technology is their hallmark as they're always striving to give Maltese Navy the edge required with improved technology to counter their enemies growing power. They do this with particular ease due to the heightened senses gifted to them by Cardamine. Bastia Station, Corsica Outer Sanctum and Dreadnought Captana all contain technology made by IRMM ranging from communication to nomad incubi detection mechanisms. Forever vigilant in their pursuit to prevent the Nomad's thrall from penetrating Maltese society and sabotaging, or stealing Maltese technology.

Unofficially, IRMM contains Intelligence and Military divisions that conduct secret operations behind the curtain to gather information on enemy fleets, their composition, their technology and environmental changes that were either artificial or unique. Operations include but are not limited to Smash & Grab tactics, assaulting enemy convoys, seizing valuable cargo and returning it to the vaults deep within Corsica to be filtered through shipyard workers, Medical and Technical developers and of course, the Military. While IRMM despises foreign Intelligence agencies, they keep up relations with those affiliated to the Maltese for sake of saving face and for the betterment of Malta as a whole. As not to disrupt the Maltese campaign against more important enemies. Such as the Coalition or Cretans.

IRMM does not consider non-Maltese as allies. With the nature of their work all but shrouded in mystery, mostly even to other Maltese, they can't consider even Malta's closest allies, The Golden Chrysanthemums, Lane Hackers or Liberty Rogues as anything more than neutral entities and business partners for the Maltese war machine. Should any non-Maltese entity enter the proximity of the Omicron Phi jump anomaly or intrude into the system, are immediately engaged and put to the sword without any hesitation, be it a Hacker or Chrysanthemum. Administrators are the highest ranking members in the organizational structure and work together to control all business inside Omicron Phi, and under their watchful eyes many projects and warships have been constructed. meeting the utmost strict requirements.

IRMM is dedicated whole heartedly towards protecting the Maltese people and their way of life, and addicted to their drive to make their people the strongest in Sirius. And so to make sure they are always ready to respond to any threat that could possibly threaten the Maltese people, severe military training is conducted daily in every ounce of free time. Alongside planet-side military regiments to keep themselves at the peak of physical condition. With this dedication, Turncoats and traitors are non-existent nor there were any known cases of such on record to this day. In the event such transpires, only the most rigorous and incredibly slow death awaits anyone who disgraces the might of Malta IRMM's Inquisitors favor torture as a way of extracting all information before expiration. Should an Agent attempt to betray IRMM, they will be hunted down like the filthy animals they are and publicly executed to set an example for posterity.

Depending on their loyalty, skillset, and experience. Members of IRMM gain privileged access to all Maltese warships if they can prove their capability to command such a work of art flawlessly.


Branches

Science:
Composed almost entirely of Doctors and Professors of many scientific backgrounds. IRMM scientists wear the typical white lab coat but with orange fringe on every edge. Bearing a Maltese badge on their upper left chest. The majority of the IRMM scientists are seated in the heart of Cardamine City in Corsica Outer Sanctum. With their vast amount of resources, laboratories and invested researchers, the working hours are not known to these people, but given how seriously IRMM takes themselves, almost to a fault. It is assumed breaks are few and far between.
Rank: Academic Title
Objectives: Provide Malta with only the best military technology regardless of personal background of individuals.

Intelligence:
Individuals gifted in speech and social skills. Medical training is a required skill for all Agents. The ships used by intelligence agents is comprised almost entirely of snubcraft with very few allowed exceptions up to a Storta class warship for the truly gifted of Agents. Dreadnought Captana is their Headquarters.
Rank: Agent
Objectives: Create or maintain relations with foreign forces and gain intelligence about their technology or whereabouts.

Military:
Pilots with exceptional flight skills are assigned to IRMM's Military Division. Each commander has access to the entirety of the Maltese ship-line and is given the opportunity to handpick their crew. Commander Bases of operations are Bastia, Ibiza and in heavily limited amount, Venice.
Rank: Commander
Objectives: Guard Omicron Phi and aid Intelligence in their tasks by providing heavy firepower. Unrestricted in protecting Maltese space against enemies.


Additional Funding

Ibiza base and Santa Verna are stations outside of Omicron Phi which receive unofficial support from Corsica including technology, money, medical expertise. In turn, Administrators of these stations sell primarily what Corsica has to offer and keep IRMM Administrators updated.


Bases of operation

Corsica Outer Sanctum
Massive black asteroid base partially constructed by unknown hands. Nowadays it's the main base of "Maltese Military Research Institute", producing the most massive of Maltese Warships. Internal structure contains giant storage space taking nearly a half of the base size, which is hidden under the city. On the scale of taking space, second one is the massive supercomputer array, holding information raging from simple door access to secret projects run by the Institute. It's a full fledged city built for any needs necessary. With several interconnected Ranseur class Singularity Reactors it's not possible to run out of electricity in foreseeable future. And every Maltese is given a choice for PDA or Neural implant to have means of interaction with the city and chats with other Maltese on board. Crime is literally unexistent due to only the most patriotic Maltese living inside. With everyone having a Military training, it's not suitable for anyone to conduct crimes. The Cardamine City is the pinnacle of Maltese ingenuity ran by The Institute, holding many secrets to Maltese way of life.


Dreadnought Captana
Warship of former 101st Ghosts of Razgriz. Used to be only maintained before Administrators decided to upgrade it's internal parts and outer hull. As the Main-Battle-Dreadnought of Omicron Phi, it receives the most care and ideas from Maltese pilots all around the space. Currently holding sellpoints for Snubs, it's the coordination HQ for squadrons, just as Corsica is for capital fleet. A testbed for the newest technology.

Bastia Station
With its extensive cargo space modules its able to survive long periods of time without resupply, since access to Omicron Phi is restricted to all but Maltese. Serving as a recon outpost for any would be attackers it holds holds several squadrons of Carabelas, Rapiers and Falcatas, always on alert and ready to take action. Outifitted with extensive Scanner and Communication array, this station holds the 1st line of defense of Corsica Outer Sanctum.


Area of operation

Omicrons mainly, but may conduct war in line with Maltese politics and piracy for valuable cargo. Diplomacy and trade is not restricted by borders or nationality as long as it benefits Malta.

Omicron Phi is considered a Guard system, and as such, any and all violators shall be exterminated on sight or taken into custody for interrogation. This includes a 10k security zone around Omicron Phi hole in Omicron Alpha.


Technology

Maltese Technology, Capable of using edgeworld/borderworld/civilian tech with approved exception.

Outcasts

Our brothers and sisters which we must protect be it by creating advanced weaponry or launching our own forces. Like in any other society, certain individuals can't be naturally trusted nor worked with in a closer relationship. But, whether it's your friend or childhood-enemy, you shall protect them against foreign forces.

Detail: Sirius-wide smuggling and piracy activities with settled planets, many stations and Capital assets at hand.

Golden Chrysanthemums

Group exclusively composed of fine women. With their Cardamine addiction rooted in their rituals they're the closest and most trusted allies of Malta that spread Cardamine in the booming Kusari market. Loyalty is their hallmark and should be embraced and not misused.

Detail: Kusari-wide smuggling and piracy activities with no settled planets, few stations and an old Kusari Battleship.

Junkers

Shrewd businessmen with power some can only dream of. Hiding their activities under Scrap collection, Junkers know how to help nearly any fugitive. Being one of the largest Cardamine redistribution networks they brought Malta a lot of wealth.

Detail: Sirius-wide smugglers hiding behind legal business while controlling a big part of black market. No settled planets and own many bases spread across the Sirius. No capital assets and Currently banned from Kusari.

Lane Hackers

Former employees of Ageira corporation which turned to black-hat hacking after being discontented with the corporation. Capable developers of software and witty politicians with hands in many cakes. Cardamine users which further redistribute for more control over their pawns.

Detail: Liberty-wide smugglers and pirates with abilitites to hack into Liberty Government computers. Good politicians but bad fighters with no settled planets and few bases at the borders of Liberty.

Liberty Rogues

Least organized and developed crime organization that has discipline of a 5 year old children. With no wealth to speak of and constantly fighting Liberty, they smuggle Cardamine yet despise Maltese capital ships at their doorstep. Unable to construct their own capital assets causes them to go haywire sometimes, resulting in their erratic behaviour and general impossibility to trust them. Exceptions are present, but rare.

Detail: Liberty-wide piracy and smuggling with no central control nor assets to speak of, partially dependant on Cardamine, they're used as a meatshield by many.

Freelancers

Humans with usually no allegiances to anyone nor a fixed goal. They roam Sirius for its riches or work as mercenaries. Usually when Freelancers appear at a battlefield, they're equipped with combat-ready weapons and ships waiting to be hired by either group.

Zoners

Much like freelancers, Zoners in addition posses many bases across Sirius and engage in trading with non-contraband. Viewed more as a proxy for supplies directed towards Pirate groups and fugitives they serve no other purpose than cleaning the papers where some goods came from.

Detail: Sirius-wide traders unaffiliated with anybody, minding their own business.

Gallic Brigands

Gallic version of Liberty Rogues but more powerfull, centralized and somewhat reluctant to speak with foreigners. They do however like the money that Cardamine brings and currently don't consume it themselves in any meaningful way.

Detail: Gallic-wide smugglers and pirates controlling the biggest part of Gallic black market.

Independent Pirates

Mostly composed of Freelancers wich decided to enter the world of piracy on their own or were tired of "taxation". They're not particularly aligned to anyone and usually work only for themselves, pirating both lawfuls and unlawfuls given the opportunity. Currently controlling Freeport-2 in Bering.

Detail: Sirius-wide pirates working for their own profit and not caring about who they pirate. Usually supressed by every other pirate faction as independent are a small minority and rarity these days.

Nomads

Aliens that were created by Daam K'Vosh to take care of the Sirius. Activated as a trip-mine by a Rheinland expedition they began their conquest of Sirius until stopped by Edison Trent and The Order. With their unending hate towards Humanity they're constantly trying to gain foothold in houses by infecting high-ranking officials. Latest show of their power was the destruction of Order's Planet Toledo in Omicron Minor. Since Cardamine was understood as a creation of Daam K'Vosh, Nomads' and Outcasts are generally not shooting each other unless provoked. Many of their followers live on Malta and Santa Verna is a dedicated station for Nomad worshipping.

Detail: Omicron-wide ease of access and frequent clashes in Omicron Delta and Omicron Lost against the Order and Core. With minimal amount of foothold in House space and seeing Cardamine users as open-minds.

Rheinland

A Militaristic and somewhat confused house. Has access to largest mineral depots of Sirius yet lacks the economy. Currently owns the most hard hitting vessels and weaponry capable of causing massive devastation. Corsairs and Hessians are their primary enemies and thanks to Corsairs, Malta has a somewhat better relations with this almost Cardamine-proof house through Marinenachrichtendienst (MND) and to a certain degree, Rheinland Military (RM).

Bretonia

Very politically oriented and level-headed House that survived the Gallic war. With many institutions for money laundering and cleaning, this house has an entire planet to hold off its bureaucracy. For a long time now, Outcasts aren't barred entry unless they're indulging in unlawful actions such as piracy, and a personal amount of Cardamine is allowed. They hold their military in high regard and such is their communication quite often, seeing others as something less. Nevertheless, a base for Cardamine distribution is present and not actively threatened by Bretonians.

Gammu AI

Sentient AI machines that instead of resource gathering to support their limited production keep allying themselves with Nomads for the purpose of "harvesting". Many of them lack proper communication skills which is quite awkward for an interconnected group of machines. Usually not very friendly unless they recognize the foreginer has bigger firepower than them. Would be usable if they had a goal.

The Core

Imperialistic version of The Order that dreams of creating Imperium Omicronis, so far they're successfull in holding off both Order and Nomads from themselves. Currently they have a good foothold in Omicron Delta where they oppose Corsairs and AI. Interested in Cardamine and its effects most likely to create a replica.

The Order

Nomad cleansing group of people which will mark anyone as an infectee if it fits their plans. Usually, when they spot a new and friendly Outcast, they will attempt to get him to their side to prevent the said Outcast to engage them together with Nomads. Erratic in their behaviour but at the state of a War with Malta.

Crayter Republic

Menace attempting to stop Cardamine trade yet bullied by both Malta and Gallia. Supporting any opposition against Malta, they will do anything to annoy us. With what appears like a no clear plan, they roam Taus for attention.

Auxesia

Occasionally appearing group of Core defectors that are trying to put a stop to Cardamine trade. They do not speak much, but are known to employ Freelancers to do their bidding. Stationed in Inverness, they're far enough to cause problems to other inhabitants of space. Yet incursions were detected and dealt with accordingly.

Gallia

Imperials which failed to win the single war they engaged in and are now trying to conquer Maltese space. Riddled with unlwaful factions they're not short on internal enemies which Malta funds happily with money and Cardamine to make them rot from inside.

Liberty

Currently the largest and best paid market for Cardamine and corrupt police officers. A smart enough trader will be able to pass by their visual shield of laws and military for the loads of money that Planet Manhattan pays for Cardamine. Slaves and other goods are imported back from this House.

Kusari

A new booming market for Cardamine. Golden Chrysanthemums have a good stance with Blood Dragons and other unlwafuls thanks to which the Cardamine flows into the hands of Kusarians with relative ease.

Gas Miners Guild

Also humorously refered as "gas sniffers" which are Malta's target ever since they've stepped into Omicron Beta and endangered Maltese transports in Simga-19 which is another easy way into Kusari space. Currently engaging only in small incursions around Simga-19 jumphole in Omicron Beta they have not been a large threat lately. Some Maltese forces have also allied themselves with Rheinland Military to push the guild to its knees in Sigma-21.

Independent Miners Guild

Group of miners which allied themselves with Gallia during the Gallic-Bretonia war. But the war with IMG is as old as the first claim of Maltese Nazion upon Tau-37 where their base is located. Nowadays the IMG poses a little threat to Maltese Nation after loss of their assets in the hands of MNS.

Bounty Hunters Guild

Bounty Hunters constantly scout for Maltese transports and recruits to bring their dead bodies or confirmation of vessel destructions to their superiors for fine amounts of money.

Details: Sirius-wide mercenaries with many bases across house space aiding local police and navy forces.

Corsairs

Descendants of Hispania with adversarial mindsets towards Malta and Cardamine. Filthy, Hungry and constantly clashing with us for power over the black-market. It's widely understood they've left us to rot in Hispania which is nowadays repaid in the glorious battles of skill between us.

Coallition

Spies which destroyed the engines aboard Hispania and caused the creation of Corsairs. While their forces are far from both Cardamine and Malta, they keep invading Omicron Alpha to find their way to the Hispania wreck.

Infectees

Unlike Nomads which can be easily recognized, these people or infectees are in their maniacial evil way trying to force everyone to bow down before nomads or work as a medium for communication. A simple rule is enacted, shoot down all the arrogant and mischevious ones.

Detail: Sirius-wide with access to all technologies. Sometimes hard to recognize which is negated by their arrogancy.

Exceptions:
The Oracles
The Commune
- Pass through our space allowed except Omicron Phi unless an Administrator allows it.

Nomads
- Taking into consideration prior relations with Nomads due to Crimson Cross, the IRMM does not openly seek a conflict with Nomads as they're a subject of research and religion for others. Therefore, any Nomads in Maltese space are to be asked to leave and lethal force used if they refuse. Their actions outside of Matese space does not concern IRMM.


Code of conduct


As Jingos (Someone who is extremely and overly patriotic) we follow strict rules. And those who may participate in an unhealthy discussion regarding this faction or violate Discovery Server rules, are a subject to possible termination of membership depending on the severity of the sanction. So is the Roleplay expected have a degree of quality in-line with character biographies, using "lolwut" language or being a “lolwut” is not allowed and is also considered grounds for termination of membership. Defection or information leaking without consulting faction Administrators is strictly forbidden and may end up in execution of involved characters.

I like thinking about myself that I am a bundle of positivity and that I am a very patient person but you are now really pushing it.

Now you are explaining in full detail why you are thinking that attacking and destroying ships with Outcasts IFF and Outcasts ID in Outcasts space is some stuff you should do or are allowed doing. You are not yet even an official group.

You seem to be severely confused. Allow me to explain this to you.

That means it is the basic outcast ID with those two lines added to it. Just for the sake of being thorough.

And the outcast ID has a line which allows you to engage any ship within your territory. You entered a "Guard System" which is a "top secret" system to put it plainly. Without being given permission prior. As it states on our write up, ANY ship that enters Phi without pre-administered consent will be shot down immediately.

Now I have a question for you. Is your character "Medusa Gorgon" an outcast, or a rogue. As you use both IDs for the same character and separate ships. So.... what is she, exactly? So.. few things I want to note.

Firstly, I have no issue with more OC OFLs, so long as they understand the lore of the group they're trying to portray. It may seem hypocritical for me as I'm leading perhaps the most non-Outcast group imaginable, but even then I follow the lore. Not saying IRMM doesn't, but there will be, and have been, occasional moments.

Secondly, your proposed ID lines are absolutely redundant.
The Outcast ID, which you are requesting be the base for your faction ID, can already engage everything it would ever want to within your ZoI, and you can already demand sci-data because the Outcasts are an unlawful group. They, for all intents and purposes, have no laws, and therefore can demand anything they want, within the scope of the rules. The only exception I can see is that the OC ID cannot natively engage anything within Phi, which I'm assuming you're wanting so you can include transports. That's acceptable, and logical as a guard faction, but the other is completely redundant.

Thirdly, I'd recommend edging away from trying to engage every ship you can get your guns on. I agree with @Chiper-No. Engaging a ship in Phi that follows the guidelines of your ID lines is a bit hypocritical, and it looks bad going into officialdom for a second go-around.

Finally, I'm hoping to see more than just documentation and the usual OC guff from IRMM, as you seem to like to advertise in your info page. Research factions don't go around enforcing laws, especially if you're, quote, 'devoted to scientific research, development and warship construction', unquote, though in your case Phi is understandable.

Those are my two cents at least.
I'll look forward to doing things with the IRMM and RoM in the future.

You cannot just not allowing players of your NPC group into one of their own systems, that is stupid.

Thank you for your feedback Spectre. I do not agree with everything you said, but you raised some valid points that will be addressed.

In regards to you, Chiper. With history of factions such as the Maltese Republic and MOA, it is necessary to prevent any unidentified outcast vessel from entering the guard system. As you don't seem to be aware there has been a long history of Outcasts shooting at each other. From an inRP stand point it is dangerous to leave loose ends unaccounted for. Thus the hyper vigilance.

If you don't want to be shot, I suggest next time instead of flying off you actually type something out and roleplay. However you fled further into the system, which warrants an enormous amount of concern. You handled the situation poorly and payed the consequences.

Also... we don't need permission to use lines on an ID. That's why IDs are there, to tell you what you can do.

Right after I was entering the system I was hit with a cruise disruptor, but I docked with the station.
Then I was told I were *trespassing in maltese guard territory* (flying an Outcasts) and shortly after was told that I should preparing myself for dying.

And that you then were even using this for some of your forums roleplay is making this so much worse.

Now you're just lying in an attempt to cause drama that doesn't need to exist in the first place.

"You're not supposed to be here" was the first message dropped, you ignored it and docked on the station instead of replying to commence the roleplay.

"You are trespassing in Maltese Guard territory" Was thrown as you undocked and cruised away from the station, I waited till you were 4.5k off the station to give chase.

"prepare to die" was dropped after you remained silent for quite some time and kept cruising.

The line about you entering the cloud my character knew like the back of his hand was dropped as we had crossed the thresh hold of open space into the cloud. Bare in mind this is about 40k away from Bastia, you had ample opportunity to stop prior to the intent to kill message.

When I finally caught you in the northern end of the nebula as I had given chase the whole way. "Opening fire" was sent out as at that point it had long passed the point of no return. and I proceeded to terminate you.

Now all that being said, I must ask. Did you apply any logic to this situation? Much like the outcast that shot your transport down awhile back in O-tau, endangering the cardamine trade that the Maltese thrive upon. Any outcast can do any given thing depending on what they feel like doing, a random person has no allegiances.

Omicron Phi is the Alaska for Outcasts. It is handled with great care and the paranoia surrounding it makes it a very tense place.

Anything else you'd like to add? You have no argument.
