UNN is a new media service from Quillan, Languedoc, run by a team of young and ambitious specialists striving to deliver quality content to our users every day. I humbly invite you to join us on our mission on covering the latest news in Gallia and beyond!

Today we are taking an interview with Monsieur le Chevalier, Fabian Montluc, Baron de Unxeau-de-Quillan, the owner of Montluc Advanced Engineering and co-founder of our news studio regarding the state of business and administration in Languedoc.

Bonjour, Monsieur Montluc. Welcome to our studio. Following the collapse of the monarchy, the world in Languedoc got much smaller as we were left aside of the main track of Gallic politics. In such a small space, the institution of a new corporation with over 1.000 working places does not go unnoticed. So please tell us and our viewers, Monsieur Montluc, what made you take such a difficult decision to start a business in a troubled system of Languedoc?

Bonjour, Francois. Thank you for having me! It was an honour to partake in the establishment of a new media service on Quillan and I am delighted to see a team of professionals like yourself working here. I hope the viewers will have the opportunity to experience it themselves in the upcoming products of yours.

Your question is a tough one, I admit. What would a noble seek on Quillan when most nobles either headed to the Hebrides or to newly established Grand Duchy of Burgundy? Some even laid low on New Paris as far as I heard. My choice to come and invest in Languedoc ensued many difficulties, I agree. But it also opens many opportunities.

There are two main reasoning for choosing Quillan and the base of operations, a business one, and a personal one. Let’s start with talking business, oui? As far as I see it, liberal regulations that might be subject to change, lack of strict political affiliation, and proximity to Sirius make Languedoc an interesting choice for HQ.

Think of it, we are not subject to strict socialist-like legislation of la Republique that absorbed the vision of le Conseil on business. Languedoc Provisional Government still adheres more to the Royal Legal Codex that is much more liberal for businesses, and for new corporations in particular. In addition, the local population is only roughly 75.000 people, and despite steadily rising, will still remain rather small for the time being unless we can attract people with prospects of a successful and stable future. To build such a future, the local government does need businesses and looks favourable on the establishment of new corporations. We bring jobs, we bring goods, we bring profits, and expect a favourable treatment that the local government kindly provides. A similar situation is in Dauphine wherein the population is by far smaller and is centred around a few big spaceports. There the government kindly provided us with leasing rights for the shipyard. Besides, the local governments can benefit greatly from our speciality, the ships, be them civilian or military.

Lack of political affiliation is also good: the system does not take part in the “races” between la Republique, the Duchy, or the Enclave. These “races” are not good for businesses and stability. Therefore, the choice of Quillan is quite reasonable from the business perspective.

If I may join the discussion, Baron, but how about the competition, say, with the GMS?

No trouble at all, Francois, I am glad you asked this question. As far as I see it, GMS, IDF and EFL right now have more important matters to attend to. In the wake of the collapse of the state, such big corporations have tons of bureaucratic matters to take care of. Take rights of property, for example. Those need to be settled with the parties concerned, like la Republique or the Grand Duchy, and to be again legally confirmed with the new administration. Quite the fuss, if you ask me! While I think EFL will have it easy, the other companies might experience some issues. Besides, there is a matter of royal capital as quite some shares of those corporations were in the property of the Crown. That is sensitive information and I have no idea whether the royalty and nobility managed to withdraw their shares. If so, there will be some capital deficit that will make things harder.

Under such conditions, I don’t think that those corporations even notice our existence, we are too small for them. But we are certainly looking forward to cooperating with the titans of Gallic entrepreneurship, and to benefit our customers from the quality competition should there be one.

You were previously saying there are also personal reasons for moving to Quillan. I am certain, our viewers will be interested in that. Besides, you are a famed bachelor, are you not?

*chuckles* Well, Francois, when I said “personal reasons” I assure you, I did not mean chasing the beautiful mademoiselle of Quillan. It is true, though: after my beloved wife, Josephine, deceased eight years ago, I have been a bachelor. I have three kids to support me and to take care of, so when choosing the place to go to I was also considering the future for them as well.

Languedoc looks relatively safe. It does not pose much interest for the large players on Gallic arena as of now so I do not expect military activity in the region. Aside from that, I mentioned affiliation before. Should have I gone to Grand Duchy of Burgundy or to the Hebrides, I would have committed my life and those of my children to the cause of the local highborn - the Dukes. I respect the hierarchy of the nobility, but nobody can replace le Roi right now as I see it. Nobility is clearly not welcome in la Republique, and Minarchy is too lawless for me to go to. So Languedoc looked quite promising.

I also believe I have a duty before the people of Gallia. If my capital, my work, and my skills can benefit the revitalisation of the region - this is what I, as a Baron and Gallic highborn, have a moral obligation to do. We created quite a lot of jobs and provided a lot of ex-servicemen of the Royal Navy with the familiar work and good pay. I even made a public promise to pay the pension for those years they valiantly served under King’s banner. So I hope to contribute to making Languedoc the pearl of Gallia it deserves to be. No less applies to Dauphine, there is just no planet to refer as a “pearl” *chuckles*.

Thank is a very noble goal indeed, Monsieur Montluc, and I can personally say you are succeeding so far in the task - jobs provided, our media agency established. You have quite the plans and vision for the future. In this context I cannot but ask: you being a distinguished noble and a decorated veteran, do you have any plans to enter the local politics, and how do you view the political development of the region in the future?

Merci pours your kind words, Francois. The question of yours is rather tricky. I have to really carefully pick my words not to anger any real people in power. The political establishments in Languedoc and Dauphine have been very kind, understanding, and reasonable to me, and have been doing best what they could to preserve the local population. The neutrality chose, in my opinion, was the right move - it is yet to be seen what course of action will be chosen by the legacy states of the Kingdom. As for me joining the government - if the people want me to play the part and if the legitimate local governments allow me to cooperate, I would certainly step up to the position and use all my skills and experience to benefit the people and ensure Languedoc and/or Dauphine to remain a safe haven for all people of Gallia.

Do you think being involved in business invalidate you as a politician?

You see, Francois, one can say that Quillan de facto belongs to GMS - most of the surface is uninhabited, and the remaining settled space comprise small towns, the planetary capital, and mines. Most of those mines with adjacent wasteland belong either to private local mining corporations or to GMS. So most of the planet is in corporate ownership and this reflects the politics - the are GMS people in the provisional government. I do not see links with the business as an obstacle to running into politics, the two are too intertwined here. But I do promise that I certainly would abstain from abusing the political system for the benefit of Montluc Advanced Engineering should I be let into politics.

So far my political engagement is limited to owning Uxeau-de-Quillan, a small town we organised after arriving to Languedoc. It is a small tribute to my holdings on Orleans, Uxeau “de Orleans”. But since I lost my barony, now I am technically a baron of nothing. I am very grateful, though, that the local provisional government allowed me to retain my title, Baron of Uxeau, and symbolically to become the first local “aristocrat with familial holdings”, the baron of Uxeau-de-Quillan. In the town where mostly my employees reside alongside with some other sympathisers and people looking for better fortune similarly to how I and my family came to Quillan, I do the administrative work but all in line with the local legislation.

As for the future of Gallia - I can’t make predictions. As any Gallic noble, I received formal education in public administrations and politics, aside from my engineering degree. And the theory holds there are too many undefined variables. Be Gallia united or not, and under which banner. Will there be internal strife for gaining power (most probably will be), the status of nobility and the previous administration, the position of corporations that were digging the Royal regimen, etc. My humble prognosis - the state will begin to slowly consolidate. But the crucial ideological difference between the Grand Duchy and la Republique will not let it unify completely. I favour neither of the parties, although I have many friends with the Duchy, and hope the people of Quillan and Gap will be able to choose their future themselves. Speaking about relations with Sirius - I certainly think that there will come normalisation. But the tragedies of war are not forgotten overnight, and thus we expect prejudice against us.

NEWS: Deal struck between MAE and EFL

Today it became publicly known that Montluc Advanced Engineering Inc. and EFL Oil & Machinery concluded a manufacturing and distribution agreement proving the former the rights to produce ships of EFL’s design. The details of the deal are not yet disclosed to the public, yet rough estimation of the specialists are reaching billions.

Under the agreement, Montluc Advanced Engineering is granted permission to construct and distribute such ships as:
  • Gallic Repair Ship "Briller"
  • Gallic Liner "Lucullus"
  • Gallic Train "Vache"
  • Gallic Advanced Train "Pachyderme"
Jeremie Dupont, CEO of EFL did an unexpected move by granting the rights to a minor company, although, given the current economic and political instability in Gallia the extra sales and profits from the royalties can benefit the company in transitional period. MAE is also expected to beneift greatly despite allegedly high cost of the agreement by gaining access to a wider range of products and increasing the sales. The stock prices of MAE on Quillan Stock Exchange has already increased 5.4% after the announcement today in the morning, reaching maximun since the establishment of the corporation.

MAE spokesperson also issued a statement that due to inability to contact the respective representatives of GMS (assumingly due to the instability in Gallia and entailing internal corporate instability) MAE will start to produce ships based on rough analogue civilian design of GMS ships. What might appear as a rip-off might still satisfy the needs of the local miners in Languedoc and the Hebrides while not violating any laws.

The deal and production of the GMS-analogues are expected to benefit the local economy, providing additional jobs for MAE, influx of capital because of increased exports, and increase the levels of local mining both by corporations and independent miners.

742 A.G.S. will be marked in history of Gallia as the year the Kingdom fell and Confederation of Gallia was established. Surely, the Kingdom will always remain in the hearts of the loyal subjects, yet many will rejoice with the installation of the new Confederate Government that brings an end to the turmoil of provisional government. No less citizens, however, would curse this day that ruined their hopes and expectations as many in the ex-Council territories despise the royalists, and the latter despise the republicans no less.

In the wake of the rivalry between the two major faction, an underdog from Marseille, the so-called Minarchy of Provence, has absorbed the systems of Dauphine and Languedoc. The local population consisting mostly of miners was left without protection of the Royal Forces that fled to the Hebrides and deemed it appropriate to join the Minarchy. While the popular sentiments of the miners are understandable, the new-coming refugees from the rest of Gallia are not so sure about the choice made without asking their opinion.

As it is commonly known, Minarchy of Provence was formed largely with the assistance of Unione Course, a loose union of families that one can call “organised crime”. The Royal Police quite often turned blind eye on them being occupied more with the Maquis terrorists and Concuillards. Unione Course also often engage themselves in seemingly enterprises, like gambling, with illegal additional services. And of course, Nox that originates from Marseille is somehow spreading all across Gallia. The question of who spreads it is a rhetorical one.

So we have a state that is inexorably linked to drug-spreading organised crime. Is this the state we want to live in? Is the government consisting of mafioso with family ties to each other capable of ensuring the just division of governmental branches without nepotism?

This questions have run through the minds of the many esteemed citizens. Recently their concerns were manifested in the public denouncement of Minarchy affiliation by Monsieur Fabian Montluc, Chevalier du Royaume, Baron of Uxeau-de-Quillan, and CEO of Montluc Advanced Industries, a new corporation from Languedoc that managed to become an important stakeholder in the region over this short time. Now, we will broadcast the statement of Baron Montluc regarding current political situation on Quillan. Stay tuned.

Mesdames et Monsieurs,

It might be a happy time for Gallia to be reunited once again, yet at the same time sad for thousands of citizens left at the mercy of Minarchy of Provence. Despite my history with the republicans, they still do have professional bureaucrats that are capable at administering territories. The Grand Duchy of Burgundy is a proud successor of the Royal administration system and I have no doubt in their ability to govern. Minarchy? We are talking about a bunch of smugglers and mafiosos who will stop at nothing to pump up the sales of their precious Nox. And - they might be good at it, but does it make them good for governing?

Do not get me wrong - the intentions of the Minarchy might be truly benevolent, although I doubt they care much for the people aside from their profits, yet I do not consider them to be fit for ruling. There are only two things that differentiate them from the Outcasts whom we deem savages: firstly, they are proud Gauls like we are, and secondly - they sell Nox, not the orange gas we know as “Cardamine”. Are the criteria for putting people in charge within Gallia really so low now that those two suffice for giving them three systems to govern?

I came with my family and many followers from Orleanais to escape the Republicans keen on destroying everything noble that was left after the King, His name be thrice blessed, departed. We came to Quillan as a safe haven from the conflict to establish our enterprise, that proved out to be quite successful and give work to thousands people. Yet we haven’t come to find ourselves in a state run by organised crime. We left our past at Orleanais and now call Quillan our home. It being our home, we will not give up on it just because the political affiliation of the local miners did not align with theirs. You, the people of Quillan, have our utmost gratitude for accepting us, and we will return you the favour by promoting better administration, better life, and better future for all. When the rival strikes, we retaliate. Hence, I solemnly and proudly proclaim in front of everyone the institution of Progress League of Quillan, a political force of opposition to the criminal rule of Minarchy with the goal to liberate Quillan and all of Languedoc from the grips of Mafia and enter the Confederation of Gallia as a fully-fledged independent member of the Noble Technocracy of Languedoc.

The party as the political force will be acting upon the following principles and goals:
  • peaceful political resistance. For too long has Quillan suffered from the transitions of power involving violent confrontation. We pledge ourselves to peaceful opposition and winning by conquering hearts and minds, and not the land and skies.
  • Technological superiority within Gallia and outside to secure our unique place within Gallia and our subsequent freedom from the claims of the rest of the members of the Confederacy
  • Turning Quillan into Gallic technological powerhouse to attract qualified labour force, capital, colonists, and eventually increase the level of life of every subject
  • Meritocracy in governance, aristocracy in ruleship. Administration is to be carried out by the most gifted and talented members of our society, while the nobility using its experience of centuries-old aristocratic traditions of Gallia secure our political independence, free from the turmoil of republic elections.
  • Institution of Noble Technocratic Barony of Languedoc, combining the best administration traditions of nobility of the past that served us well for centuries with the impartial technocracy of the most talented!
  • Compensate shortage of hands with automatisation. The proud citizens of Quillan and Languedoc shall be free of hard and hazardous manual labour. Our dedication to technological superiority will make it possible, opening opportunities for jobs in better sectors.
  • Implementation of new technologies in every aspect of life to make the life comfortable and attract new colonists.
  • Fortify the system, especially from Sirius. To secure our independence and safety of lives. To that extent we are going to sponsor heavily the local mining, refinery, and ship construction industries that will at the same time bolster the local economy and provide us with the fleet capable of defending our way of life.
  • Retaining diplomatic ties with the rest of Gallia, and remaining inside of the Confederation.

I believe, that our programme is attractive both to the inhabitants of Quillan and other stellar objects of Languedoc, and to prospected colonists. The implementation of the programme will start with the institution of the Barony of Uxeau, the city I founded together with my compatriots and employees of Montluc Advanced Engineering Inc.

It is to be stressed that we do not seek to undermine the rule of Minarchy in Provence system that was built and developed by them alone and is rightfully theirs. However, as I mentioned before, I do not consider their rule over Languedoc and Dauphine to be adequate. If nobody steps up, this practice can be accepted and become the precedent of ill-based administration in the future. Gallia needs the best and we will be dedicating all our abilities and efforts to ensure the best administration for our people.

Today the spot of attention is the turmoil developing on Quillan. Political strife on the planet is reaching a new level with political confrontations causing clashes for the first time. The primary reasons for growing tensions are growing instability, decreased demand for mining, and polarisation of political preferences of the population.

The lack of political experience of the Minarchy and resulting disorder and bureaucratic chaos prompt more and more inhabitants of Quillan to start missing the old days of the Monarchy that offered stability and confidence in tomorrow. Increasing demand for “strong hand and smart leader” to decide complex matters at behest of the people led to surging popularity of the Progress League of Quillan, a conservatist political force led by baron Fabian Montluc with the aim to reform Languedoc system into a separate Barony of Languedoc within the Confederation as a separate member thereof.

Being just a minor noble Baron Montluc managed to attract followers not by the title but by the deeds. His enterprise, Montluc Advanced Engineering, is nowadays the flourishing pride of Languedoc that is otherwise devoid of significant cross-system business operations. The company managed to attract capital and create jobs by establishing a high-tech ship construction industry, and now also developing auxiliary industries in the region such as processing of raw material with the leasing deal of Lodeve Space Port’s smelters with GMS effective. MAE has not only provided the local economy with prospects of robust development but also filled the hearts and minds of the local populace with pride for their home system despite the calamity of the interregnum.

The period of provisional government played a pivotal role in shaping the self-identity of Languedocans as opposed to the rest of Gallia. Left alone between the hammer of the republicans and the anvil of the royalists, the system had to fight for its survival as it could. The arrival of the Minarchy which is considered a bunch of criminals by a significant share of the population only contributed to viewing the rest of Gallia as “they” versus “us”. While certainly remaining proud Gauls at heart with the future of Gallia being as important to each citizen as ever, Languedoc and pride for “managing to survive being left all alone” still having distinguished in the local self-identity. Now it is reinforced by the prospects offered by the Progress League which with the successful example of MAE demonstrates to Languedocans that the hardships they have endured made them only stronger and are certainly no obstacle to sprawling wings.

Quillan has a small population and the ever-growing employee headcount of MAE is only contributing to rapid increase of popularity for MAE. Baron himself, however, is another attraction. Showing quite often in public with flamboyant look of a noble and organising various events for the people, from sky races to free theatre for kids under the open sky does remind the inhabitants of what enlightened monarchy is and what good progressive aristocracy can do for the population. Public speeches of Baron Montluc gather a lot of viewers both on the scene and online, as the media-presence of the Baron increases under the guidance of expertise of corporate spin-doctors.

The residence of Montluc family, the city of Uxeau-de-Quillan has also captivated the people of Languedoc and beyond. Built by the standards of Orleanais, the city is now booming with attractions exotic to the locals. Be those zoos with extravagant creatures, or singing fountains, the city has become the local tourist mecca. Uxeau offers recreation unseen before on the mining world of Quillan, and business opportunities, serving HQ for MAE and haven for its business partners. Most importantly, however, Uxeau is a safe harbour on Quillan with corporate security serving the role of the local police and armed forces that are lacked in others part of Quillan. Formed predominantly from the ex-members of the Royal Army, MAE security upholds the law and order professionally and would surely form a good backbone of Barony’s army should the League succeed with its goals.

Nevertheless, the Progress League is still far from realisation of its goals. It certainly managed to gain significant support, enjoying 29.1% support rate from the respondents. This is, however, still not an overwhelming majority needed to launch the changes. Polarisation of the society, possible interference of the Confederation, organised crime of the Minarchy are but a short list of what can go wrong. MAE is still expected to pump more money into its political project and is likely to gather more people under its banner, more especially from the new-coming migrants from the rest of Gallia, particularly from Orleanais where not everyone is happy with the republicans coming to replace the centuries-old aristocratic order.

Today we asked a few people from Quillan regarding their opinion on the Progress League and political future of the system.

I personally welcome the initiative of Baron Montluc. Before the war we were a small but steadily growing mining colony. New mines were opened annually, we had a lot of jobs, lots of machinery coming in. Then the war came and we doubled the production. Work was hard, many people complain about it nowadays. Well, they are right to a certain point. We worked long and hard during the war but the pay was good either, it is not like our extra work was not paid. Then the counsillards came and took over the planet. Bloodlessly, luckily. But then what? Isolated from their Champagne, Quillan was just left to be a token of republican victory. They gave us those elections and democratie, but for what? The mines stopped as nobody needed our production in that scope. Man could get elected but had no money to live for. One was lucky to preserve the job those days as only the local demands were met. Then the provisional time with even less control. At least MAE showed up and started using this ore and smelters. Many people finally got paid, we saw some future ahead of us. Now the Minarchy came, absolutely having no clue from their Provence to know how Quillan operates.

I’ve come to Uxeau two times and I was amazed at how Quillan can look. If that is what the Progress League wants for us - I am both hands up for it. Modern holo-schools, medical facilities, jobs. They are organising a University there, you know. I don’t care if we are governed by nobles or elected republicans. Before elections brought us no good while a visionary permanent ruler can save us from too much thinking and give us the order and stability we want and deserve.

The Progress League, you say? Baron Montluc needs to be reminded there is no longer titled aristocracy is the Minarchy. Only some orthodoxes in Burgundy and Enclave terrorists still carry on with those obsolete royalist titles. If you ask me, I welcomed the republicans in 815. They were liberators. Yes, many people lost their jobs - but that was the price to finally be free. A shame the local population decided to join the criminals from Minarchy, but at least we are not the part of the Grand Duchy, or worse - the Enclave. If Monsieur Montluc wants to restore monarchy - he’d better return home to Orlean and tell the locals his fairy tales about “the progress”. Besides, he is a businessman and under republican laws he would be banned from politics. I wonder why he is even allowed to do what he does. I am strongly against the Progress League.

Monsieur Montluc is an honourable man. Like me he dedicated his best years to serving Gallia as a serviceman. He even became le Roi’s Chevalier which I respect greatly. Yes, he served the King. So did I, and I regret nothing. For seven hundred years Gallia has been a Kingdom, a proud Kingdom. We managed to build ourselves alone, better than Sirians, in shorter time and got better results. The royal dynasty and aristocracy have been unalienable part of this path to progress. Then the republicans decided to take this pride away, to take away everything that made us strong. And now we have to share table with them? I am a simple soldier and I follow orders. So now, being in the Confederacy I still follow orders even if they contradict my personal beliefs. I just hope to make it till my pension which is soon, and I do hope to be paid as the Minarchy is supposedly paying for us in this part of space. They are unreliable, you know. I heard Baron Montluc is gathering ex-royal marines under his banner as a paramilitary security branch of Montluc Advanced Engineering. The pay is good, and I think they do need sergeant-trainers like myself to teach those rookies. Most importantly, Baron is an honourable man with the sense of pride. What he says resonates with my convictions and I wholeheartedly support the institution of the Barony of Languedoc. It will not bring the pride of the Kingdom back, but it certainly would be a first step. Am I for the League? Damn right, I am.

Political division is expected only to increase on Quillan and in Languedoc. Nevertheless, we call upon you to think rationally and refrain from violence.

The report of today is as troubling for Languedoc as for the rest of Gallia - corruption among those entrusted with upholding the law and order within Gallia, the Police of Gallia. The sinful greed and lust for self-assertment at the expense of Gallic citizens has been a topic of discussion for decades even during the reign of the King. However, during the times of the Royal Government gendarmes were in check, especially when dealing with corporations yielding money to the Crown. Now, there is no strong hand to keep corrupt gendarmes in check and the general Gallic public suffers.

This topic popped up now again after the report from MAE, the local engineering corporation, indicating a corporate scout got extorted in Dauphine over discussing the legislation in effect and quote from the gendarme “comparing him with Unione Corse”. The situation looks even worse over the assertion of the gendarme, claiming to be the law incarnated, capable of interpreting the law as it seems fit for the situation.

This comes as no surprise especially now, when Confederation by the lack of existing laws proves its either unwillingness or incapability to deal with the situation in the regions, and the local government of the Minarchy is no better than the organised crime in terms of administration. There have been many planetside reports from Quillan about the lack of professionalism and inappropriate conduct of the local police force. Today, we will hear the opinions about and analysis of the situation, and possible solutions to it.

Firstly, we will hear the representatives of MAE, and the pilot who reported the matter, Emile Lavoisier

Bonjour, Monsieur Lavoisier. Welcome to our studio. Would you be so kind to describe your encounter with the Gendarmerie and impressions on their work?

Bonjour, Francois. Thank you for your hospitality. There is not much to tell about my business prior to meeting the officer. I was running errands for supplying Kerguelen facility when I was passing Dauphine. I should note, that there was Stabiline from Liberty in my cargo hold. Considered contraband during the time of the Kingdom, current legislation says nothing thereon so we presumed the position “if not expressly forbidden - then allowed”. It is not Cardamine or Nox, you know, but actually a legal in Liberty thing deemed to combat Cardamine addiction. With the Outcasts becoming more aggressive in Lorraine, I as a scout deemed appropriate to bring a few samples from Liberty to study them in wake of possible Cardamine spread throughout Gallia. The amount of Stabiline was five crates only and certainly cannot be deemed an “import” en masse to earn on it. Besides, there are no buyers in Gallia, so it is a rather innocuous good.

So I was en route to Languedoc when was stopped by this gendarme, callsign “Blanc”. Typical procedure: greetings, cargo scan, inquiry. Upon seeing Stabiline, gendarme inquired why would I have the contraband in my cargo hold. I replied that there is no law incriminating it as contraband unless the old Royal Legislation is referred to and used. From what I remember, there was no official notice from the Confederation confirming the use of the Royal Legislation. And there is no Confederate Legislation published prohibiting Stabiline. Not prohibited, hence allowed. That was my position. We talked and not to irritate the police officer I agreed to refrain from carrying Stabiline in the future. However, he demanded me to pay the fine for delaying him with discussions regarding legislation. That was obnoxious and preposterous! It became evident one was a corrupt crook, but I stood firmly - this is not something we should as citizens comply with. Word by word, I told the officer about how wrong his actions were and compared him to Unione Corse brigands who run the Minarchy. This comparison alone led to the increase of the fine by 200.000 Francs! Preposterous! However, I did not want it to drag down in the field so I paid him 12 million Francs to keep away. Initiative to pay 10 times more than needed was mine, as we do have such funds and it should have kept the crook busy while I could go about my job. That is basically it.

Indeed troubling encounter. So about the second part of my question - how would you characterise that policeman?

An unprofessional crook! That “officer” was clearly unaware of the laws he was supposed to know. And a brute too! he was interpreting the old null and void laws as he saw fit. Such lack of professionalism cannot be left unanswered and we do have to do something about it.


Merci beaucoup, Monsieur Lavoisier. Now we will hear the opinion of Baron Fabian Montluc, who agreed to comment the incident himself instead of the corporate lawyers. Bonjour in our studio, Monsieur Baron. How would you comment this case and what can we, the citizens, do about it?

Bonjour, Emile. There are no words to describe this incident decently. The closest one being “preposterous”. It is such a shame that in this troubled times when Gallia needs safety and order the most to consolidate people hating each other because of having been on the different sides of the barricades during the Second Gallic War. No cohesion can be achieved under such circumstances.

What saddens me the most as a citizen of Gallia and a taxpayer, is that our money paid to the government are basically wasted for the Gendarmerie is obviously incapable of carrying out the duty entrusted upon them. If that is the case with Gendarmerie, I can only hope that the situation with intelligence services and the navy is better. If not, it is a miracle we ended the war without losses. This certainly does not create an image of Gallia as a strong House where Justice is respected.

What will we do with it? Certainly, we will investigate the matter ourselves first. But we surely will notify the authorities of the Confederation about the incident and will take it to the court if the need arises. We will also provide as much publicity to the case as possible: everyone should know that current police is not reliable.

However, I must thank that corrupt gendarme for attracting the attention of the public to this matter. Such a disgrace strengthened the positions of the Progress League of Quillan. It also prompted me to the idea that we should organise our own Gendarmerie of Languedoc, should the people support the institution of the Barony of Languedoc. Here, in Uxeau-de-Quillan, order and law are upheld by the corporate security that is paid and equipped well and has no need to delve down into corruption. Our city is clean and safe, and we intend to keep it so. And I promise, my fellow citizens, that should we succeed in instituting the Barony, I will go to great length to establish the police force we deserved based on the model of corporate security in Uxeau-de-Quillan. Those men served in the Royal Navy, and their honour and pride alone are a safeguard to remain honest and virtuous surrounded by lawlessness of the Minarchy. The latter, as it seems, is not even interested in creating a well functioning police. Probably, not to interrupt their criminal whealings & dealings.

Was stopped two districts away from my home in **** by a gendarme, who said that because the airway was congested, it was impossible to go through (although it clearly wasn’t, there is never a congested airway on Quillan). He suggested providing a Police escort, provided I would pay. The officer also made indecent allegations, that if I don’t have the money, a “fine woman like me certainly could find a charm to convince the officer”. Had to turn around and take the long way that took extra 30 minutes to get home.


Michelle K. Wrote:Was robbed once. Took the matter to the local police office. Those lazy bastards said they won’t do anything unless I pay them for their work, because they were “underfinanced”. So I decided not to press any charges since it would be useless. They still demanded money from me for “taking their time”. Basically was robbed twice.


Andre C. Wrote:Got into a fight in a bar. I am an ex-marine, so I knew how to handle myself. The opponents were also tough guys, the miners. Both sides had side guns, but it did not mean we were to use them. When the police, two gendarmes, arrived upon the call of the bar owner, they saw a lot of tough men with weapon staring menacingly at each other, said “nah, we are not paid to deal with this stuff” and simply left. Luckily, the miners were really fine fellows - we realised we were about to smash the whole our favourite bar if we continue, so we bought each other drinks and were good. The police though - cowards.

My fellow inhabitants of Languedoc!

The last year was a challenge for all of us: we have endured two lasting wars, one with two Houses of Bretonia and Liberty simultaneously while also being crippled by internal strife between the Royalists and the Republicans. Our Great nation crumbled and had to endure provisional times with no Rule of Law and no order. Now, the Confederacy of Gallia, a successor to the mighty Kingdom, is trying to bring the order back, but what kind of order?

I humbly invite you to dwell on this with me for a bit. The Confederacy emerged from the ashes of war based on an unwilling cessation of hostilities between the Republicans and the Royalists who understood far too well that further confrontation could lead to foreign invasion and destruction of Gallia as we knew it. Did the Republicans really want to back down when they were winning a war against the missing Royalist fleet? I don’t think so. Did the Duke of Burgundy really want to make peace with Republicans? Unlikely, they were about to demote the whole nobility. Those parties did not like each other much, they had a lot of differences and yet they had to unite. Moreover, while the Duke and the republicans were trading tit-for-tat, a new player, the Minarchy, emerged. Now, the nobility of Burgundy and the “freedom-fighters” of Champagne had also to make deals with the criminal bunch of Provence, and mind - as equals. Were they happy? I doubt so.

So what do we have: three groups with contradictory interests trying to band up together to build a state. It comes as no surprise that the chances of successfully building a state with such a setup are slim. It took quite a while for the newly established government to come up with the laws which, I should tell you, do not reflect the current needs of Gallia. When we need economic expansion and build-up inside of Gallia, the laws restrict the mining operations heavily as well as the export of raw materials. Same applies to our superior Gallic technologies which we certainly can export to conquer the market for the influx of foreign capital, instead the Confederate laws lock down the trade of civilian ships selling which certainly would not undermine Gallic domestic matters. Add to this corrupt police that is still out of check, and one third of the whole Gallia run by Unione Corse mafia. I can envision no good order under these circumstances.

My fellow Languedocans! I moved to Quillan shortly after the end of war and endured the post-war hardships with you. We build Uxeau-de-Quillan together, we build MAE together, we are rebuilding Quillan and its industry together, and so it can be for the whole system of Languedoc. You with your own eyes can see the progress we have achieved in such a short time. New migrants from the rest of Gallia are slowly starting to recognise Quillan as a perspective destination to migrate to. New jobs are providing Quillaners with means to afford better live and opening opportunities for SME to gain profit with the new customers who now can afford their services. Now, MAE is looking into opportunities to fertilise more land on Quillan and turn the planet into a blossoming garden, a shining beacon in Gallia.

But the criminal and incompetent leadership of the Minarchy is holding us back. Lack of regulation, corrupt law enforcement, incompetent administrative policy, or better say, lack thereof are but some of the many issues we are facing by staying a part of the Minarchy of Provence. Therefore, I implore you to support of Progress League of Quillan to separate from the Minarchy and join the Gallic Confederacy as a sovereign Barony of Languedoc. Languedoc and Dauphine joined the Minarchy of Provence as opposed to both the Republic and the Grand Duchy not to pick sides and because of the damage both the Royalists and Republicans inflicted upon Languedoc and Dauphine. But now we have a new option! While preserving the best traits of Monarchy of the past centuries that Gallia strived with while combining it with some of the liberal ideals the Republic brags about without delving into socialist dystopia. This Enlightened Monarchy can bring Languedoc peace, stability, and prosperity that we all deserve! I as an experienced administrator that led troops during the war and built fortifications here, on Quillan and now am heading our flourishing Languedocan corporation am humbly proposing to become the Baron and take care of the needs of the population. As of now, MAE possesses well trained corporate security from the ranks of the royal marines who are loyal to Languedoc and its people to serve as the military and the police. We have already drafted extensive legislation that is ready to uphold the Rule of Law in Languedoc in organised and regulated fashion. We are all ready to take the responsibility for the future of Languedoc, all we need is your support!

If you agree with me, go and show it in the streets! Wear the symbolics of the Progress League of Quillan, go into the streets and declare your allegiance, demonstrate that you are against the criminal Minarchy! But remember - refrain from violence, violence is not the way. We do not want to become the outlaws similar to the criminal bunch of the Minarchy. As of now our statistics indicate that two out of three Quillaners support the League, so go and show it, identify your compatriots with similar views and political allegiances, group up and show to the Minarchy that they are not welcome on Quillan and have no power over us as over their criminal puppets. We will be looking attentively and make a march for Barony in Uxeau-de-Quillan tomorrow, at 5 P.M. Join us, and help us build better future!

Have you heard of the Progress League of Quillan? Well if you are from Quillan, after yesterday you definitely have. Thousands supporters of breaking away from the Minarchy of Provence and joining the Gallic Confederation on the rights of a separate subject, the Barony of Languedoc, have marched into the streets showing they allegiance for Baron Montluc de Uxeau by wearing yellow vests symbolising golden fleur-de-lis, the symbol of Quillan Nobility. According to our reports, no less than 5.000 people appeared in the streets wearing yellow vests and symbolics with yellow fleur-de-lis yesterday all around the Quillan.The demonstrations were in most part peaceful except for a few small clashes with the local gendarmerie over being not sober in public.

What seemed a week ago as an unlikely scenario, is now the reality: Quillan is politically awakened and is engaged in debates over its political future. Quillaners who just a few months ago were politically apathetic and joined the Minarchy out of spite for both the Republic and the Grand Duchy now are seriously debating over politics in the streets and on work, be it a mine or spaceport. We managed to take interview with a few participants of peaceful demonstrations about their opinion on the developments and Baron Montluc’s recent public broadcast.

Oui, I went in the streets after my early shift in the mine to show my allegiance to Baron Montluc. People sometimes wonder why we, the miners, support a local noble while many of us welcomed the Consillards during the war. Well, ask where are the republicans now and where was the Counsil during the provisional period? Even during their staying here they did not give us much job, there was no need for our ore. Anyway, Languedoc is far from the Republic, too difficult for us to be with them. Minarchy seemed as a decent option at the time but who knew then that their money won’t bring us much work, and they can’t keep their corrupt gendarmes in check. I frankly don’t care much who will be ruling us, I lived both under the republicans and the royalists. I just want some order here, and that we have jobs. So far, Baron Montluc was delivering this to us, built a whole new city with new schools and hospitals. If he sticks to his promises, I and my family will be more than happy to be his subjects.

I came to Quillan after the war from Amiens away from cold and to find some job for my specialisation. I studied geology at the University of Amiens back before the war and everything was working out great until the collapse of the Monarchy. Our small geo-surveying company that was working for GMS went bankrupt as GMS ran into “transitional period”. Here on Quillan there is great potential for further geo-surveying as the planet is rich in minerals. However, the job was scarce and I had to do various part-time jobs to keep afloat. After MAE started building Uxeau, me and a few colleagues of mine decided to offer our services to them to evaluate the terrain for city building. We got the funding and even managed to reorganise our small company here. Baron Montluc supports local small business. If you have got brains - you won’t be needy on Quillan. I want the things are kept this way so I go out with fleur-de-lis to support the Barony. I had no issue being a subject of le Roi, I guess I won’t have any troubles being a subject of le Baron. Besides, he promises freer rights than under the King, so I guess that is even better, no?

The rally organised by the Baron here in Uxeau - that was magnifique! Moving to Uxeau from the remote mining outpost near the pole was the best decision in the recent years for me. We got some free home robots manufactured by MAE, got some delicious food by Ille-de-France recipes, it was just great! You know, I was born on Quillan. Mostly, this planet has been the one-market town, nothing was going on here except for some poker nights for the miners and, of course, the skirmishes between the republicans and the royalists. Now we have a huge holo-cinema in Uxeau akin to those in the core worlds, we have a modern hospital, we have new schools. Zut, we now have the culture and our own nobleman, the Baron! Call me what you want, I support the style and the culture he has brought to Quillan. As for the work - I am a spaceship engineer, I can always find job. But I had nothing to spend my money on. Now at least I feel like a proud Gaul after all, perhaps will even finally find my mademoiselle, he he!




The announced yesterday March in Uxeau-de-Quillan was the biggest demonstration on Quillan, rallying more than 1.000 people. For a small Quillan with approximately 80.000 inhabitants it is quite a feat. The offworlders were looking with interest at the demonstration, while some recent immigrants were at the top of the march.

The recent polls show that the support rate of the Progress League of Quillan has raised to 73.4% of respondents which if the data collection methodology is trusted amounts for a significant majority of the population of Languedoc system. It should be noted, that most respondents came from Quillan. Political experts link such a rapid increase of the number of the Progress League supporters to heavy investments of MAE in local infrastructure and PR campaigns. The impact of the latter can be seen in the streets all across Quillan with posters like shown below attached to public boards.

Quillan’s local network is also ripe with political ads, some of which went viral, drawing attention even of those who were indifferent to the whole power race.

The analysts prognose that seeing the success of his promotion campaign and the support of the local populace, Baron Montluc might finally declare the institution of the Barony of Languedoc with reliance on the backing of Quillaners and offworlders in Languedoc. Users of social networks also presume that in the meantime Fabian Montluc is recruiting people in the local armed forces because of the leaked recruitment poster.

Although no official recruitment centres have been publicly opened or announced, a few ex-marines of the Royal Navy mentioned in casual talk that they were offered positions in the Baronial Military should the Barony be established. Creation of the local forces to uphold the law and order would come as an expected move from the party aiming at the local governance given the recent scandals with corrupt Gendarmerie and frequent incursions of the Maquis and Gallic Brigands in absence of strong law enforcement.

My fellow supporters and other viewers from Gallia!

Those of you on Quillan might have noticed that MAE ceased all of its activity in Languedoc and disappeared from public life. I do confirm this - me, my family, and my employees had to leave Gallic space under ill-based threats of the Confederate Government that became opposed to the idea of self-governing prosperous Languedoc. The decisions to withdraw instead of fighting came difficult to me, yet no longer I want to put the lives of the inhabitants of Quillan and Languedoc to risk of being caught amidst fire of two rivalling factions as you have suffered too much already during the war. My heart and mind, however, are still with the population of Languedoc and I promise you I will not forget my promises and the responsibility bestowed upon me by your support.

When MAE was created, first and foremost objective of ours was creating a viable source of income for the employees and the corporate leadership to have finances to venture into other public activities. It is with great pride that I mention the highly-professional populace of Languedoc that bolstered our ranks and made it possible to conclude lucrative contracts with EFL & Oil Machinery and the GMS to manufacture ships, smelt ore and refine into high-quality alloys for engineerings works, and revitalisation of mining industry of Quillan, strengthened by the increased need of raw materials. The objective of becoming economically stable was achieved rather fast and it came as no surprise to the locals that MAE ventured into politics. This decision, however, was not easy for us as we well knew the possible reaction of the government of the Confederation.

It is now that I explain to you, fellow viewers, what actually happened. They got scared. They got scared that we would succeed and turn the Gallic Confederation into a real Confederation - a union of sovereign independent states that thrive together despite their differences due to the common interests of Gallia at heart and the spirit of competition among them that drives us, the Gauls, to excellence. They got scared they would lose their meaningless positions of power in their “Assembly” and that their sand castles will be brought to ruin by the local enthusiastic and industrious movements actually doing something useful and rational. The Confederate government accused us of separatism without actually providing the legal basis for their accusation. In doing so the Confederates infringed the Rule of Law in Gallia itself, proving that their decisions are based on an arbitrary whim and thus cannot be consistent and reliable. Moreover, acting on the same whim the Confederation decided to nationalise MAE, acting as if they were some totalitarian communists of the Sol Coalition, the crimes of which are well known to every child in Gallia from the pages of the history books. They have no integrity, no respect for the Rule of Law or the will of the people, and no plan on what to do with the powers vested in them whatsoever. They cannot be trusted. We do not trust them, and you should not as well. I will be completely transparent with you and share our conversation with the Parisian Assembly so that you can judge thereon yourself.

Such blatant incompetence we expected from the Minarchy of Provence. But I should give them credit - they just ignored us and minded their own business for good. The Grand Duchy of Burgundy, however, while officially ignoring the situation has spoken through Nathan de Monfort, the speaker of the Parisian Assembly and, apparently, a noble from the Duchy. Not eloquent in his speech and clearly showing lack of diplomatic courtesy, this spokesperson clearly was unfit for doing the diplomatic job. It seems that the Assembly is composed of people by their pedigree, not on the principles of meritocracy. And while it is a lasting tradition to appoint nobles for the positions of power, one must ascertain that a noble in question is not some inbred obviously lacking the skills to do his job. The Royal aristocracy was a token of superiority of Gallia in culture and hight of thought. It is sad to see that the Grand Duchy of Burgundy is not continuing the royal traditions while remaining a monarchy in name. Think what you want, but the King kept the aristocracy in check and ensured it lived up to the high standards of centuries-old aristocratic traditions.

What is truly surprising is to see the Gallic Republique silent about this situation when their traditional ideological rivals, the aristocracy of the Grand Duchy, suppress the will of the people, their desire of self-determination, and the freedom of enterprise. If I remember the political science correctly, those are essential pillars of democratic ideology that the Republique stands by. Does their silence mean that they are accomplices to these crimes, or that they are now but a puppet of the Confederal government? Well, as the wise saying goes: “The revolution is devised by romantics, carried out by fanatics, and its yield is reaped by scoundrels”. I assume that would be a shame for the founders of the Council to see what now their fabled Republic does.

The situation is dire, mes amies, but there is always a hope. Me and MAE left the space of the Confederation and found safe haven to continue our activity. We will be releasing regular news on the same UNN frequencies where we will be updating you on the developments in Gallia and beyond and serve as your guide to the news you will not hear in Gallia. We will be building anew and once our position is more solidified, we will be inviting those of you willing to undertake the journey to the new frontier and new opportunities. We will be providing information to you on how to legally oppose the Confederal government. For now - keep strong, do not put your lives at risk and choose tje ways of protests that cannot infinge you and your families. NEWS: Violent Protests on Quillan

My name is Francois Vermillion and you are watching Uxeau News Network. All the latest news from Gallia and beyond!

Only a few days have passed since the departure of Baron Montluc from Quillan and the peaceful marches for the Barony rapidly turned into violent clashes with the local law enforcement organs. With one of the biggest local job provider out, a sizeable number of local mines supporting the manufacture of MAE ships and constructions shut down, leaving many miners with no job and no prospects of employment in the nearest future. While GMS mines are still operating, since the Gallic reformation into Confederacy GMS has been preoccupied with internal reorganisation and financial optimisation following the loss of Royal Capital and investments from the aristocracy. Local recently built holo-schools and hospitals supported by MAE had been hastily de-assembled prior to the exodus of MAE, and Uxeau-de-Quillan turned into a husk of the luxurious city it used to be, all infrastructure gone.

The last few days the local populace was dazzled by such developments as nobody could understand what truly was going on. The arrived 5.000 Marine Nationale fueled the suspicions that the Confederate government finally had its say in local politics. Yesterday’s address by Fabian Montluc confirmed the suspicions and prompted Quillaners to the logical conclusion - it was the Confederate government which was to blame in the loss of their jobs and unduly interference with the local life. The undisclosed correspondence of Fabian Montluc with the Speaker of the Parisian Assembly for many Quillaners became the vivid example demonstrating the incompetence and indifference of the Parisian government that had been addressed on the news and by Baron Montluc so many times. The deployment of 5.000 Confederate troops to the small world of Quillan also put a burden on the local population to support and feed the new garrison, increasing the burned on already jobless population.

While it turned out that quite a lot people of Quillan knew about the exodus and some of them decided to leave with Baron Montluc, the others could not leave their home and families and go into the unknown. Now, having little prospects, their interests and aspirations thwarted by the Confederates, Quillaners became enraged enough to show their disdain for the Confederate interference in the streets, organising mass protests and marches of resistance. Our informants from Quillan and participants of the protests report on the violent measures employed by the local Law Enforcement organs and the Confederal troops, instigating further violence.

Those bastards came here following some idiotic orders from Ille-de-France, and now they expect us to feed them? They can go to hell! I lost my job and contract with MAE, and I surely have no money to move to other Gallic worlds where, obviously, I would not find a mining job and face the treatment of those Confederal devils similar to how they treat us now. I finally got the job of a teacher on my native Quillan, and now the holo-school is closed. Great! Merci, confederates, you have outdone yourself again. When you have corrupt gendarmes to take care of - you are silent. When we needed jobs and financial support - you were silent. But should we only start talking about taking the matters in our own hands because of your own incompetence - you send the troops. Well, it is time to show them some Quillanese hospitality with fire and stones.

The move of the government was expected for sure. MAE had it coming, so their departure is not a surprise. I wasn’t much into all those political stuff, I had a safe job, I still do, a token of being a university professor. But now they send the army for us to maintain? No, messieurs, we never asked for that. In principle, we are confederation and confederation is all about many self-governing smaller states that are gathered together for greater prosperity and security. But the primacy is always given to the local states, not to the centre, otherwise there is no point in confederation - it would be another unitary state, losing all benefits of a confederal union. I should also underline the prefix “CON”federation, which implies the union is temporary in nature and the members can leave it should the conditions not satisfy them anymore. That is also democratic. Seems like our Confederal government does not understand that and is not well vested in politics and administration. Same people from the royal times, if you ask me, but without the check of the King and without a strict hierarchy. Everyone is now playing the tug-of-war for illusionary power. As I said, I was far away from all of it but now they try to impose the army on us - so I came here to be solidary with the other Quillaners.

As the reports on the clashes with the local gendarmerie and the sent troops come in, the rumours are spreading that some Quillaners have already taken arms against the Confederal organs and starting to plan an armed rebellion. The situation is aggravated by alleged violence employed by the Confederate agencies towards civilian population. According to our insiders, a few mining ships were hijacked in the spaceport of Quillan, rendering possible opposition of the local population to the Confederal forces in space.

Such situation surely will compromise the defences of the region, paving way for the criminal elements like outcasts and brigands, or creating opportunity for royalists to launch a gambit in the system. At the same time, it is a challenge for Confederacy as the whole to remain on good terms with itself, losing the disposition of its own population as Quillaners’ problems will resonate with the other unasnwered problems in Gallia not being tackled by the Confederal government. The Grand Duchy of Burgundy suffered the biggest reputational loss as the Speaker Nathan de Monfort was the face of the Confederal oppression. This creates opportunity first of all for the Gallic Republic to muster greater support for its democratic ways and to gain the upper hand in the Confederal politics, should it manage to maneuver and avoid the backlash the Confederation is facing right now.
