Description:
Planning information and its distribution are an integral part of the EOS, which have become important for the organization since its inception. An acute need for information and a full orientation in the information network appeared after a serious blow by the infected forces on the structure of the EOS and the Council as a whole - if it were not for the heroic actions of the EOS managers, the Council would become a pawn in the Nomad hands.
Awareness of the need for more dense communications soon led to the fact that the internal ranking system changed in EOS, implying the division of the structure into 3 “layers”, as well as the creation of “fall scenarios”. As a rule, a "single EOS information network" (abbreviated as S.E.I.N.) led to the creation of appropriate software ("S.E.I.N." network) that provides efficient and automatic sorting of information in the archives of the EOS. In fact, the unified network has become something like what every EOS agent should become familiar with before considering himself to be something big in this organization. Therefore, if an agent, commissaire or even an observateur wants to prove themselves, they should be well-versed in the structure of the organization, its "fall scenarios", charter etc.
The data collected below is intended for each member of the EOS and is mandatory for familiarization. As a rule, all data that is not particularly sensitive (within the framework of the EOS).

Notice (1): Any change in the information network must occur with the permission of the observateur. If as such is absent - this is transferred to the hands of the commissaire. In the absence of the latter - see the "fall scenarios".

CHARTER OF EOS
- An army without discipline turns into rabble.

Description:
This charter allows EOS participants to respond appropriately to any foreign objects in Gaul (including people), in order to avoid unnecessary consequences. Proper work with the charter guarantees a good result during the interaction - this determines the productivity of our organization. Following the charter is the key to success. Not following the charter is the guarantee of the unrest and fall of the EOS.
The main provisions of the charter:
- Participation in the EOS is determined for life. You cannot leave EOS unless you have died or become a traitor. These cases also include those if you are unsuitable for further service.
- EOS are an organization of absolute secrecy. Any questions about declassification are determined by the command or Gallic government (with the exception of some cases - check the "fall scenarios" section).
- Any policy is determined by the leadership of the EOS. Any actions on the development of the EOS are discussed with the EOS high command. If as such is absent in any form - check "fall scenarios" section.
- Any high command order must be executed. Any task, despite the complexity, must be completed or suspended for completion. Idiocracy is punishable. It is possible to appeal all orders of the EOS High Command (Obseravetur or commisaires) only after their execution.
- The organization's message code is verified by the organization itself. Any message is sent by the organization for further editing in the archives. Any attempt to copy the message code in order to conduct "own game" will be regarded as treason and punished accordingly. Exceptions are those cases when an EOS participant has received the relevant authority.
Interaction with organizations or individuals:
- Any interaction should obscure your involvement in the EOS.
- During the interaction, any speech forms that you consider necessary are allowed (exceptions are groupings, information about which will be entered in a separate section).
Grouping classification:
- Classification of Sirius groups allows EOS's members to determine the style of communication with them. Compliance with a particular communication style is mandatory in some cases (it will be indicated in the information about the group).
- Revision classification of a group is determined by paragraph number 3 of the main provisions of the charter. The same goes for adding new groupings to the database.
Notice (1): If you see any incorrect clauses in the charter - report about that to the nearest senior officer.
Notice (2): If the charter was violated by a member of the EOS, and you were a witness to this, report to the HC. Trying to hide information is a betrayal.

EOS's STRUCTURE
- Thousands of votes are tied into one. Thousands of children of the Council secretly fight in the name of their homeland. Whether they die or not, it is up to those who stand above them, the observateurs. That is fate.

The presence of a ranking structure in the EOS was envisaged from the very moment of the organization’s inception - it is foolish to believe that the EOS did not have their own internal ranking system, which would allow determining the powers of various individuals. At the same time, the rank in the EOS was not a rank in the power structures - even the Fleet Admiral could be a simple Agent, and an ordinary lieutenant act as an EOS's observateur.
As a rule, the EOS structure system was revised after the conflict with the Nomads and infected people - instead of an inconvenient ranking system, it was decided to divide the EOS into 3 “layers”. Each of the layers has its own powers, which can be regulated individually, but not go beyond what is permitted. The following information is required for familiarization and allows you to accurately understand the meaning of the internal structure of the organization.
There are the following ranks in the EOS (descending):
- Observateur (O) - top rank in EOS. As a rule, a candidate who has been selected by a past observer is nominated for the post of observer. If the old observateur was killed, then the decision on promotion is made by the commissaires. If there are none, see "fall scenarios".
- Commissaire (С) - The right hand, or several hands of the observer. They are leaders and mentors for agents. As a rule, it's verified people who came to their post, having earned the trust of an observateur and other commissaires. These people replace the observateur in the event of his death. If the commissaires and the observateur are absent in the structure of the EOS - see "fall scenarios".
- Agent (A) - As a rule, the lowest "layer" of the EOS and having a minimum of authority. Agents do not have a wide range of actions within the EOS, but, like commissaires or observateur, they can occupy high posts outside the EOS. These people have earned special trust among the commissaires or observateur, showing appropriate qualities for flooding in the EOS. As a rule, agents are entrusted with most of the "dirty work", so they are valued on a par with those who stand above them.
Naming principle (examples):
- O-01 - The letter "O" means the word "observateur", the number "01" indicates the number of observer after the last. That is, the current observer, Maximilian Bernard, is the third in the entire history of the EOS.
- C-01-01 - The letter "C" means the word "commissaire", the first number "01" indicates the level of authority of the commissaire at the moment. The second number "01" means the number of the commissioner after the last. As a rule, the higher the first figure, the lower the powers of the commissaire in the structure of the EOS.
- A-0001 - The letter "A" means "Agent", a four-digit number indicates the number of the agent after the last. If the agent is empowered, then after a four-digit number, the corresponding letter is assigned.

- The involved members of the EOS include agents on intelligence/counterintelligence tasks, agents assigned to manage ships belonging to the EOS (regardless of the ship class).

- Hundreds and sometimes thousands of people gather on this day. Privates and officers - they all sit down and will decide the fate of the EOS together, regardless of rank. This is a sign that we are a family. This is "EOS's reading".

Description:
Throughout its history, the EOS has seen many shocks of one kind or another. The formation of the Council, the capture of the Marne planet, the battle of Languedoc, the Gallic invasion in the Sirius. All these historical periods affected the structure of the EOS: the most secret organization of Gallia tried to be flexible in its decisions and policies - the cost of error was high, and after the conflict with the Nomads EOS they understood this like no other.
The formation of the "EOS readings" is connected with all of the above and, in fact, these same readings appeared almost immediately with the formation of the EOS. In fact, the EOS members, of their own free will (with the exception of the commissaires and the observateur), gathered in a predetermined place at a predetermined time. At the meeting, the EOS participants proposed various ideas related to everything that corresponded to the situation due to which the "reading meeting" took place. This could be a change in the charter, ranking system, various types of information of the EOS. No less important were new sections or pieces of information that could help the organization (for example, "fall scenarios" became the fruit of the 25th reading).
As a rule, the readings are democratic in nature and if the EOS participant, even the Agent, wants to influence the fate of his organization, then it is precisely “reading meetings” that could be the easiest way. Of course, in order for some idea to be accepted, it had to carry titanic arguments that it was this idea that deserved to be introduced into the EOS.
The main provisions on the creation of "reading meetings":
- The organization of "EOS's readings" may occur at any time. The period between readings is 7 days.
- The organization of readings provides an indication of the gathering place where the reading will take place.
- The organization of readings may be carried out by an observateur or authorized commissaires. If neither one nor the other is present - see "fall scenarios".
- Agents have every right to both come to read and refuse to participate in it. Commissaires and observateur - no.
The main provisions of holding "reader meetings":
- Reading ideas occurs in rank order (descending). If there are many people with the same rank, the queue is determined in alphabetical order. As a rule, everyone who confirms their readiness to "read the idea" is entered in the list.
- End of the completion of the list of participants occurs two hours before the start of the readings.
- The decision on the adoption of certain ideas is made by a general vote. After the vote, the commissaires and observateur draw conclusions and issue a final verdict.
- Notices related to new information (or to old) are made or changed by the observateur who was at reading's place. At the same time, old notices may remain old, but should be assigned to a new observateur.
- At the end of the "reading", it should be marked with the corresponding date and period of the beginning and the end (the meeting can last several days).

EOS's FALL SCENARIOS

Description:
Fall scenarios are those scenarios that provide a list of actions under certain circumstances for the EOS, which are fatal or critical for our organization. The end of the world, the announcement of the EOS as illegal, the death of all the governing elements of the organization is an occasion for using the scenarios below.
Scenarios are divided into categories, which allows you to understand the level of events at which this scenario should be used. The use of the scenarios presented below by the EOS participants is mandatory and unquestioning - the role of human life is put in second place, since it is either the fate of the whole world or the fate of the EOS.
The following categories are relevant:
- Scenarios of category "A" - relate to situations that are critical for the EOS or fatal for the national security of Gallia. Events in this category are reversible and can be neutralized if the scenario is observed.
List of scenarios:
Scenario "A-1".
Outlawing EOS, or prosecution of EOS by the government of Gallia.

Description:
Scenario "A-1" refers to those events that are associated with the outlawing of the EOS, or events when the EOS is suppressed by the Gallic government for one reason or another. This scenario was created after the recent events in Gallia and carries the nature of "insurance" in the event of the events presented below.
As a rule, the activation of this order should occur in the following circumstances:
▶ One hundred percent fact of pressure of the Gallic government on the EOS has been established.
▶ EOS have been publicly outlawed.
▶ On the side of Gaul there is not a single supporter who is ready to help EOS (secretly or openly).
For special events (which are confirmed only by the EOS agency, and not publicly) are the following:
▶ It was established that the Gallic government was influenced by the Nomads.
The implementation of this scenario provides for the following points:
- All EOS capital ships should be used as a weapon for ramming special strategic objects of Gallia, which include: shipyards, industrial complexes, research complexes and secret objects. Descent of the ship from the orbit of the planet with the subsequent destruction of the government building is not ruled out. All surviving crew members must commit suicide in any way possible before being captured.
- All original EOS data must be copied to a secure hard drive. All copies of the EOS data must be erased in any way (hacker or physical).
- All secret data about Gallia should be sent to the media, transferred to third parties who are hostile to Gallia, and also used by the EOS in future operations against Gallia (if any are planned).
- In connection with point number one, the EOS leave the Gaul space using a mosquito fleet, being divided into several groups, and make an immediate replacement of ships at the station where it is possible. After that, each group follows to [REDACTED], where the corresponding plastic operations take place on each member of the group and the issuance of new documents. Attention - gender reassignment, if desired by the EOS participant, is allowed and is considered to be a disguise equally.
- After completing the above items of the assignment, EOS participants receive an “honorable resignation” (for an indefinite period), the essence of which is that EOS participants can go about their business, waiting for an order from the high command. At the same time, any activity (both political and public) associated with a fatal outcome is prohibited.
"A-1"-scenario is considered complete if:
▶ The persecution by Gallic government of EOS participants has ended.
▶ Gallia suffered damage that would force them to recognize us as a legitimate organization (or force EOS to come to the rescue).
▶ The Gallic government in its current form was destroyed.
The consequences of running the scenario:
- EOS participants receive a message saying the end of the "honorable resignation": all participants will have to gather in a predetermined place. If the participant refused his further stay in the EOS - he is regarded as a traitor, but is not subjected to harassment.
- After the completion of the fees, EOS participants receive their ranking in the organization back and return to their duties as agents. After that, the entire EOS returns to Gallia, but does not publish information about itself for 1 year.
- After EOS become part of Gallic intelligence again, all EOS participants remain with their former appearance. A change of appearance will be considered by the highest command of the EOS (since it plays the role of the agent’s value), a change of gender to “original” is the agent’s desire and can be done at any time.
Note (1): Important - for scenario activation two of the conditions must be met. Violation of the order of the order can occur only by EOS's observateur.

Scenario "A-2".
"The Fall of Olympus" - the death of the leaders of the EOS, or their infection by Nomads.
- "Self-confidence leads us to kill each other with a smile on our faces. Avoiding this is the key to survival."

Description:
The "A-2" scenario is urgent in nature and is binding on all EOS participants in the circumstances listed in the scenario (which may lead to its beginning). Before a scenario can be considered relevant for execution, the agent needs to make sure several times in a row that the data that led to the start of this scenario is valid.
As a rule, the activation of this order should occur in the following circumstances:
▶ The absolute fact of the death of the leadership of the EOS was established.
▶ There is a lack of persons who are involved in the command of the EOS in the absence of leadership of the organization (the so-called "deputies").
For special events (which are confirmed only by the EOS agency, and not publicly) are the following:
▶ It was established that the EOS High Command was influenced by the Nomads.
The implementation of this scenario provides for the following points:
- All information that is copies of information about the EOS must be erased by any means. Original information should be copied to 3 protected media (1 part of information per 1 medium). All 3 media must be left in the [REDACTED] systems. At the same time, all EOS capital vessels should be put into the maintenance of Gallic intelligence and not be used by EOS until a new leader appears.
- The internal structure of the EOS is divided into several cells, each of which is fixed in the corresponding systems (the EOS software will automatically send a message about who should be in which system). All EOS cells are allowed to conduct joint operations, but it is strictly forbidden to exchange personnel. At the head of the cell stands its leader (this will also be reported from the EOS software).
- EOS software officially announces to the Government of Gaul about the termination of their actions (“temporary freezing of assets”), arguing that “internal transformations”. At the same time, any change in appearance (and gender) by the members of the EOS is prohibited. Modification of documents is allowed, as this procedure is mandatory for EOS operations.
- The heads of each of the cells create a common communication channel, using the same powers and deciding the process of conducting certain operations democratically. An attempt to exceed powers without the consent of all (!) cell leaders is regarded as treason and is punished accordingly.
- New cell leaders elect a new EOS leader with appropriate medical and psychological checks. A candidate can be either a participant in one of the cells or the head of the cell. An attempt to deviate from the verification process (data falsification, sabotage of medical equipment) is regarded as treason and is punished on the spot in any way (even at the cost of one’s own life).
"A-2"-scenario is considered complete if:
▶ EOS has gained a new leader.
▶ EOS's cells were destroyed. This is the destruction of the EOS, respectively.
▶ EOS became part of Gallic intelligence and ceased to exist as an organization ("most likely, it can be regarded as the destruction of EOS" - © O-03).
The consequences of running the scenario:
- All created EOS cells must reunite under one flag. The weight of the cell in the structure of the EOS or its multiplicity does not play a role - the EOS must again become one.
- EOS informs the Gallic government of the completion of "internal transformations", thereby regaining capital assets and the position in Gallic intelligence.
- If the EOS are approaching irreversible destruction, then the Gallic government should receive a statement on the final and irrevocable dissolution of the EOS. At the same time, information about the organization is not subject to distribution. The rest of the EOS will need to find protected media and destroy them. If the "destruction of the EOS" has passed into the "reversible" stage, then the destruction of the data banks is postponed.
Notice (1): Important - activation of the scenario can be considered permitted if both points are followed.
Notice (2): The application for dissolution is a “one-way ticket”.

Scenario "A-3".
Leak of secret information about Gallia into third parties.

Description:
Scenario "A-3" is most likely the scenario whose probability of use tends to the maximum due to the increase in communications and new faces in the Gallic intelligence part. Due to the formation of the Confederation, it is not unlikely that incidents attributed to the scenario will occur.
EOS's members should to verify the facts that lead to the activation of this scenario at least three times. Note that each member of the EOS should know about this scenario.
As a rule, the activation of this order should occur in the following circumstances:
▶ Classified information was leaked.
▶ The leak was not agreed between intelligence and Gallic government.
▶ One hundred percent fact was established that the information leak is reliable (the information is not false).
For special events (which are confirmed only by the EOS agency, and not publicly) are the following:
▶ One hundred percent fact of information leakage from the hands of infected persons or foreign spies was established.
The implementation of this scenario provides for the following points:
- All information about the EOS must be stored on hard drives and transferred to the observateur personally ("S.E.I.N." network should be turned off). The remaining data must be erased in any way (hacker or physical). All names and surnames (as well as location) of current OCI employees should be reported to the observateur. The same goes for information on the members of the EOS. The current members of the EOS in the Gallic media must conduct misinformation or the maximum possible distortion of the data (if information will be transmitted to the media).
- The EOS's internal structure should be divided into several cells, each of which is fixed in the corresponding systems (the EOS software will automatically send a message about who should be in which system). All EOS cells are allowed to conduct joint operations, but it is strictly forbidden to exchange personnel. At the head of the cell stands its leader (this will also be reported from the EOS software).
- EOS members are prohibited from leaving Gallic space during the execution of the scenario. All operations bearing a "foreign character" should be stopped or not started at all. Any member of the EOS who tried to leave Gallia will be regarded as a traitor and spy, respectively. The same should apply to participants in the OCI, which should be monitored (without disclosing the EOS, respectively).
- All capital vessels operated by the EOS must be transferred to the Gallic defence forces structure. All data on ships relating to the EOS must be erased.
- All spies discovered must be interrogated and killed after. EOS members are allowed to kill a spy if he tries to resist at the time of detention.
"A-3"-scenario is considered complete if:
▶ All spies found were interrogated and destroyed.
▶ One hundred percent fact was established that the information leak was stopped and the consequences of the leak were eliminated accordingly.
The consequences of running the scenario:
- All EOS members must return to normal operation: capital ships must be returned to the EOS under various pretexts (and at different times, and not simultaneously). Moreover, the "S.E.I.N." network returns to stable mode again.
- Emergency communication channels are disconnected, a new, single communication channel is created. Past emergency communication channels are deleted, thereby creating the basis for new ones.
- All EOS cells, whatever sizes they would have, are returned to a single whole.
Notice (1): If the information was distorted to the level of untruth (for the EOS), then scenario is considered completed at that moment.
Notice (2): Disclosure of the EOS due to information leakage is not a reason for violation of the EOS's charter.
Notice (3): The execution of the scenario is considered relevant at the moment when 2 conditions are met, one of which must necessarily be the fact of information leakage.

- Scenarios of category "B" - scenarios that appear as a list of indications of those cases when the events are irreversible and are fatal for the whole of Gallia. However, following the scenario will mitigate the consequences.

- Scenarios of category "C" - instructions affecting special situations that affect the entire Sirius Sector and are irreversible and at the same time fatal to all reasonable sentient beings in this sector. Compliance with the scenarios from this category carries only the nature of survival and will not be able to somehow mitigate the consequences.

CLASSIFICATION OF INFORMATION ABOUT OTHER ORGANIZATIONS

Description:
EOS have witnessed many events that forced the EOS to change accordingly. A flexible strategy mixed with even more flexible tactics made EOS the best in their field. The most secret agency of the Council was able to conduct its policy skillfully, refusing to divide into an “enemy" or a "friend" - from the very inception of the organization, everyone members clearly understood that the enemy could be manipulated and friends can be sent to enemies. At the same time, the EOS remained aloof.
The demand for flexible politics has led to the fact that all the well-known for EOS groups of Sirius had to be divided into classifications. Relying on the style of behavior of the groups, the EOS made their conclusions and understood that each group can have its own category, but communication with it should be individual. Nevertheless, classifications are required to “summarize” all the groups as a whole for an approximate understanding of what contact with these groups for the agent (and whether the agent should generally interact with certain groups) entails.
The following classifications of groups are distinguished:
Classification's name: Friendly group.
Class: Safe.
Short description: A friendly group is a group that is allied to the EOS (or represents a strategic benefit to our organization). As a rule, such groups act as allies in the supply, and also as combat allies in support of military resources (ships and people in this case). The behavior of these groups is predictable and controlled by simple manipulations (by their trust).
As a rule, friendly groups are poorly monitored by the EOS due to the fact that they are open to the eyes of the EOS and are not dangerous in the near future. However, caution does not interfere. EOS's members can contact with these groups, actively negotiate (without violating the Charter of the EOS), and provide support as soon as possible. Of course, the EOS hopes that these same groups will provide a reciprocal service in the future. Friendly groups do not know about the existence of the EOS (trust is also not a reason for violation of the charter). Recruiting people from friendly groups is not excluded (attention - only with observateur's permission).
The exception to this situation is the government of the Gallic Republic (former The Council) - the EOS are subordinate to them as their creators. The only option when the EOS will become "on their own" is "fall scenarios".

These groups can carry unpredictable actions, and therefore must be constantly monitored on the Gallic territory or outside it (the latter depends on the order of the observateur).
Due to the unpredictability of behavior, EOS members are allowed to come into contact with these groups only under certain circumstances that are not harmful to the EOS members (without violating the EOS charter). Any attempts to improve relations are encouraged to a limited extent (information about groups will indicate exactly with whom relations should develop and with whom not - keep an eye on the network). It is not ruled out the use of EOS “scouts” in the organization structure to more accurately identify the group’s intentions.
In most cases, groupings are manipulated through misinformation from third sources or by bribery (in the case of mercenaries).

EOS's members are forbidden to make contact with these groups, neglecting negotiations in favor of causing maximum harm. Any combat effectiveness against groups of this classification is encouraged. INFORMATION ABOUT THE GROUP
Description of the "Gallic Royal Enclave"
Group's name: Gallic Royal Enclave.
Group's classification: Hostile group, dangerous.
Description:
Gallic Royal Enclave is a group of people fanatically loyal to King Charles XI and remaining at the front of the war with Bretonia and Liberty even after events such as the genocide of the planet Leeds and New London. At the moment, most of the key vessels of large tonnage under Enclave's control, their territory and the location of strategic facilities are known. The destruction of the Enclave is a matter of time and must happen without fail.
As a rule, people in this group are the remains of the once famous Royal Navy, treacherously invading Sirius in order to subjugate local Sirius's Homes. At the moment, the group has formed on the territory of Roussillon, Aquitaine (Edinburgh) and Orkney (Brittany). The main goal of the Enclave is the return Gallia to the Royal regime, in which there was an invasion of Sirius, as well as maintaining its own position in the above systems until the main goal is achieved. The aggressiveness of the Enclave's actions towards Bretonia and Liberty is explained by their unwillingness to end the war and end it with the victory of Royal Gallia. At the same time, aggression against the Gallic troops is argued by the fact that the Enclave regards them as traitors to the Crown. The latter is due to the fact that after the genocide of the planet Leeds, part of the “invasion troops” was disappointed with the King’s actions (his attempt to escape) and such a ruthless attitude towards the people. This part escaped from the territory of the Enclave back to Gallia.
Due to the fact that the Gallic civilian organizations (GMS, IDF, EFL) have royal roots, it is logical to assume that the Enclave was already trying to establish contacts with them or vice versa.

Description: A distress signal was received from the Zurich system, where was pointed about Enclave battlecruiser in space. EOS, being interested, flew into the system as part of 3 bombers, where they met Gallic Enclave ship. The captain of the ship claimed that the Enclave station was in the system, but did not indicate the exact location.
The captain was asked to surrender, but he refused, after which fire was opened on the ship. The ship was actively moving towards Vaud Cloud. After receiving serious damage, there was a nuclear explosion that destroyed the target. The name of the ship coincides with the one with which the meeting occurred exactly a day ago (28.12.826 - check "2nd contact file").

Description: In connection with the permission of O-03 to carry out punitive operations in the Enclave space, a decision was made on aggressive reconnaissance in battle, scheduled for January 25, 827 AS. Description: On January 28 of 827 AS, while patrolling the Burgundy system, the A-1504 collided with the Maquis ship, the Enclave, and the Liberty Universal Shipping ship. The Enclave ship ordered the Liberty merchant ship to stop, but in time the A-1504 and Maquis ship arrived and let the transport ship leave. Description of "The Maquis"
Group's name: The Maquis.
Group's classification: Unknown group, possible dangerous.
Description:
The Maquis - a former radical terrorist cell of The Council that has existed in it since its official creation (645 AGS). After a series of explosions in the 656-658 AGS with many civilian population's deaths, the Maquis damaged reputation of The Council and were expelled. The group continues its own existence to this day, working closely with The Council since its withdrawal. It was this cooperation that led to the fact that The Council (and EOS) were notified of all strategic objects of the Maquis in the Gallic space and outside it.
Maquis conduct their main activities through political killings, as well as through alliances with the Brigands and the Union Corse. The basic conditions of such unions were created during a long period when the Maquis engaged in smuggling and intentional robberies of Gallic ships. Moreover, effect of these unions with these groups has been increased by respect for the Maquis, based on the fact that the Maquis are the right example of the struggle with the Crown, in contrast to the Council, which is regarded by the Maquis as "idealistic friends who are not ready to shed a lot of blood." The simultaneous alliance with all illegal Gallic factions led to a productive and long-lasting existence of the main Gallic radicals.
After the Confederation was formed, some Maquis cells became outrageous or aggressive towards the actions of the Republic, expecting from it justice in relation to the monarchists, and not negotiations with them (Duchy of Burgundy). Similar hatred can be directed against Maquis.

Description of the "Outcasts"
Group's name: Outcasts.
Group's classification: Hostile group, dangerous.
Description:
Outcasts or the "Maltese Nation" - a pirate group, which is one of the dominant in the Omicrons, along with the Corsairs. Due to hostile relations with the Council and the Crown, the outcasts were prohibited absolutely completely in Gallia and will remain prohibited after the formation of the Confederation. This had the opposite effect: the EOS does not have information about the objects of outcasts in Gallia space (if there are any, which has not been established).
The Maltese nation is not united: within the state there are numerous families involved in smuggling or piracy. It was found that some of the families are interested in the politics and future of their state. Such differences in families and their sources of income have led to the fact that in Malta it is often possible to meet the opposition where all other families have taken a collective decision (the "Republic of Malta" organization as an example). The main subject of smuggling is cardamine: an extremely effective and deadly addictive drug that forces a person to use it until death. It is known that this drug is located on the planet Malta, and the compounds of this drug have become part of the air on the planet, which delivered the Maltese from using the drug on this planet.
Despite the fragmentation between families, the Maltese show themselves as first-class pilots or ship captains: it is logical to assume that the experience of warfare in Malta is huge and built on the war with the Corsairs. With the further development of Malta as a state, this may prove extremely disadvantageous for Gallia. However, Malta does not go where it is not profitable - it was found that cardamine is not as important in the Gallic black market as the NOX.
EOS highlight Malta as one of the main threats to Gallia - this will lead to further operations on their territory. Description: In connection with the comments provided by the Commissaire 28-02 to the EOS expeditionary forces, the tactics of the battle were revised in favor of the anti-mosquito ships, which were made by the gunboats Maturi and Chatou. Description: In connection with the planned siege on January 5, there was a planned gathering of Gallic forces at a minefield protecting the passage to Omicron Tau. (which included agents of the EOS). The purpose of the collection was again a raid on the system.
For the siege, several battleships were used, including "Paris", which is unofficially under the command of the EOS. During the siege, 3 battles took place. Since the reports do not require a large number of characters in the description, appropriate abbreviations were adopted. Thus, the first battle took place in the native rogue system - Omicron Alpha. The second battle took place with a large fleet of outcasts, which Gallic Defence Forces successfully forced to retreat.

Event participants: Destroyer "Democratie", Gunboat "Chatou", A-1504.
Description: This sortie, just like the last one, consists of three battles that relate to the defense by the outcasts of their station, which is subjected to a joint siege by the forces of the MNG and EOS.
In the first part of the sortie (the first two battles), the composition of the EOS reconnaissance group was A-1504 and the "Chatou" gunboat. During a short siege, the outcasts quickly mobilized their forces and tried to harm Confederal Defence Forces, but this attempt crashed. After receiving moderate damage, the fleet continued the siege, which proved to be inappropriate when more capital ships appeared. It was decided to retreat into the Lorraine minefield, luring there the pursuing enemy forces. The tactical trick worked efficiently, so the enemy ships were critically damaged and forced to retreat.
The second part of the sortie (the last, third battle) was carried out using the "Democratie" destroyer, since the group of capital outcast ships in Omicron Tau did not have a corresponding cover, which precluded the possibility of using the "Chatou" in this battle. In a battle with superior enemy forces, two battleships on the side of the Confederate forces were critically damaged, but were able to inflict sufficient damage on enemy ships, thereby paving the way for victory for the entire battlegroup.
It is also worth noting that before the start of all hostilities with the outcast defence forces, a meeting took place between the pilot of the Order and the forces of the EOS and the MNG, the outcome of which can be heard in the negotiations.

Description: On January 13, 827 AS, "Democratie" destroyer was on combat duty in Confederate systems. A signal was received from Maquis representative, which indicated that the Lorraine system contained a outcast battlecruiser blocking the jump gate to Burgundy. During the flight towards Lorraine, there was a conversation during which the Maquis pilot expressed his dissatisfaction with the current state of affairs, and also pointed out that the entire Maquis community was negative about the actions of the Republic. O-03 used a standard psychological method of consent, thereby learning the details of the reasons for such discontent.
After making the jump into the system, "Democratie" and A-1510 did indeed meet the outcast battlecruiser, with whom they immediately entered battle. During severe damage, the bomber controlled by the A-1510 was destroyed, but the agent survived. The "Resorude" destroyer which came to the rescue, leveled the scales in favor of the EOS, which led to critical damage on the enemy battlecruiser.
Before meeting with the battlecruiser, a transport ship was discovered in the Burgundy space, referring to the "Kempetai" organization (Kusari intelligence). For more information about the meeting - see the "Kempetai" organization information.

Description: On January 30, 827 AS, a signal was received from the MNG forces about ongoing hostilities in Omicron Tau. Group's name: Gallic Brigands.
Group's classification: Unknown group, not dangerous.
Description:
Gallic Brigands - This is the most numerous criminal group of Gallia, formed from the poor inhabitants of Gallia, former police officers and corporate employees of Gallia. The main date for the creation of the group is 290 AGS. Due to long-term cooperation with the Council, the EOS is aware of all stations of Brigands in Gallia at the moment.
Despite their abundance and upbringing, rooted in 290 AGS, Brigands are not an organized criminal group. As a rule, each station of this grouping has its own command. This was reflected in the fact that the behavior of the Brigands is ambiguous, has different styles of behavior in battle and during conversations.
