"S.E.I.N." network

- Possession of information is the key to manipulation, leading to complete domination of the enemy. This is what we should always do during our existence. Fulfilled orders and allegiance to the oath - this is what makes us faithful. This is what makes the EOS what they call themselves.

Description:
Planning information and its distribution are an integral part of the EOS, which have become important for the organization since its inception. An acute need for information and a full orientation in the information network appeared after a serious blow by the infected forces on the structure of the EOS and the Council as a whole - if it were not for the heroic actions of the EOS managers, the Council would become a pawn in the Nomad hands.

Awareness of the need for more dense communications soon led to the fact that the internal ranking system changed in EOS, implying the division of the structure into 3 “layers”, as well as the creation of “fall scenarios”. As a rule, a "single EOS information network" (abbreviated as S.E.I.N.) led to the creation of appropriate software ("S.E.I.N." network) that provides efficient and automatic sorting of information in the archives of the EOS. In fact, the unified network has become something like what every EOS agent should become familiar with before considering himself to be something big in this organization. Therefore, if an agent, commissaire or even an observateur wants to prove themselves, they should be well-versed in the structure of the organization, its "fall scenarios", charter etc.

The data collected below is intended for each member of the EOS and is mandatory for familiarization. As a rule, all data that is not particularly sensitive (within the framework of the EOS).

Notice (1): Any change in the information network must occur with the permission of the observateur. If as such is absent - this is transferred to the hands of the commissaire. In the absence of the latter - see the "fall scenarios".

CHARTER OF EOS

- An army without discipline turns into rabble.

Description:
This charter allows EOS participants to respond appropriately to any foreign objects in Gaul (including people), in order to avoid unnecessary consequences. Proper work with the charter guarantees a good result during the interaction - this determines the productivity of our organization. Following the charter is the key to success. Not following the charter is the guarantee of the unrest and fall of the EOS.
The main provisions of the charter:
  1. Participation in the EOS is determined for life. You cannot leave EOS unless you have died or become a traitor. These cases also include those if you are unsuitable for further service.
  2. EOS are an organization of absolute secrecy. Any questions about declassification are determined by the command or Gallic government (with the exception of some cases - check the "fall scenarios" section).
  3. Any policy is determined by the leadership of the EOS. Any actions on the development of the EOS are discussed with the EOS high command. If as such is absent in any form - check "fall scenarios" section.
  4. Any high command order must be executed. Any task, despite the complexity, must be completed or suspended for completion. Idiocracy is punishable. It is possible to appeal all orders of the EOS High Command (Obseravetur or commisaires) only after their execution.
  5. The organization's message code is verified by the organization itself. Any message is sent by the organization for further editing in the archives. Any attempt to copy the message code in order to conduct "own game" will be regarded as treason and punished accordingly. Exceptions are those cases when an EOS participant has received the relevant authority.

Interaction with organizations or individuals:
  1. Any interaction should obscure your involvement in the EOS.
  2. During the interaction, any speech forms that you consider necessary are allowed (exceptions are groupings, information about which will be entered in a separate section).

Grouping classification:
  1. Classification of Sirius groups allows EOS's members to determine the style of communication with them. Compliance with a particular communication style is mandatory in some cases (it will be indicated in the information about the group).
  2. Revision classification of a group is determined by paragraph number 3 of the main provisions of the charter. The same goes for adding new groupings to the database.

Notice (1): If you see any incorrect clauses in the charter - report about that to the nearest senior officer.
Notice (2): If the charter was violated by a member of the EOS, and you were a witness to this, report to the HC. Trying to hide information is a betrayal.
Notice (3): “Notice (2)” is binding and is considered part of the current charter.

EOS's STRUCTURE

- Thousands of votes are tied into one. Thousands of children of the Council secretly fight in the name of their homeland. Whether they die or not, it is up to those who stand above them, the observateurs. That is fate.

Description:
The presence of a ranking structure in the EOS was envisaged from the very moment of the organization’s inception - it is foolish to believe that the EOS did not have their own internal ranking system, which would allow determining the powers of various individuals. At the same time, the rank in the EOS was not a rank in the power structures - even the Fleet Admiral could be a simple Agent, and an ordinary lieutenant act as an EOS's observateur.

As a rule, the EOS structure system was revised after the conflict with the Nomads and infected people - instead of an inconvenient ranking system, it was decided to divide the EOS into 3 “layers”. Each of the layers has its own powers, which can be regulated individually, but not go beyond what is permitted. The following information is required for familiarization and allows you to accurately understand the meaning of the internal structure of the organization.


There are the following ranks in the EOS (descending):
  • Observateur (O) - top rank in EOS. As a rule, a candidate who has been selected by a past observer is nominated for the post of observer. If the old observateur was killed, then the decision on promotion is made by the commissaires. If there are none, see "fall scenarios".
  • Commissaire (С) - The right hand, or several hands of the observer. They are leaders and mentors for agents. As a rule, it's verified people who came to their post, having earned the trust of an observateur and other commissaires. These people replace the observateur in the event of his death. If the commissaires and the observateur are absent in the structure of the EOS - see "fall scenarios".
  • Agent (A) - As a rule, the lowest "layer" of the EOS and having a minimum of authority. Agents do not have a wide range of actions within the EOS, but, like commissaires or observateur, they can occupy high posts outside the EOS. These people have earned special trust among the commissaires or observateur, showing appropriate qualities for flooding in the EOS. As a rule, agents are entrusted with most of the "dirty work", so they are valued on a par with those who stand above them.

Naming principle (examples):
  • O-01 - The letter "O" means the word "observateur", the number "01" indicates the number of observer after the last. That is, the current observer, Maximilian Bernard, is the third in the entire history of the EOS.
  • C-01-01 - The letter "C" means the word "commissaire", the first number "01" indicates the level of authority of the commissaire at the moment. The second number "01" means the number of the commissioner after the last. As a rule, the higher the first figure, the lower the powers of the commissaire in the structure of the EOS.
  • A-0001 - The letter "A" means "Agent", a four-digit number indicates the number of the agent after the last. If the agent is empowered, then after a four-digit number, the corresponding letter is assigned.

EOS's READINGS

- Hundreds and sometimes thousands of people gather on this day. Privates and officers - they all sit down and will decide the fate of the EOS together, regardless of rank. This is a sign that we are a family. This is "EOS's reading".

Description:
Throughout its history, the EOS has seen many shocks of one kind or another. The formation of the Council, the capture of the Marne planet, the battle of Languedoc, the Gallic invasion in the Sirius. All these historical periods affected the structure of the EOS: the most secret organization of Gallia tried to be flexible in its decisions and policies - the cost of error was high, and after the conflict with the Nomads EOS they understood this like no other.

The formation of the "EOS readings" is connected with all of the above and, in fact, these same readings appeared almost immediately with the formation of the EOS. In fact, the EOS members, of their own free will (with the exception of the commissaires and the observateur), gathered in a predetermined place at a predetermined time. At the meeting, the EOS participants proposed various ideas related to everything that corresponded to the situation due to which the "reading meeting" took place. This could be a change in the charter, ranking system, various types of information of the EOS. No less important were new sections or pieces of information that could help the organization (for example, "fall scenarios" became the fruit of the 25th reading).

As a rule, the readings are democratic in nature and if the EOS participant, even the Agent, wants to influence the fate of his organization, then it is precisely “reading meetings” that could be the easiest way. Of course, in order for some idea to be accepted, it had to carry titanic arguments that it was this idea that deserved to be introduced into the EOS.


The main provisions on the creation of "reading meetings":
  • The organization of "EOS's readings" may occur at any time. The period between readings is 7 days.
  • The organization of readings provides an indication of the gathering place where the reading will take place.
  • The organization of readings may be carried out by an observateur or authorized commissaires. If neither one nor the other is present - see "fall scenarios".
  • Agents have every right to both come to read and refuse to participate in it. Commissaires and observateur - no.

The main provisions of holding "reader meetings":
  • Reading ideas occurs in rank order (descending). If there are many people with the same rank, the queue is determined in alphabetical order. As a rule, everyone who confirms their readiness to "read the idea" is entered in the list.
  • End of the completion of the list of participants occurs two hours before the start of the readings.
  • The decision on the adoption of certain ideas is made by a general vote. After the vote, the commissaires and observateur draw conclusions and issue a final verdict.
  • Notices related to new information (or to old) are made or changed by the observateur who was at reading's place. At the same time, old notices may remain old, but should be assigned to a new observateur.
  • At the end of the "reading", it should be marked with the corresponding date and period of the beginning and the end (the meeting can last several days).

EOS's FALL SCENARIOS

- "It doesn’t matter who you are in EOS and what post you occupy. One day will unite us all."

Description:
Fall scenarios are those scenarios that provide a list of actions under certain circumstances for the EOS, which are fatal or critical for our organization. The end of the world, the announcement of the EOS as illegal, the death of all the governing elements of the organization is an occasion for using the scenarios below.

Scenarios are divided into categories, which allows you to understand the level of events at which this scenario should be used. The use of the scenarios presented below by the EOS participants is mandatory and unquestioning - the role of human life is put in second place, since it is either the fate of the whole world or the fate of the EOS.

The following categories are relevant:

Notice (1): If the methods listed in the execution of a particular scenario seem inappropriate, contact your nearest commissaire or observateur.
Notice (2): Any ideas about morality or humanity should go by the wayside in the execution of a particular scenario.

CLASSIFICATION OF INFORMATION ABOUT OTHER ORGANIZATIONS

Description:
EOS have witnessed many events that forced the EOS to change accordingly. A flexible strategy mixed with even more flexible tactics made EOS the best in their field. The most secret agency of the Council was able to conduct its policy skillfully, refusing to divide into an “enemy" or a "friend" - from the very inception of the organization, everyone members clearly understood that the enemy could be manipulated and friends can be sent to enemies. At the same time, the EOS remained aloof.

The demand for flexible politics has led to the fact that all the well-known for EOS groups of Sirius had to be divided into classifications. Relying on the style of behavior of the groups, the EOS made their conclusions and understood that each group can have its own category, but communication with it should be individual. Nevertheless, classifications are required to “summarize” all the groups as a whole for an approximate understanding of what contact with these groups for the agent (and whether the agent should generally interact with certain groups) entails.

The following classifications of groups are distinguished:

Notice (1): The transition of a group from classification to classification is carried out only through an observateur. If he is not there, the commissaires do it. In the absence of both of these - see "fall scenarios".
Notice (2): Since the observateur is involved in the issuance of changes about the policy in relation to a particular group, in the absence of him the commissaires should deal with this. In the absence of both of these - see "fall scenarios".
Notice (3): Any change in policy to a particular group will be reported.

INFORMATION ABOUT THE GROUP
Description of the "Gallic Royal Enclave"

Group's name: Gallic Royal Enclave.
Group's classification: Hostile group, dangerous.

Description:
Gallic Royal Enclave is a group of people fanatically loyal to King Charles XI and remaining at the front of the war with Bretonia and Liberty even after events such as the genocide of the planet Leeds and New London. At the moment, most of the key vessels of large tonnage under Enclave's control, their territory and the location of strategic facilities are known. The destruction of the Enclave is a matter of time and must happen without fail.

As a rule, people in this group are the remains of the once famous Royal Navy, treacherously invading Sirius in order to subjugate local Sirius's Homes. At the moment, the group has formed on the territory of Roussillon, Aquitaine (Edinburgh) and Orkney (Brittany). The main goal of the Enclave is the return Gallia to the Royal regime, in which there was an invasion of Sirius, as well as maintaining its own position in the above systems until the main goal is achieved. The aggressiveness of the Enclave's actions towards Bretonia and Liberty is explained by their unwillingness to end the war and end it with the victory of Royal Gallia. At the same time, aggression against the Gallic troops is argued by the fact that the Enclave regards them as traitors to the Crown. The latter is due to the fact that after the genocide of the planet Leeds, part of the “invasion troops” was disappointed with the King’s actions (his attempt to escape) and such a ruthless attitude towards the people. This part escaped from the territory of the Enclave back to Gallia.

Due to the fact that the Gallic civilian organizations (GMS, IDF, EFL) have royal roots, it is logical to assume that the Enclave was already trying to establish contacts with them or vice versa.

  1. EOS members are forbidden to make any attempts to return the people of the Enclave back to Gallia through negotiations without the permission of an observateur.
  2. EOS members are allowed to use weapons without proper warning in relation to the members of the Enclave anywhere in Sirius.
  3. Punitive operations, sabotage operations, propaganda and espionage are permitted. These operations must be authorized by the observateur or commissaire to perform.
  4. All captured members of the Enclave must be interrogated. The outcome of the interrogation (lethal or positive) should be governed by the situation in which the capture took place.
  5. Any Enclave spies in the Gallia must be caught, interrogated, and destroyed. The role of the spy in the structure of the Gallia does not play a role.
  6. Assistance to any groups engaged in hostilities against the Enclave is permitted. Permanent union with these groups is established only with the permission of the observateur or an authorized commissaire.
  7. Suppression of the support by any organization to the Enclave is mandatory.

Negotiation protocols:

Notice (1): The destruction of the Enclave is a priority for the EOS at the moment.
Notice (2): The use of capital ships against the Enclave should be authorized only by an authorized commissaire or observateur. If both are absent - see "fall scenarios".
Notice (3): In connection with the fulfillment of certain duties through an observateur, in his absence, the commissaires should be engaged in the tasks of pursuing a policy with the Enclave. If both are absent - see "fall scenarios".
Notice (4): Any policy changes regarding the Gallic Enclave will be reported.

INFORMATION ABOUT THE GROUP
Description of "The Maquis"

Group's name: The Maquis.
Group's classification: Unknown group, possible dangerous.

Description:
The Maquis - a former radical terrorist cell of The Council that has existed in it since its official creation (645 AGS). After a series of explosions in the 656-658 AGS with many civilian population's deaths, the Maquis damaged reputation of The Council and were expelled. The group continues its own existence to this day, working closely with The Council since its withdrawal. It was this cooperation that led to the fact that The Council (and EOS) were notified of all strategic objects of the Maquis in the Gallic space and outside it.

Maquis conduct their main activities through political killings, as well as through alliances with the Brigands and the Union Corse. The basic conditions of such unions were created during a long period when the Maquis engaged in smuggling and intentional robberies of Gallic ships. Moreover, effect of these unions with these groups has been increased by respect for the Maquis, based on the fact that the Maquis are the right example of the struggle with the Crown, in contrast to the Council, which is regarded by the Maquis as "idealistic friends who are not ready to shed a lot of blood." The simultaneous alliance with all illegal Gallic factions led to a productive and long-lasting existence of the main Gallic radicals.

After the Confederation was formed, some Maquis cells became outrageous or aggressive towards the actions of the Republic, expecting from it justice in relation to the monarchists, and not negotiations with them (Duchy of Burgundy). Similar hatred can be directed against Maquis.

  3. Any negotiations with the Maquis must be accompanied by full agreement with the situation in the Gallic Confederation.
  4. Any attempt by Maquis to harm Gallic Confederation or Gallic Republic must be suppressed by arms under any circumstances.

Notice (1): No one except the Gallic Republic and the illegal Gallic factions knows about the location of all Maquis's bases.
Notice (2): Any diplomatic contacts with Maquis should lead to the creation of trust on their part with the agents of the EOS.
Notice (3): Due to the fact that some of the actions in politics towards Maquis are carried out through the permission of the observateur, then in his absence the commissaires should do this. If both are absent - see "fall scenarios".

INFORMATION ABOUT THE GROUP
Description of the "Outcasts"

Group's name: Outcasts.
Group's classification: Hostile group, dangerous.

Description:
Outcasts or the "Maltese Nation" - a pirate group, which is one of the dominant in the Omicrons, along with the Corsairs. Due to hostile relations with the Council and the Crown, the outcasts were prohibited absolutely completely in Gallia and will remain prohibited after the formation of the Confederation. This had the opposite effect: the EOS does not have information about the objects of outcasts in Gallia space (if there are any, which has not been established).

The Maltese nation is not united: within the state there are numerous families involved in smuggling or piracy. It was found that some of the families are interested in the politics and future of their state. Such differences in families and their sources of income have led to the fact that in Malta it is often possible to meet the opposition where all other families have taken a collective decision (the "Republic of Malta" organization as an example). The main subject of smuggling is cardamine: an extremely effective and deadly addictive drug that forces a person to use it until death. It is known that this drug is located on the planet Malta, and the compounds of this drug have become part of the air on the planet, which delivered the Maltese from using the drug on this planet.

Despite the fragmentation between families, the Maltese show themselves as first-class pilots or ship captains: it is logical to assume that the experience of warfare in Malta is huge and built on the war with the Corsairs. With the further development of Malta as a state, this may prove extremely disadvantageous for Gallia. However, Malta does not go where it is not profitable - it was found that cardamine is not as important in the Gallic black market as the NOX.

EOS highlight Malta as one of the main threats to Gallia - this will lead to further operations on their territory. Due to the fact that the officially known route to Malta from the Lorraine system is known, the EOS is counting on cooperation with the forces of the Duchy in the near future. Cooperation with the Minarchy on punitive operations against Malta in the Tau worlds (in particular, in Tau-23) is not unnoticed. The above plans are feasible and awaiting implementation.

  1. EOS members are prohibited from negotiating with the Outcasts both in Gallia and beyond. Instead of negotiations, priority is given to armed action.

  3. Any outcasts caught must be interrogated and then destroyed. Provided information should be detailed, down to the smallest detail.
  4. Assistance to any groups engaged in hostilities against the Outcasts is permitted. Permanent union with these groups is established only with the permission of the observateur or an authorized commissaire.
  5. Use of capital ships against outcasts is allowed only in the Gallic space. In other cases - contact the observateur.

Negotiation protocols:

Notice (1): Isolation Gallia from outcasts and the destruction of the cardamine market on Gallic territory is a priority for the EOS.
Notice (2): Since most operations are carried out through an observateur, in his absence, an authorized commissaire should do this. If both are absent - see "fall scenarios".
Notice (3): Cooperation with the opposition in Malta is one way to disrupt the structure of this group.
Notice (4): Any policy changes regarding the outcasts will be reported.

INFORMATION ABOUT THE GROUP
Description of "Gallic Brigands"

Group's name: Gallic Brigands.
Group's classification: Unknown group, not dangerous.

Description:
Gallic Brigands - This is the most numerous criminal group of Gallia, formed from the poor inhabitants of Gallia, former police officers and corporate employees of Gallia. The main date for the creation of the group is 290 AGS. Due to long-term cooperation with the Council, the EOS is aware of all stations of Brigands in Gallia at the moment.

Despite their abundance and upbringing, rooted in 290 AGS, Brigands are not an organized criminal group. As a rule, each station of this grouping has its own command. This was reflected in the fact that the behavior of the Brigands is ambiguous, has different styles of behavior in battle and during conversations. The lack of organization did not result in low Brigands profit: the main sources of income are piracy and smuggling. There are instances of Brigands collaborating with corrupt cops. Due to the strong influence of the Brigands on the black market, the Union Corse strive to change the situation in their favor, but at the same time remain partners for the Brigands.

It is worth noting that the Brigands have elders, which include each head of the station. Meetings of elders also periodically take place, during which issues important to the Brigands are discussed.

In connection with the end of the war and the reform of the Gallic government into the Confederate, the position of the Brigands to the current situation remains uncertain. The use of Brigands as the main privateer force of the Confederation remains inexpedient due to the fact that the Brigands control Gallic black market, the loss of which will become unprofitable for them.

  1. EOS members are allowed to make contact with Brigands. At the same time, disclosing yourself as an agent of the EOS is prohibited.
  2. EOS members are allowed to provide armed support to Brigands only in Gallia systems or systems bordering Gallia.
  3. Support to Gallic Brigands is allowed in their military operations that do not affect Gallic civilian population. As a rule, permission to participate in such operations is requested from an observateur or commissaire.
  4. Material support for the Gallic Brigands is allowed. The compilation of convoys with military or civil materials must necessarily be approved by an observateur or an authorized commissaire.

Negotiation protocols:

Notice (1): No one except the Gallic Republic knows about the location of all Brigand bases.
Notice (2): At the moment, confirmation of the establishment of the fact of hostility of the Brigands to the Republic and the Confederation as a whole is expected.
