The Kusari State Police is a disciplined force of career personnel assigned to uphold the law within Kusari core space and protect Kusari commercial interests.


History

After the colonization of Kusari in 4 A.S., numerous planetary police forces were formed to maintain peace and order in the newly created settlements on Kusari soil. These local police organizations were responsible only for their own precincts and held no authority outside of the areas they patrolled. After the successful Sakura Coup in 321, the new Shogun called for a reorganization of Kusari’s police forces, presumably as a chance to remove any remaining Hideyoshi loyalists. Combining all of the autonomous police organizations, the newly-christened Kusari State Police (KSP) was put under the direct control of the Machi-bugyo, or the magistrates of Kusari’s major urban centres. The KSP was tasked with policing civilian and samurai alike.

Several years after the founding of the KSP, the Machi-bugyo saw fit to create a separate branch of the police. The individuals in this new organization, known as the Ometsuke, were given the task of gathering intelligence from the Daimyo, the most highly-ranked lords of Kusari’s civilian society. The Ometsuke were masters of espionage and were indispensable assets in keeping the various feudal lords of Kusari under police control. Over time, the Ometsuke evolved into a much greater intelligence organization, and are now known as the Kempeitai. Since its creation, the Kempeitai has expanded its horizons and now engages in many other activities centred on the protection of Kusari’s interests, both inside and outside of its borders. They no longer serve under the KSP, but instead, answer only to the KNF’s Kaigun Taisho and the Emperor himself.

The most notable change in the history of the Kusari State Police was their expansion into outer-space, early in the fifth century. Previously, spaceborne law-enforcement was the job of the Kusari Naval Forces, who were tasked with patrolling Kusari-controlled systems and protecting civilian travellers within their space. However, with the emergence of new terrorist groups like the Blood Dragons, maintaining order along the trade lanes became much more difficult. The KSP offered its services in the form of providing pilots to patrol Kusari core space, keeping an eye out for potential threats and helping where they could. In the course of only a few years, the KSP became the primary law-enforcement officers in all of Kusari, both on planets and above them.

Today, Kusari State Police is comprised of a relatively small number of officers, as it has always been. They handle the delicate task of managing the daily politics of Kusari and protect civilian vessels within their jurisdiction. Since Kishiro, Samura, and the Hogosha tend to do their own 'policing', KSP officers are mainly tasked with controlling the foreigners, pirates, and disruptive elements such as the Golden Chrysanthemums or the Blood Dragons, and taking care of the cases where internal politics spill over into the public. In the days of the Ometsuke, KSP officers were also given the task of policing the Naval Forces. However, with the formation of the Kempeitai, this task was taken out of the hands of the KSP. Instead, KSP and KNF forces can be seen cooperating on a daily basis, with very little friction between the two.


Ranking System

Commissioner 警視長 (Keishi-chō) is the top-ranking officer in the Kusari State Police force. The Commissioner works to assist the High Commissioner in the maintenance and structure of the KSP. Furthermore, the Commissioner works to recruit through proactive training and progression of all members of the KSP.

Superintendent 警視 (Keishi) is the second highest ranking officer and is assistant to the commissioner and oversees the overall performance of officers. The Superintendent is also responsible for initiating disciplinary and remedial actions against officers.

Inspector 検査官 (Kensakan) is considered a lower management position within Kusari State Police. They are responsible for maintaining the internal affairs of the police forces, promoting publicity, and handling delicate diplomatic situations. They work closely with the High Commissioner to ensure that everything within the jurisdiction of the KSP runs smoothly and efficiently.

Sergeant 巡査部長 (Junsa-buchō) is the shift commander and platoon commander within KSP. They deal with priority matters that arise during patrols.

Officer 巡査 (Junsa) is the patrolling police of Kusari. They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life. This may be the "lowest" rank within the Kusari State Police, but even the officer has authority over all civilian vessels within Kusari space.

CHIMAERA SQUAD






Chimaera Squad are a set of highly trained individuals who are always on standby, to assist other officers in the field or to bolster the SAT team when they need a crack fighter assault team to handle other fighter vessels.

They constantly train hard and keep their skills to a high standard and ready for the chance to to go into combat situations. They call themselves the Chimaera "Dragons",they go in fast and go in without regard for their own safety, but for the safety of others. This new team has been approved by the Commissioner and is to be lead by one of the most experienced officers we have.

This combat team all fly the Chimaera vessel, hence the name of the squad, and this vessel is highly maneuverable and each pilot has his own way of setting the vessel up. Once airborn these vessels are swift to get to their destination and it is very rare to see one on its own without other squad members present, but it is known to happen. And if you do come across one of these individuals and you are a hostile, you will not want them to catch you.

All Chimaera vessels have encrypted codenames and non of these pilots ever broadcast their real identity, for obvious reasons.

Kusari State Police



SPECIAL ASSAULT TEAM
特殊部隊, Tokushu Butai



After prior agreement from the Kusari Government the State Police has commissioned our newest fleet of Capital vessels. They are known as the Special Assault Team.

A very handy addition to the fleet as they can assist the Imperial Navy with operations and also be a part of a quick response group, that can repel other invading hostile capital vessels. Codenamed vessels are a part of this fleet, and are all commanded by superior officers within the State Police.

Crews are highly trained and efficient at making sure these vessels perform to a high standard. This fleet is capped to an initial five vessels, which consist of two Komainu class Battlecruisers and three Takeda class Destroyers that will defend as well as attack with the Battlecruisers.

Chimaera Squad and also regular officers within the State police can bolster this fleet with some awesome firepower if needed. Supporting the Imperial Navy is one of its main tasks, but it can also be used as a standalone fleet if necessary.

Assault team Capital vessels will be used as docking areas for Chimaera squad who can reload and also repair their vessels if needed.

Primary (Green) zone:
All police units are expected to uphold and enforce the Kusari Legal Codex within this zone.
Secondary (Yellow) zone:
Police units may venture into this zone in certain circumstances (e.g. in pursuit of a smuggler to bring them to justice).
Restricted (Red) zone:
Police units may only enter this zone with the express permission of the Keishi-chō, or in a special operation supporting the Naval Forces.
