Greetings, Police Chief Holiday. Kensei Yoshida, from Ministry of Internal Affairs and Justice. In normal occasions, a member of the Foreign Affairs would attend to this communication, but matters with the unfortunate involvement of the KSP have drawn my attention. I regret that the circumstances for our first meeting are not pleasant.

I took the liberty of reviewing your LPI report on the |KSP|Diplomacy incident, and if it turns out true, it represents an appalling breach of diplomatic and security protocols employed by the Houses of Sirius, and I would like to offer our profound apologies. The Government of Kusari does not endorse breaches of good relations and disregard of sovereignty and local authority, and we promise to investigate the matter further on our end.

We are beginning an inquiry on the Kusari State Police, and on the movements and intentions of the High Commissioner, if he was truly present aboard the Diplomacy.

The Ministry of Justice expresses the desire to compensate the LPI for the troubles incurred by the KSP activity, but we were unable to find a suitable value assigned to similar infractions on the Liberty Penal code, other than the order of expulsion that you have readily enforced. We would also like clarification on Liberty Laws Section Three, Subsection II, regarding Foreign Warships permissions and requests. The Kusari Government would like clarification if this case applies to military grade vessels employed by foreign agencies, or if it also applies to any and all vessels under the flag of a foreign state agency.

In regards to the incidents perpetrated by the "Kusari Intelligence agents".

Since the Reforms of the Empire, the Kempeitai has been brought under the jurisdiction of the office of the Shogun, being put under the same authority that oversees the Kusari Naval Forces, and therefore not directly operating with the (civilian) Government and it's institutions. While the Shogun's Office declines to fully disclose the details about the Kempeitai agency, it has stated that the Agency is currently suspended in its functions until a new directorate is established, and that no active KPT operations outside of Kusari borders are being performed, or endorsed by the authority overseeing the agency.

The Ministry and the Government of Kusari send their condolences to the bereaved family of the officer who has perished while on duty. The Liberty Security Force has stated their measures regarding the case, and the Kusari Government finds the resolution correct and appropriate for the circumstances.

As a last matter, we welcome the initiative of LPI of opening channels for improving cooperation between police agencies in both Houses. We will consult the KSP in regard this matter to study the viability of the proposals.
