A middle aged man with a military bearing sat behind a wooden table, a large window in the background showing open water, perhaps a large lake. He wore a neat military uniform which looked similar to the Bretonian Ground Forces uniforms for field officers.

"Good day to you Commodore. My name is John Lavarack and i've been appointed by the head of our Enclave to be the one to handle all the diplomacy regarding the.... complicated situation surrounding Sydney. I'm sure you're wondering whether we're just another one of those angry zoner groups that have been causing nuisances all over the planet."


He seemed amused as he mentioned the sporadic yet ongoing disturbances caused by zoner "resistance" groups as well as vagabond corsair bandits. A couple of aircraft flew by the window, suggesting it was very high up.


"While you may not believe it, we are not. I suppose i should explain a bit more before i get to the point. The Enclave is an independent collective that was first established by a group of discordian zoners approximately eight years ago who made the uninhabited Glebe Island their home and territory. Two years after that, they rescued bretonian refugees and my unit from Leeds after the first surge of the invasion by the Gallic royalists."

"We've spent a good few years making the island a nice and safe place to live so the bringing of Sydney into the Bretonian fold present a complex situation to deal with. Would you be averse to a meeting in Port Sterling or another suitably neutral place to discuss the whole long story and how things could be worked out from here?. I look forward to your reply."

I have seen and understood its contents, but I must apologize, because I will be unable to attend any meetings in person outside of Chateau d'Or, the BAF HQ on Planet Exeter, for an indefinite time. I have been very busy since the Coalition declared war on the Kingdom of Bretonia. However, if you have important issues that you would like me to address, I would be happy to receive another message from you. "Apologies for the delay Governor. There were some unexpected security complications recently and the Enclave's security forces have spent the intervening time cleaning up the trash. A regular trade caravan from one of the other cities turned out to be filled with rebel and corsair raiders, after our weapons and supplies for their own plans no doubt."


Small columns of smoke could be seen in the background through the window while the distant sounds of intermittent gunfire could be heard.


"The Enclave's advisory body has discussed what exactly we would like to request but also to offer. I will get to those later on as i am indeed curious about this job you are offering. Pray tell of the details please. "

"That is certainly a curious proposal. More than a few eyebrows were raised when i brought the topic to the enclave council. We presume that your offer is pursuant to some form of legally recognized representation for the zoner populace that chooses to still live on the planet?."

"While the offer is intriguing, it is quite lacking in specific detail. I presume that you, and by extension the Bretonian Government, have some sort of clear structure in mind regarding this. If you do, we would like to hear about it so that we may make a well-informed decision on your offer."

Esteemed Mister Lavarack,

The Sydney Accords stipulated that Zoners would have the right to govern a territory on Planet Exeter independently. However, the Zoner community boycotted this treaty and thus it remains unsigned from the Zoner side, which is why my soldiers have to keep those lands under occupation until a final solution to the Zoner question is found. This is aggravating the Zoner populace and straining our resources. I would very much like to give a number of independent enclaves to the Zoners of Exeter, but none were willing to negotiate. The Zoner population of Planet Exeter needs a representative who cares for them and not for unrelated or personal agendas, who will sign this treaty and thus finally legalize the formation of an independent Zoner territory. Because you are already at the head of one of those enclaves, I think you would fit the role. With whom do you think you should speak about this on the Zoner side?
