This is public announcement of the military Office of The Imperial Shogunate to all individuals and organizations as well as to all law enforcing authorities in Kusari:

On the 6th of the current month, events in Rheinland have created a state of crisis within said House, compromising the state normal operations and jeopardizing the well-being and safety of residents and travellers in the region. The Office of the Shogunate, in accordance to the wishes of the Emperor and it's loyal Government Cabinet, issues the following decree to the military and law enforcement forces of Kusari.

Code:
- Kusari Naval Forces and Kempeitai units active in the Honshu system, as well as the Sigma region will be placed on heightened alert, and are ordered to monitor any activities of Rheinland military vessels, under any banner, in the regions mentioned.

- In Honshu system - All transports coming in from Rheinland, that are of Rheinland origin, or carry passengers from Rheinland are to be screened by all law enforcement agencies (KNF, KPT and KSP). Any military or state intelligence personnel located on such ships is to be detained by law enforcement and interned for the active duration of this directive.

- civilian passengers coming for work or asylum in Kusari during the crisis, are not subjected to any extraordinary restrictons

- Travel to Rheinland is not to be restricted, but law enforcement patrols are to inform any vessel heading to Rheinland of the situation and record acknowledgement of the risks involved by the departing party.

A statement from the Civilian Cabinet is to be issued at a later date. For the moment, The Reformed Empire of Kusari will refrain from declaring intentions of intervention or support for any of the belligerent parties.
