On the 9th day of the 4th month in the year of our lord, 827 A.S, we marked a transition. The reestablishment of the Imperial Government of Rheinland.

For many years, the Imperial Government of Rheinland stood as the crowning achievement of the people. But history would have it that there were those who would try to set us against one another. However, this is to be the case no more. While these have been trying times of late, we have once again established governance over Rheinland space. As we are here today, we stand on the threshold of a new beginning. A new beginning brought about by the desire to change. This change was not simply because of the falling levels of support for the United Democratic Front; It was a stand by the citizens of Rheinland, a stand among rising levels of anger. It was a change that was desired, sought after. It is clear that the trends leading to this had in fact been building up over decades, not overnight. This was a call to action by the people; They were started by deep political and economic shifts that are today changing Rheinland.

With the people's support, we will unite Rheinland once again. As the people's safety and well being are our priority, we are taking measures to ensure that the violence and corruption that plagued the prior parties will never take root. We will establish measures to eliminate the bureaucracy that allowed the movement of known criminal organizations to grow unchecked. We do not seek war like our predecessors, we seek to develop relations with our neighboring houses that will benefit the both of us. Despite the rumors and accusations that have been thrown in the heat of the moment as an attempt to clutch at straws by a failing party, we do not wish to fight you. We have seen enough bloodshed under the rule of prior governing parties; it is a time for peace.

You too, have been subject to the hostilities and loss of life with the war of the Sigmas, of which we, the Imperial Government of Rheinland, fundamentally disagreed with and profoundly regret. It is more important now than ever to be aware that we cannot not let our children, grandchildren, and even further generations to come, who have nothing to do with that war, be predestined to suffering relations between your house, and our own. For this, we would like to express our deepest remorse and heartfelt apology for the actions of our predecessors.

This transition marks a new era. We are looking to exist in peace and security as the successful governing party of Rheinland. For this, we seek your recognition and support. Your support will allow us security in the steps that we must take to return the normalization of life for the people of Rheinland. Your support and recognition will speak volumes in rejecting the violence and bloodshed that had been seen under the prior rule. You will be contributing to peace and stability; and participating actively in shaping reconstruction, economic development and cooperation both within our borders and between your house and ours.

We wish to renew the bonds of friendship that Rheinland and Kusari once had, the trust that was built over many long years of peace which was rashly and unjustly snatched away by our republican predecessors. We formally invite the House of Kusari to re-establish their embassies within the Empire and re-establish ties between our House and yours.

You will have to excuse the delay we faced here, we just concluded the parliamentary election phase of this year.
Let us get down to the matter at hand: The upraise of a new Empire in Rheinland.
It saddens me to say, but you said it yourself. A large variety of rumors circulate around the Empire and the Federal Republic. Many, foggy rumors apparently seeded on both sides of the coin. Due to them, gaining a clear picture of the circumstances surrounding the Empire and the Federal Republic are tricky. Care to shine some light on this? More than just words of citizen support, whilst your nation appears to face violent skirmishes all over.

You talk of peace with your neighbors while facing bloodshed within your borders, though we wish to believe your words. Therefore we would like to ask you to clarify a few matters to us:

> Will the Treaty of Nevers be honored by the Imperial side of Rheinland?

> What are your future plans regarding Rheinland's conflict with the Gas Miner Guild?

> How does the Imperial side intent to ensure the continued safety of our embassies and corporate outlets in this troubled times?

For the moment, the Empire of Kusari refrains from re-establishing our embassies within Rheinland. Security concerns around the unclear nature surrounding the civil war like state within Rheinland prevent this action to take place as of now. We wish to thank the Empire of Rheinland for your official re-invitation and we will address it at given time.

First of all, I would like to thank you for taking the time to respond. I am aware that times have been busy for you and we appreciate you getting back to us on this matter. While there are talks of violent skirmishes all over, this is not necessarily correct. We have managed to bring peace to a portion of Rheinland, and we do not seek violence; while it is indeed a turbulent time, bringing hostilities to the people of Rheinland is no way to move forward as a nation.

In regards to your questions, I am more than happy to shed light on these.

The first question is a simple yes. We will honor the treaty. This has been reflected in our laws already. We are open to negotiation should you wish to open that line of communication, however as it stands we have no reason to go against this.

Your second question regarding GMG. We do not want any future hostilities. However if we are attacked, we will defend ourselves and our assets. We have plans to open talks with the GMG to assure that it will not come to this.

In regards to the embassies, we have secured a large portion of Rheinland, and we have every intention to protect those who are based there. We have fleets in place to protect the people - and that includes your people. We hope it will not be necessary, we will do what we can to assure the continued safety of all embassies in Rheinland.

We respect the decision to refrain from establishing your embassies within Rheinland, I hope that in the future you are willing to trust in our capabilities to assure your safety in our space. The offer is open, and there is no time restriction on this; whenever you feel it is suitable to address this, you will have nothing but our full support.

I bid you good day.

We are more than glad to hear that the peace created by the now exiled Federal Government, will be honored by your side.
Unfortunately, the circumstances surrounding the treaty look anything but promising.
The Battlegroup led by the Kolleda remained in Sigma-21.
Following the finished Gate construction, the Kusari Naval Forces as specified by Article 4 of the Treaty of Nevers, left the area. Some voices say, this could be considered a violation of the treaty, thus nullifying it. We will not act this way, knowing the hardship the nation of Rheinland is currently facing. We have heard of the tragedy in Cologne. Harsh times for Rheinland.

Additionally, it should be mentioned that the Saigon Autonomous Council effectively collapsed even before the outbreak of internal conflicts in Rheinland, following the withdrawal of virtually all Rheinland corporations from the SAC. This resulted in total stagnation of the project, with the spearheaded Jump Gate construction being the sole exception.

In regards of all this, the Empire of Kusari wishes to propose a change to the Treaty of Nevers:

> Sigma-21, its resources and landmarks will fall under Kusari's jurisdiction. The Gas Miner Guild will be contacted in an attempt to restart discussions regarding regional development.

As a sign of trust into a continued flourishing relationship with the nation of Rheinland, the Empire of Kusari offers two matters in return:

> We will acknowledge the system of Sigma-15 to fall under Rheinland's jurisdiction.

> The Empire of Kusari will readily assist in peace negotiations between the Gas Miner Guild and the nation of Rheinland, thus enabling a stabilization of the Sigma Cluster.

I am not a military tactician, though a front less and the ability to withdraw the Kolleda back into Rheinland sovereign space sounds somehow like a good move, right?

Guten Abend Minister,

we agree with you that the hostilities with the Gas Miners Guild shall be sealed as soon as possible and peace shall be brought into the Sigma Cluster, the Empire of Rheinland thanks you for your friendly offer to help with talks between us and the GMG, we would like to make use of that offer.

Today I am however not reaching out to you asking for this help, but also to show you our good will. As Generalfeldmarschall of the Rheinwehr in a rank of honor I promise you that I will care myself for a quick process of the Schlachtschiff Kolleda leaving the system back into Rheinland, where it shall protect our people from the terrorists who do not even recognize the Hessians as their enemies. This shall make trading safer again in our home lands.

Now, let us come to something but of us can hold. As representative of his Majesty himself, I am here to propose a revised version of the treaty of Nevers to you. Our Reichstag has already talked about this version and the Kaiser gave me the task to show you how serious we are with this. I will send you the signed version, this will only be active if your Government signs too, if you want to have amendments, we would need to set up a new paper, of course.

You have a splendid timing, sir. Your Imperial Military approached me about a situation, showing the flaws of the current treaty and the urgent need for a peace between your nation and the Gas Miner Guild. While I have found a temporary solution, upon a first glimpse, the proposed treaty looks like a favorable approach. Mind you, this is my personal opinion.

We appreciate the efforts taken by the Rheinland Reichstag to work on such a draft. I will relay the paper to our Cabinet. As you can surely understand, we will require some time to thoroughly discuss it ourselves. You may await our Cabinet's reply within the next two days.

The Emperor and the Kusari Parliament have reviewed the proposed revised version of the Treaty of Nevers. We have come to the conclusion that all terms proposed are acceptable and no further alteration is required, with one exception:
The new Treaty shall bear the name 'Second Treaty of Nevers'.

Additionally, your reply regarding the Kolleda Battlegroup has been passed on to the Shogunate. They were more than happy to hear that this factor of uncertainty will be departing the Sigmas soon.

In the name of Kusari, I wish to say that we look forward to stabilizing the friendly relations to the nation of Rheinland further and that we hope to surpass the flourishing status we enjoyed prior to this conflict. But we also urge the Empire of Rheinland to commit their best minds to a peaceful solution with the Gas Miner Guild. An ongoing conflict within the Sigma Cluster will hinder a smooth process of battling the mistrust this conflict seeded. At this point, I wish to remind you that Kusari is more than ready to act as intermediary between the nation of Rheinland and the Gas Miner Guild if required.
