Smugglers Bay has been destroyed for:

Consequences:

Smugglers Bay base in New York has been deleted by Game Masters as it is considered to be an exploitation of game mechanics. A POB in New York should not have a Nomad IFF, particularly when landing a ship to set the IFF would be a breach of their ID restrictions. Nomad vessels are not permitted to leave their ZOI unless accompanied by an official faction member - POBs do not extend ZOI permissions.

Update: It turns out the Liberty lawfuls actually killed the base while I was onboard trying to figure out how to use server commands to delete it. In any event, the broader point still stands. Nomads should not be docking on anything except Nomad, Vagrant or Wild NPC bases. POBs are not intended for Nomads.
