A small Nomad vessel, this evening, slipped into the atmosphere of Planet Exeter for several minutes and ultimately eluded destruction. Neither I, in my bomber, nor the fascist gunboat were able to pin it down before it got too deep in the ice fields.

As far as I can tell, it was either a Nomad or a very complex sensor glitch, and sensors have to malfunction pretty badly to misidentify a mass as a self-sustaining spaceborne lifeform. You can ask the Core's garrison on Grand Vista for a corroboration, if you need it.
