Bug: Can't dock on any base in Frankurt

Zoner's can't land on sovereign house space with more than 3,6k transports, but Frankfurt is no longer sovereign house space, but i can't dock there with one ZBT. Tested in more than one base and receive the same message, didn't tested but probably in Munich is the same thing.

Fixed. Frankfurt and Munich have been removed as restrictions. This will probably take effect with tomorrow's morning restart.
