I come to you with a small request. Recently, I have encountered new pilots flashing our colors - by itself nothing unusual - but upon further talks, they revealed themselves as a small cell which just recently found its place by aligning themselves with the Golden Chrysanthemum movement.

This cell's name is 'Cubhras Handhas' - in space displaying as CH-, which according to their own words - translates to 'Golden Chrysanthemum' from Kamkata. While I got no clue about this language, it seems that its ideological ties caused this group of people to hide in the shadows ever since the downfall of the Hideyoshi Era. Their religious beliefs are similar to those of us who seek hope and validation with Amaterasu. Similar stories and gods, at least. I am not the religious type so I might not be the best to judge this.
Regardless, they showed faith and readiness to fight Kusari's system among us.

It seemed just correct to inform you about the people I make this request for before actually stating the request. Apparently they still have issues pinpointing Kyoto's communication nodes. I am a little surprised they do not simply obtain communication codes from us but from what I observed, they are more keen on introducing themselves in space first.

Anyway, let us come to the request. They recently obtained an 'Ahoudori'-class Gunboat and seek to install several of your 'Chigiriki'-class Gunboat turrets. They wish to purchase them themselves once they have obtained permission from your side through this channel.

It is most interesting to have your cell contact us regarding this, one would presume the Gen'an to reach out, given their religious fanatacism. However, given our past dealings with them, I am pleased it was you Mi Minami.

I have had the pleasure of meeting one these 'Cubhras Handhas' personally, their zeal was most appreciative when assisting myself against a Kaigun threat within the Tohoku system. I could not care less for their ways, simply their results and results they have shown us. Should they continue to provide results and in the process stay out of our personal affairs, then one would be wise to reward them and offer certain privledges.

We shall agree to the following:
| Their organisation shall be allowed the purchase of however many 'Chikigiri'-class Gunboat Turrets are necessary to outfit their vessel. The specifics of which shall be negotiable when they deem appropiate, we may be open to future negotiation on allowing more hardware to fall into their hands.
| They shall be given all appropiate DCN codes required to contact us. Through your movement if convenient.
| The authorisation to operate from our installations, provided that they do not exploit our hospitality and act against our allies when doing so.
| The purchasing of all fighter and bomber grade weaponry, with impunity.

I do hope our trust is not misplaced. One's trust can only be broken so many times, before they trust no longer.
